Whatever you do, do not trust this woman. She has a past criminal record and is a fraud.
She has no hesitation to ask what she wants out of you, but completely fails to deliver when it comes time for you to get what you need -- whether you are a vendor, customer, or work for her. She is seemingly easy to trust on the surface, but beware. She needs to be put in jail.
The event itself was poorly managed, poorly put together, and no one received any compensation that they were promised.

I am rejecting this response because: Contrary to HSE's claim that their records indicate a refund has been issued, we have not received a refund check.
Below is the most recent email exchanges between us and HSE, which includes a USPS tracking number #[redacted] supplied by HSE, which comes up as an invalid tracking number when tracked on the USPS website (and the [redacted] and [redacted] websites as well.).  That indicates to me that the letter containing the refund check was never put in the mail.

I was able to review the details of what's taken place, and confirmed the refund for the occurrence at the expo. I saw a note that indicated your payment was to be resent with tracking. The payment will leave our office tomorrow 4/2/15 in the afternoon and will have a tracking number of [redacted]18. The delivery will require signature. 
To an additional email received by Eu[redacted] on yesterday, this is my first time becoming aware of your refund. I oversee business to business accounting for HSE. All exhibitor related financial matters are under separate accounting. While I apologize on behalf of HSE for the delays. It was not my intention to "stall" you as was for me to gather all the details before I knew what to do as next steps. 
Meanwhile I will follow up in a few days to confirm the refund has been received and post this matter as closed.

Having not received a reply to this email and the fact that the tracking number provided issues no results, we are proceeding with filing a claim with District Magistrate David L[redacted] and with the Revdex.com.   If we receive the refund in the mail, we will close the claims.

In reply to Revdex.com Complaint ID [redacted], received on 2/26/15. 
Based on the customers complaint that she did not receive the original gift card for our annual Ugly Sweater Contest, once notified that customer stated she was not in possession of the original $200 gift card I approved a replacement $200 gift card be issued to her, and mailed with mail tracking. Additionally I personally reached out to this customer to apologize for any inconvenience and to confirm the approval of the replacement, notifying her that if she had any additional concerns to contact me directly.
I received an email from this customer on 2/4/14 regarding the status of tracking on this mailing , accusing the winnings of being a scam. I responded to this email on 2/4/14 explaining that I was not in the office that day however would contact her via phone the next day and directly oversee the delivery of this gift card even if it meant personally delivering it to her home address. I attempted a call to this customer on 2/5/14 as well as on 2/9/14 to which I was unable to reach her. On 2/9/14 I sent the customer another follow up email to advise I had been trying unsuccessfully to reach her by phone and to please provide an alternate contact number if one was available. To date I have not received a response from her by phone or email.
I have also addressed this customers mention to someone / another winner posting a comment to one our social media sites regarding a winning prize. As previously explained to this customer. Often times an initial comment/ issue is never updated with the positive outcome once the issue has been addressed/resolved. It is never and has never been the intention for this customer not to receive her gift card. 
I am happy to address this matter further with the customer directly, if she will return my phone calls and/ or emails.
As of today we do not have any 2014 winners that have not received earned prizes as stated by this customer.
