Once at the [redacted] testing site in Towson, MD, I was advised to take my coat off , take my hat off, empty my pockets, take my jacket off (which I begged to keep on because I knew I would be freezing and lose the ability to fully concentrate)I was threatened, " if you do not take your jacket off, you cannot take the test!" I was forced to remove my eyeglasses, they were checked, turn the pockets to my pants out, stick my hands in my back pockets, and my finger in my change pocket! I put in between 130-hours of studying, starting the day I submitted my application for certificationI took over timed and untimed practice exams and scored well My confidence and level of preparedness was high There were very few questions that I was familiar with on the actual test! The HRCI Certification Preparation courses are hours a week for four monthsI refuse to believe that - hours of course preparation guaranteed a 90% pass rate and over hours of independent study resulted in failure Upon taking the test a question was asked about preparationThe question seemed odd? Why was that important? I now believe that the answer to that question dictates the level of intensity of the test! Candidates who did not spend over $on the HRCI preparation courses or purchase course materials from the HRCI website were given a harder test! I would gladly sent HRCI copies of all the emails I received regarding the exam and nowhere did it state I would not receive my money back for my examI also can send copies of correspondence with HRCI where they told me how to cance the exam and send in a refund request- also without stating that I would be forfeiting my feeI think it is great that only people had issues where they needed to cance but that has nothing to do with my claim

Dear ***, I am responding to your correspondence of December 2016, regarding *** *** ***. I have researched her claim, HRCI notes, e-mail, etc. *** *** created her narrative without regards to the attestations she made when she signed up for this aPHR “pilot
exam” As you might appreciate, a pilot is just that, a limited time offer for a new product, the aPHR HRCI went through a detailed campaign that was clearly marketed and positioned as a non-refundable pilot program. Each candidate received such message, attested to it when applying and it was on Social Media and www.hrci.org. This is only the second person--out of candidates--who signed up and when their personal matters intervened, started pointing out that that they did not “understand” what they signed up and paid for The pilot exam was offered at a huge discount for only $and the exam had to be taken during a week window in May 2016, no exceptions. ***, HRCI is not in the business of tricking candidates, having hidden rules, or simply taking money from candidates*** *** was a “no show” and thus forfeited her seat that we already reserved and paid forHRCI cannot be held responsible for her mode of transportation or for how she was getting to the test centerThat decision was solely hers to make. Multiple other users of the practice exam have started or contributed to discussions (in the included discussion board) of how the practice test is misleading. Other users of the practice exam have felt the same way that they were underprepared after using the practice examThis same page describing the practice exams says, "HRCI practice exams are smart and stress-free ways for you to get comfortable with the pace and challenge of HRCI's exams." The practice questions do not represent the rigor of the actual exam that I have now takenI finished the question practice exam in about ten minutesThe actual question exam took me almost two hoursThe practice exam questions pull from some of the easiest, general questions availableThis is why the HR operations (general HR business function questions) proficiency is the most populatedI have completed the entire practice exam and each practice sectionHowever, in the populated proficiencies in the dashboard for the various topical foci of the test, most are incomplete and one even cannot be calculatedThe advertising for the practice exam states that: "HRCI Practice Exams allow you to learn about your HR strengths and areas of practice where you need further study and improvement." October 2016. At that time, HRCI had exam windows, meaning that this eligibility to take the exam would expire on January 2017. There were no further interactions from *** *** until now with this Revdex.com claimInactivity on his behalf by Janmeans that he forfeited his eligibility and all fees as he attested to when he applied and qualified in Oct2016. Here we are a total of months on, and *** *** is assigning responsibility of this forfeiture to HRCI. I am rejecting this response because:I did not receive my certificate for my PHR which I renewed in Feb 2016. I contact HRCI 11 times to ask for my certificate. They state that there was a known vendor problem in Feb and all certificates would be mailed again in April. I called when I never received my certificate and was told to wait. I called again and was told to go to my local post office and go through unclaimed mail. I called repeatedly to request my certificate which I gladly paid $150.00 to renew my HR Certification. I was told to write a letter, which I did on August 8, 2016. I have not received a reponse. I called today and was told that I could pay for a replacement certificate. When I explained that I never received the certification to begin with they said that their records show that it was mail. I simply never received my certificate and would like what is promised. This is a HR Certificate that is needed for my employer.I would like my PHR Certification to be deleivered as promised with any additional charge.

HRCI. [redacted] was selective in what she chose to share. All our accredited programs are clearly marketed and positionedas a window-based program when she enrolled in 2015 and which have deadlines, all of which are clearly outlined in the website and 2015 Certification Handbook available to all. Here is a brief summary of what transpired with [redacted]: ·         Applied for the exam 30 March 2015. ·         Received a unique ID to contact the testing partner, Prometric.·         Had to schedule her SPHR exam between 1 May through 31 July 2015.This did not occur, so she was a no show and forfeited all her fees.·         Actually received a reminder that she was one-step closer to taking the exam but did not respond. The e-mail was a general reminder that is sent to everyone. It is upon the candidate to maintain and follow-up on any correspondence and /or purchase.·         Reached out to us almost a year later in April 2016 and in that exchange she clearly admitted that she could not take the exam in May 201 and that this was the first time she actively contacted us.·         She mentions “reading” the policies….it is odd that she missed the information as HRCI clearly addresses this matter in a section called: EXAM TEST CENTERS AND APPOINTMENT SCHEDULING: Schedule Early. We encourage you to schedule your exam appointment date as soon as you are deemed eligible. Scheduling early increases the chance you will receive your preferred testing date, time and location. Exam appointment dates at the end of each testing period may be difficult to obtain due to the increased volume of test takers during this time. HRCI will refund only 50 percent of your exam fee if you are unable to schedule an exam appointment because test sites are full. Refer to the “Exam Reschedules, Reschedule Fee, Cancellations and Refunds” section of this handbook for more information. Exam Scheduling Exam appointments may be scheduled online or by phone. Online scheduling is the preferred method, because it is faster and more efficient. [redacted]·         Again, she only contacted HRCI almost a year on, in April 2016, to add newer products that were not available at the time she originally applied. and was informed that she  was a no-show and thus gave-up her seat and exam. At that point she was  informed that  she had to re-apply and purchase an exam.·         The agent explained the forfeiture as being due to missing the 2015 window deadline but the client insisted on escalation.  The appeal was denied as  it was one-year later and specifically because the candidate did not act. She was a no-show  for an exam she purchased in 2015 to be taken in the Spring Window ( 1 May – 31 July 2015).  Besides, there are all the attestations that she made and agreed to at the point of making her SPHR purchase. [redacted], HRCI is not in the business of tricking candidates or having hidden rules.  [redacted] is an HR professional who is used to reading detailed  information and  imparting such to other people in her role. That same requirement comes along when becoming a consumer  and it is the candidate’s obligation to read and follow instructions. Not doing so or claiming that HRCI only sent one e-mail is no excuse for missing or not taking action to take an exam.It is regrettable that [redacted] assumed many things even though she agreed to all the rules upon making her selection in 2015 and then waited for an entire year to officially come back and check on her time-sensitive purchase. For all those reasons,  HRCI cannot re-imburse her for a purchase made over a year ago and then taking no-action. I am rejecting this response because:HRCI noted in the response they sent me two copies (reprints), that was not communicated to me in any of the customer service exchanges via phone or e-mail.  HRCI noted to me that they had sent the certificate and to receive a reprint I would need to send $25.  It is not a reprint issues as I did not receive the original.  Also in the response they gave samples of responses and confirmations, but still will not send proof of shipment as requested several times for my situation.For all the the time and money they have been researching the issue could by now cost the $25 reprint fee.  This situation could very easily resolved and I'm not asking for any special treatment, just for HRCI to fulfill their obligation to what they commit when you re-certify.    Bottom line I've been a certified member for 15 years, never had any mailing issues, never requested a reprint and note the customer service and the reasons have not been acceptable.  Thank you.Regards,

he had with HRCI. [redacted] made severalcontacts with HRCI. It is correct that when a person recertifies (every 3 years) and pays the recertification fee of $150, a staff member reviews each of the  60 CEUs pertaining to that credential as submitted by the certificant. So, the claim of a “purchase” is erroneous as it is a recertification application fee to review an d validated the submitted information. That is part of our accreditation requirements. In return HRCI offers a variety of means to show a certificate was earned/is valid: ·         A paper certificate via USPS first class mail to the address of record; ·         A credential-specific digital badge that is the most visible with all pertinent info (used on  social media, LinkedIn);·         A Boss’s letter if a certificant wants to send such to their employer;·         Directory of Certified HR Professionals, where, if a certificant did not opt out, the name and credential can be searched: https://recert.hrci.org/public/membersearch/certificants. The reason HRCI uses first class mail (rather than our non-profit indicia that costs us less) is so that anything undelivered will be returned to HRCI. That undelivered service and the first class postage are the “proof of mailing”. To date, nothing was returned that we sent to [redacted].  Please see the attached for some samples of returned mail for addresses in the US and Abroad.  Additionally, HRCI’s fulfillment partner runs all names/addresses through the NCOA list before creating the certificates. We do so to make sure that before the certificate is mailed, it is sent to the most valid/up-to-date address available.  This is done by HRCI at its own expense to avoid returned mail/dissatisfied customers. Notwithstanding, it is incumbent upon the certifcant to maintain proper indicative data in their HRCI Profile. If after all these extra steps, a certificate is returned, we note its return in the person’s record.  If the certificant calls about not receiving a certificate in the email--and we have received that returned packet from the USPS-- we ask the certificant to re-verify the address to make sure the second mailing is properly directed. We then recreate a second certificate, at no cost to the certificant, and our fulfillment partner mails it USPS, first class.   Unfortunately, we still cannot guarantee what happens to it once it is released to the USPS. In the case of [redacted], his address was not the issue. We do not know why neither of the 2 mailings were not delivered as he states nor do we have any returned pieces of mail from him. As you might know, what the USPS does with a mailed package is beyond a business’s control.  So, by the time a third reprint is requested, HRCI  asks that the candidate pay for it if the candidate still wants one.  It is an optional service, we do not make any money on this. We have had instances where a person’s address has never changed but yet neither the first nor the second mailing gets delivered.  Some certificants understand and decide to forego a paper certificate and adopt the electronic /digital badge. Others decide to pay for a reprint and also ask for it to be mailed to a different address. Additionally, some even provide an account ([redacted]) to track it. Again, we do not mandate any of this since we have already fulfilled our commitment by sending one/two certificates. [redacted], HRCI cannot treat [redacted] any different from others who do not get a piece of mail. We continue to be very diligent in our processing and that is why we also introduced the abovementioned alternatives over a year ago. Not everyone has adopted the use of technology/digital badges even though in this age of social media, the credential will have a more expansive reach and visibility (versus being  on a wall in an office). Just like any other business using the USPS, HRCI cannot resolve the delivery process when using USPS first class mail.
