Charging nonrefundable deposit for estimate of repair isn't right, especially when it takes twice the amount of time as promised just to get estimate

On any and all repairs we charge a reasonable deposit as does all repair shops. If repair is done then that deposit comes off the repair cost. If the customer declines the repair it then becomes our fee for checking out the equipment and informing customer of what is wrong and what it would cost to repair.
When a customer declines the repair and is charged a fee, the customer should receive a WRITTEN estimate for "checking out the equipment and informing customer of what is wrong and what it would cost to repair"
This is considered good business practices. Without this written estimate, the fee charged is dishonest.
