I am seeing pretty much the same here. My account was locked after being "flagged by automated system". Four days later, I received an email stating that the review was done and my account had been restored and I could cash out, etc. When I tried to cash out the $20 in my account, it asked me to verify my device again, which I had already done before my account had been locked. I entered my phone number and it says my account is registered under a different phone number. This is the only number I have so I sent a number of emails to support before finally getting a response saying that they need the number that I verified my account with before. I gave them my number and explained what happened in my response to them. I then get a response that the number I gave them is not the correct number. I get another response 5 minutes later saying my account has been deactivated because I somehow violated their Terms of Use but no other explanation. When I question them about it, first they said it is because of alot of network activity. When I told them that I use wifi hotspots whenever possible to save on my data usage, they then tried to say I had tried to redeem rebates that were not on my receipts. I had not submitted any receipts since my account was locked the last time for review. Everything had been cleared during the prior account review so why was that being used as an excuse? When I said as much to the support team, I received an email stating they were firm in their decision to deactivate my account and thats it, no more responses to my emails or anything.

ibotta was advertised on Facebook as similar to the Nielsen Group, i.e. purchase items advertised on ibotta website and be refunded for those purchases after scanning barcodes. The site worked for a while but then they locked my account and are mostly unresponsive to my emails requesting the money I earned on my account. There have been a few emails and ibotta reps said they had unlocked my account but they have not. I can still use the site to earn money but am unable to "cash out." Everytime I try I receive an error message saying they are updating their site. When I spoke via email to a rep, ibotta rep stated my account had been locked again.
