We did create an estimate and submitted to [redacted] for approvalAfter reaching an agreed price with [redacted] we provided customer with a contract that was dated June 5th, 2015, with approximate completion date of weeks later – based on the original estimate of work We needed a deposit to begin work, which we began when the deposit was received June 17th There was a delay in completing the work on the time frame because customer had wanted additional work done that wasn’t part of the job He had requested his roof be replaced, which wasn’t part of the fire, and had signed a change order for this additional work (also attached) He had also requested we frame, finish, and install an entire 2nd bathroom, which we did, and again he had signed a second change order for that work He was required to pay an additional deposit for the extra work he wanted done, which again we did not receive until middle of August to begin that work This additional work placed a major delay on the job We could not insulate or drywall until the roof was completed (old roof was leaky), and we could not have a framing inspection (or electrical, or plumbing) until the 2nd bathroom was completed – again – not paid for additional change deposits until months after contract date We had also agreed that instead of skim coating the walls, we would go back with drywall (5/was still required on ceilings and shared walls with your neighboring property) We had agreed to install vinyl and underlayment, and carpet and padding rather than sand and refinish your flooring – because it would require replacing your wood flooring – which was not damaged by the fire and [redacted] did not agree to pay (his flooring as majorly deteriorating, missing boards, etc – was not caused by the fire) We had also agreed to wire with thermostats, electric baseboard heaters throughout, rather than go back with hot-water baseboard heat We also had done entirely extra rooms of the house (gutted, cleaning, sealed, wired, insulated, dry walled, and painted) as part of these changes – for no additional charge – these were not covered as part of the fire damage claim, and were not in the original estimate In regards to trades not being done properly – not only were they done properly – they were also each inspected by York Township The permit packet is attached to this email – shows all inspections that were required – which we had to have done– including Electrical, Plumbing, Framing, Insulation, Drywall, and final electrical, plumbing, and Final inspection – (which includes floor coverings, etc)Nothing that we installed is unsafe, or a fire hazard, and again was inspected during the rouand as well at the final inspection I’ve also attached the invoice for the Occupancy final inspection – that was scanned into the system on February the 10th All work was completed prior to January, but again, needed to wait for homeowner to finally contact the gas and water companies to turn utilities back on – in order to have final occupancy inspections completedDuring the final occupancy inspection, York Township required additional work to be done to offer occupancy – additional basement ceiling insulation, as well a window shutter placed on the 3rd floor We did these without charging anyone – just so he could get back in the home We’ve not been in since – he had removed the key from the lockbox prior to even this time His statement here says that its May and the work isn’t done yet (its March, and yes it has, and been inspected final inspected by the township) Finally, outside of the extra work (roof) that was done, the bank managed the draw schedule and paid us based on completed work This left the customer unhappy, because he was unable to manage the payments himself, and most likely not pay I understand that everyone makes mistakes, even the best companies, and we sometimes do the same – but we atone for it I would ask that the claimant provide documentation to back up his claims, as we did here If we as a company did not do something correctly in this process, we would definitely atone for it – and make correct – but at this point, nothing here is justifiable

At this point I would be a complete it to bring this contractor back into my home, promising again that he wants to repair problems. A list of reasons below.1. Upon starting job they walked through house damaged by fire and lied to me about repairs they were going to do. I was told house would be completely done like a new house. They stated that they bid job high enough to redo house inside and out despite wording on contract.2. I was told they would do house the way I wanted it. All request I made was done different than what task for. It was like they took over my house, did what they wanted and took all my request and made sure they were done different than what I ask for.3. They represented themselves as a professional contracting company with a crew of skilled workers. I found out later they do not have a crew of workers. Instead, they subcontract each part of job to whoever they could find to work cheap. Mike, Jason and Joe were seldom seen at job site. Crews of Mexicans were given work to do, with what I was told later only one spoke some English and they made joke that if I wanted to explain things to them, I needed to speak in Spanish.4. The workers had no respect for neighbors or their property. Both adjoining neighbors said they had run in's with the workers. Neighbor suspected Mexicans were staying in house, because they were seen in house at 11:30 pm with wife and children running through house and making noise. This began as soon as electric was connected. Bucket was found used for bathroom purpose.5. They lied to me to get payment draws ahead of appointed schedules.6. Each time I told them work was not being done properly, which happened frequently, they lied to me about having it corrected and went on with work they were doing instead of correcting problems.7. Plumber, who was another subcontractor, was supposed to put two sewer lines down to basement, instead they tied the two bathrooms together under ceiling after he lied to me that he would do it the right way. They had to box in pipes with an eye sore in living room.8. They lied to me about putting thermostats on interior walls inside each doorway.9. They lied about putting in proper windows. 10. They lied about plastering walls properly and proper paint job. They slopped about as much plaster on floors as they put on seams in walls and left it that way. Even flooring guy told me floors were not prepped for flooring and all they could do was put flooring over dirt.11. They lied about putting in 3 windows in basement, outside door and cleaning and sealing basement.12. They put hot water heater in wrong location and lied that they could not put it where I ask to have it. With 3 extra pipe fittings, I had it moved to proper location.13. They lied about fixing floor in living room, where burnt floor was taken up and replaced with different thickness of flooring. Still have uneven floor.14. They lied about putting siding on house and did not finish outside of windows as billed for. Trim around roof was to be done. They said it would be done with siding. Siding was never done.15. They tried to force final payment in December, with no intentions of completing job. The only thing I feel that stopped them at that time was that I went to inspector and pointed out things they were trying to skip doing. After that a different inspector was sent out. 16. They billed me for a lot of work that was not done.17. They told me they bill for two coats of skim coat, but they never do that on insurance jobs. They admitted this by taking $2000.00 off final payment, which I never gave my approval on this, but it gave proof that they were aware I was billed for this and it was not done.18. They also had a list of things they were supposed to do, which they refunded money for and said I would have to do them. They lied about other items they also included which was not on this listing, which they did not give copy of this list. Total list not done was twice what they refunded for.19. They lied about paint job being done properly when I saw what was done and it was not what they billed for. A flash picture of walls shows primer through paint. That is how thin paint was put on. A lot of work was done with no lighting except what came through windows. 20. They lied about coming back and finishing handles on kitchen cabinets.21. They lied about coming back to do air conditioner openings.22. I had to install dishwasher, microwave and trash compactor. They told me all they were putting in was dishwasher and did not come back to do it.23. They lied about making house ready to move into, the way it was before. No curtains or blinds were put up as they said. Bathroom fixtures were not put in. Closet rods not put in or closet shelves. No door stops behind doors. Shelf above kitchen cabinets, they indicated if I wanted them, I would have to put in.24. They lied about wiring in flood light in back as before.25. They lied about coming back and redoing trim around back door so storm door would fit on it.26. They lied about cleaning up back yard.27. They admitted to breaking up steps on deck and told me that was my problem, because it was not on contract.28. They lied about getting a roofing contractor for me and instead had their workers do this job, which was not done right.29. They lied on paperwork, that I delayed job, when they told me they had so much work they could not get workers on my job. Plumber had heart attack and they had to wait for him to recover to get plumbing done. Inspections failed because they were trying to take short cuts and got caught on them. This made them go back and redo things for inspectors.30. They lied on response they sent to you. Roof work did not delay job, because leak did not avoid work inside from being done. Roof was done in two days. Change order for bathroom and wall on third floor was part of original work, which they later decided to bill extra for. If I didn't agree to pay they were going to stop work. Bathroom was already framed in when they decided to bill for it. Not getting payment for change orders until two month after original completion date, was a lie. Final payment was collected two month after contract date on change orders which was to be paid on completion, but they said they needed money to complete. There was no agreement on not doing skim coats. Drywall was already billed for along with skim coat. 5/8" drywall was supposed to be throughout house and they billed insurance extra to do firewall that they knew had to be done from the start. They billed for sanding floors because it was a lot higher than cost of vinyl and carpet. Underlayment was supposed to be done on all floors but only done under vinyl. They knew floors were in no condition to be sanded and finished. They said they did two extra rooms for no additional cost. Each room was billed for that they did. As far as trades being done properly, all you have to do is look at pictures you have to see work not done right. I have additional pictures of work not done proper. Inspections only cover basics and not if things are done the proper way. Thermostats and heaters were inspected to be wired together properly and not if put in proper location or wire size. Framing was inspected to be structurally proper, not if it was framed in proper location or square. Inspections do not get detailed because of time period allowed. Detailed inspections would take days. They do them usually in one hour. He stated that York Township required extra work for final inspection. Insulation in basement. They billed for this insulation and tried to skip this and inspector caught it. They knew about window shutter on third floor and said they were hoping inspector would not catch this. AS far as not being in because I removed keys from lock box was a lie. Joe knew removed keys when started moving in valuables and they would have to set appointment with me when they were coming to do work, which was a rare events at this time. They were back three times since keys were removed. One set of keys are still missing. I was told there was three sets of keys for 3 doors replaced, but only got 2 sets. Final inspection did not mean work was done. It only meant that house at this point was livable. They were holding work until final inspection was done so they would not have to pay for more inspections. I did not understand this but they told me it was the only way to get job done in timely schedule. As far as bank controlling payments, was a lie. I controlled when payments went to contractor and used cashier's checks and gave them the impression bank had control. They kept trying to get payment before they were due and even stopped work to force payments early. They tried to get final payment in December, long before work was done. The only reason gave final payment end of January is because they had already told me they were not going to finish work and I could not file Complaint against them until they were finalized on job. Any complaints before this they could respond with claim that they were not done yet. I knew by this time they were not planning to complete job. Pictures I showed you is an example of what they consider a properly completed job. I have had several people tell me they did the same to them. I would have collected names if I would have known what I was going to get as an end job. Company that does housing for fire claims from Philadelphia area said people they are dealing with had same complaints with DS. Jason from D S told me that I do not have to like the work they do and there's nothing I can do about it. He said this is insurance company money, not mine and have to give it to them when payments are needed to do job. He tried to collect final payment early, because he said they needed this money to complete job. He said they are not bankers who have money to complete job and then get paid.31. Jason got mad at me for starting to move into house when I did. He knew I was living out of my van and appeared to be prolonging job as long as he could. He went around and took pictures of everything moved in house. It was like stated earlier, they literally took over my house, did what they wanted to do and at this time would not complete to turn back over to me.32. As far as IDS coming back to examine what wasn't done right and atone for it is a lie. All three of them was already in house in December when complained that job was far from being done right and made excuses for everything showed them. They also explained they had no plans of correcting anything or finish a lot of items not done. They told me they only have to make house livable again, regardless of what contract says. was already meeting with Joe every Monday at 10am to discuss progress and problems. Attached is notes from one meeting, but after meeting they were ignored.33. I do not want them back with more lies of what they are not going to do right. I already started getting bids from contractors on what it would cost to have work done properly. As you can see by notes I gave you and pictures, they milked this job to put as much money in their pockets as they could with short cuts and work that was done was cheap unskilled work. They are con artist working together to collect high wages and high priced items for house and then have cheap unskilled workers do work with cheaply bought items. When I caught on to what was happening, they all three met me at house and began explaining how much they had to spend of their own money to get job done. They told me I should just be happy that place is being done so I can move back in. They explained that house looks better inside than when they started. When I explained that they billed for work that was not done and collected money for that work, they would change the subject, or explain that work was being done that was not on original contract. At one point Joe had me, convinced that contract he was working with was different than original. I brought my contract to Monday morning meeting to go over with him, but he did not have time to review it. They knew what they did here and as before they are now trying to lie their way out of it with you.34. They represented themselves as working for [redacted] to do this job. They held to this all the way through job and even called claims adjuster at different times about collecting money from me, when money wasn't due. It was after called claims adjuster about problems had with work that he sent letter explaining that after he made payments to me that I was responsible to control contractors work and payments and [redacted] had no involvement after payments were made to me. On the phone he talked to me like he represented contractor. This is why Joe claimed to me that money delivered by claims adjuster to me was not my money and instead was paid to me to pay them. He said house only has to be livable and not done as contract money claimed it was to be done. Most of the money paid them was wasted money, because most work is going to have to be redone to correct.

I would be more than willing to meet with *** *** personally and walk through his home to determine fixes necessary We met and walked through together in late December (prior to flooring) and there were none of these complaints He can contact me directly and has my phone number We have a workmanship warranty and would address these issues if they are indeed under warranty
