The first second opinion has seen the wheels last week on 7/07/14. The second-second opinion has seen pictures of my wheels.
 
However, Ingham's employee was the first person (since March 2014) said the powder coated paint and clear coat are defective.

Hi [redacted], any “fix” that you would do with touch up paint would be a temporary fix only. Even then they probably wouldn’t look the best. Unless you completely remove the corrosion it will just continue to get worse. The only way that I can fix them for sure would be to strip them completely and re powder coat them since the corrosion is under the powder. The price to do this is below.
Chemically strip 4 wheels – $125.00
Re powder coat 4 wheels @ $55.00 each – $220.00
Total – $345.00

Hi [redacted], thanks for the email and yes I know exactly what you are talking about. The problem is a little difficult for a couple of reasons.
1. You will find that as you start to sand around the areas with corrosion that the corrosion most likely set in underneath the powder coating, so you area of sanding keeps getting wider and wider until it is beyond repair.
2. If we blast those areas it will be impossible to sand the transition from powder to aluminum and still get it to look nice.
I’m afraid the best way to resolve this for good would be to use Marine Strength “Zip Strip” and remove the powder Chemically (A power washer helps this process). And have them re finished. Otherwise the corrosion will eat through the touch up paint fairly quickly. Unless you are able to completely remove the corrosion it will just come back. Many times the corrosion is set into the aluminum and can only be removed by blasting or washing. I hope this was helpful. Thanks – Jared

I have questions about touch up paint to my powder coated aluminum wheels was previously done by other powder coating business about 3 years ago.
 
Will the touch up paint or nail polish adhere to the aluminum wheels and does it have protection properties? My aluminum wheels are pitted (corrosion) deeply to bare metal -- around the surfaces, offset (inside) and along the edges of valve stems. Do you recommend those wheels to be aluminum blasted due to corrosion is too deep and hidden (spread) within the powder coating paint? I think sanding require too much work and it will show ridges around the touch up area. Please respond as soon you get this email. Greatly appreciated.

Kyle I[redacted] had spoke the Mr. [redacted] and explained that the problem with the wheels were in the metal of the wheels and offered to refund him half of the powder coating which is $200 and he agreed.  We sent him a check today.

To whom it may concern,I am writing in regard to the complaint of [redacted], dated 3/2/14 We were made aware of his concern about his wheels on 3/13/14, and recommended a repair, We explained the process to him again, and then confirmed, and made him aware that it was not a...

coating error, however, he refused the repair advice, and instead wanted his wheels recoated at Ingham’s expense. He was informed that recoating would most likely not fix the problem, and the same outcome would occur. He seemed to understand and left the shop on good terms.His alleged issue with his wheels was that there was a mark from where we hung the wheels with a hook to coat them. There is no way to avoid this mark. It is standard procedure for this industry. Every wheel that we have powder coated in the last 25 years has been hung on a hook.The powder coating did not fail. If his wheels were powder coated improperly or the powder coating failed it would have been obvious the first time the wheels got wet. We powder coated his wheels on 5/23/2011. It stands to reason that the powder coating is not the issue, as he did not have any issues until 3/2/14.In the customers statement it is also mentioned that we did not have our own copy of his records (see attached copy). The job was completed on 5/20/11 and paid on 5/23/11.He also stated that he sent numerous e-mails and phone calls and that we did not return them, however, that is not the case. We entertained his questions in a timely fashion. We offered a solution and he refused us. We offered to repair the area with touch up paint at no cost to him. This repair process would have slowed down any corrosion on the wheel.
