I have received the complaint file ( [redacted] ) on September 18,2014, and the following is my response to the complaint and the situation as awhole: First, please note that the complaint identifies the name ofthe company as Personnel Connection with a contact of *** [redacted] Personnel Connection is a staffing companyowned by Integrated Community Solutions, but not the entity responsible for thehousing program Personnel Connectionhas zero relationship to any aspect of this complaintIntegrated CommunitySolutions (ICS) is the organization that administers the housing programreferred to in this complain, and the contact is myself ( [redacted] ), I am [redacted] My response to this complaint weighs heavily to the pointthat as a housing authority or an administrator of the Housing Choice VoucherProgram (HCV), The United States Department of Housing and Urban Development(HUD) requires that a housing authority provide a means of communication toboth program participants and landlords renting to those participants However, the specific means of communicationis not defined HUD has approved ICS’schange from paper communication via US Mail to electronic, paperless communicationvie email to landlords renting on the HCV Program Starting in October 2013, ICS began notifyingall participating landlords that we would be moving to electronic communicationand that in order to receive communication from ICS, we would need a validemail address This went live on August1, For any landlord unable orunwilling to provide an email address, we informed them that all communicationswere still be mailed in paper form via US Mail to housing clients, and theycould obtain the communication in that fashionIn this case Mr [redacted] is a landlord who has not providedan email to ICS, thus he is not receiving communications from ICS He is welcome to ask his tenants to view thecommunication or copy them, but ICS is not going to provide additionalpaperwork to [redacted] or any other landlord who has decided not tocommunicate with ICS is our HUD approved fashion The HCV Program is a voluntary program, andMr [redacted] is by no means required to rent to HCV participantsIn the specific situation of the client visiting the ICSoffice looking for the case worker ***At the time of their visit [redacted] was with another client and unable tobreak from that meeting to address an impromptu visitor When [redacted] was made aware of the client visitshe followed up with a phone call to the client ICS is more than willing to provide the Mr [redacted] withformal documentation via email as per our communication policy Otherwise he is also welcome to view thewritten copy previously provided to the HCV participant Thank you for your time
