We understand that we didn't fulfill your expectations and that you are upset. While there are a number of factors (e.gspecial-order materials, project add-ons, illness, weather, subcontractors
) that affected the completion date of your project, it is always upsetting when a project goes longer than originally anticipated. Whenever one's home is disrupted by construction it is unsettling at best. We genuinely apologize for the delays that were caused by IPS.
Concerning the contract, in accordance with the Pennsylvania Home Improvement Consumer Protection Act, we standardly require a signed contract for all home improvement work over $500.00. While paperwork can feel like an unnecessary delay and nuisance at times, the contract is designed to protect you as the consumer.
IPS operates an honest business and never engages in deceptive practices. We never seek to defraud any of our consumers, least of all single mothers (being the son of a single mother of six children myself)

I am rejecting this response because: The contractor speaks about delay yet the timing and agreement of additional work on the contract was not as agreed to and was delayed by 2 days (I did not get back with my response for 2 days).  I am to accept delays but the contractor isn't willing to do so?  In the interim (of contract signing and agreement) I paid said contractor a check which was cashed, yet the contractor came into my home under pretense of doing work and took his tools and materials that I gave him a check to buy and left my home.  No calls, no conversations but it is ok for him to have delays, for him to have several different workers in my home, for his fired workers to come to my home, cause a scene where police needed to be called, for him to overcharge and under deliver on services.  I think not.  The quality of workmanship delivered by his apprentices and his continued delay with all his execuses is un-acceptable.  I have to re-do most of the work which was done unprofessionally, I have to re-purchase materials which I already paid for and yet I am to call.  He should have called prior to being deceptive and removing my property out of my home.

Review: I contracted with [redacted] of Integrated Property Solutions Co to repair my home after there was extensive water damage related to the cold weather this past Jan 2014. Since my home was in a state of disrepair in additon to the work that the insurance was going to cover I asked [redacted] to quote me on doing some upgrades that I was interested in doing. I signed the original contract for the insurance work but when I got the quote for the additional work that I was interested in, the quote exceeded my budget. I informed [redacted] of this but he proceeded to execute on the work without having a discussion about an agreed price.

In addition [redacted] continued to add costs to the repair work without consulting with me as to the feasiblity of my ability to pay the additional costs. He was in my home for 2 months and work was not completed on the original insurance claim for which he was fully paid. He had apprentices doing the work without supervision and there are many issues with the work that was completed. It is unsatisfactory and not worth the value of payment which he was promptly paid. I gave [redacted] a check after having agreed on the cost for the additional work, he then sent me a revised estimate contract which did not include the price that we agreed to and it also indicated another 3 weeks of work to complete my home. Both of which were unacceptable to me. I did not sign the contract but [redacted] cashed the check that I gave him. He came to my home when I was at the office under false pretense that he was going to do work on my home, he then proceeded to take the materials that I paid him to purchase, took his tools and walked off the job without completing the initial work from the insurance company claim and which he was paid to complete.Desired Settlement: I felt that [redacted] took adavantage of the fact that I am a single mother and continued to use false statements to me promising to complete and fix the undesired work that was done by his apprentices, failed to complete the work in the time that he said he would complete and came into my home under false pretences. The original claim work was not completed and he was paid fully for that. I paid him $25,000.00 I am seeking 50% of that back.
