Mr*** attended all six courses in the Paramedic Certificate program and had a completion date of June 2, 2014, with an attendance percentage of 97.52%Additionally, Mr***’s graduation from the Paramedic Program was confirmed by the former Campus Executive Director who currently works at one of our local UEI schoolsLastly, UEI has determined that Mr***’s account balance is correct and was appropriately sent to a collections agency as a balance being owed to UEI as stated in our earlier response. Thank you for the opportunity to respond to the complaint filed by [redacted] with the Revdex.com of San Diego, Orange and Imperial Counties. Mr. [redacted] originally began the Paramedic Certificate program at UEI College in Santa Cruz on March 7, 2013, withdrew on January 7, 2014,...

re-entered on February 20, 2014 and graduated on June 2, 2014. In his complaint, Mr. [redacted] alleges the following: 1) “This business is attempting to collect from myself and several other students for tuitions already paid. There are five other people that I know of that have been sent to collections, thereby damaging our credit and on a personal note disrupting my home refinance” UEI is a part of a national network of accredited private colleges offering career training in a variety of business and medical fields. When meeting with prospective students, UEI is fully transparent regarding the costs of the program and what the expectations are regarding the student’s financial obligations after enrollment. That being the case, UEI has strict policies and procedures in place to ensure that only accounts for students that have failed to meet their financial obligations are sent to a collections agency. After receiving Mr. [redacted]’s complaint, UEI thoroughly reviewed his enrollment history, including his student ledger and payment history. UEI has determined that Mr. [redacted]’s account was appropriately sent to a collections agency based on a remaining balance being owed to UEI. Upon his initial enrollment, Mr. [redacted] was charged a total of $24,900.00 for his paramedic certificate program, which included $24,762.50 for tuition, a $125.00 registration fee and a $12.50 STRF fee. On June 7, 2013, Mr. [redacted] was issued a refund check in the amount of $1,240.00 that was the result of a credit balance on his account (See Exhibit 1). (Mr. [redacted] had signed a credit balance form that stated UEI would return any credit balance on his account to him) (See Exhibit 2) This refund check was issued upon his request. [redacted] Mr. [redacted] later withdrew from the program on January 7, 2014 and was refunded $1,827.42, which was the remaining balance on his account. (See Exhibit 1) Mr. [redacted] re-entered the program on February 20, 2014 and graduated the program on June 12, 2014. When Mr. [redacted] re-entered the program, the prorated tuition amount was posted to his account along with an $800.00 payment from Mr. [redacted] and all applicable Institutional Grants, leaving a balance of $1,027.42 due from Mr. [redacted]. We have included the following table to better demonstrate the transactions: Tuition $24,762.50 Registration Fee $125.00 STRF Fee $12.50 Student Payment 2/21/13 ($140.00) Student Payment 2/28/13 ($20,000.00) UEI Grant ($5,000.00) EMT Credit ($1,000.00) Refund to Student 6/7/13 $1,240.00 Refund to Student 1/23/14 $1,827.42 Student Payment 2/14/14 ($800.00) Due from Student $1,027.42 In accordance with UEI’s standard policies and procedures, UEI sold Mr. [redacted]’s account to collection agency CTI based on Mr. [redacted] failing to make payments towards his $1,027.42 balance. Despite appropriately sending his account to collections, CTI has confirmed that this balance owed to UEI was not reported to any credit bureau. Due to Mr. [redacted] submitting this complaint, the account has been recalled from CTI, pending the final outcome of these issues. 2) “All of us have been told that as much as one and one half years ago, the IEC collections department sent a mass email, but as we had attended UEI colleges Paramedic program the one attempt to contact us most likely went into our junk mail. Ms. [redacted] literally said that to me.” We have in our records that on February 21, 2017, Mr. [redacted] contacted Bridgette [redacted], Collections Specialist, at the IEC Irvine corporate office, regarding a collections letter that he received. However, we do not have a record of what letter may have been sent 1 ½ years ago in a mass email. [redacted] Since Mr. [redacted]’s account had already been sent to collections, Mr. [redacted] was instructed by Ms. [redacted] to contact CTI to resolve this issue. 3) “In addition I have in my records the 1098T that has the reported amounts that this business reported to the IRS was the total tuition 24,900.00 as well as grant funds given 6,000.00 and a copy of my 20,000.00 cashers check. I’ll be sending these to the collection agency but the damage to my credit is already done. Also there are other younger paramedics that may simply pay without checking.” As explained above, Mr. [redacted]’s account was appropriately sent to a collections agency based on a balance being owed on his account. However, this issue was never reported to any credit bureau. 4) “FYI this business just lost a class action lawsuit to another group of medic students that paid for the program and then were not able to finish and the school closed its doors during there program and didn't compensate them for the lost tuition monies.” Contrary to Mr. [redacted]’s assertion, UEI has not lost any class action lawsuit regarding the issue referenced above. 5) “Also at the time this school was in operation it was almost 10,000.00 more expenses than any other program in the state.” UEI’s programs are priced competitively. 6) Desired Resolution: “Correction to a credit report” Mr. [redacted]’s account has not been reported to the credit bureau. No correction is necessary. 7) Desired Outcome: “Mostly I want this business to not get away with punitively filing claims against working paramedics that they had partially or wholly failed to provide the education that they had promised. but I’d like my credit report fixed” Mr. [redacted]’s account has not been reported to the credit bureau. We have demonstrated that Mr. [redacted] does have a balance due to UEI which was sent to CTI for collection purposes as demonstrated above. However, we would be happy to discuss payment terms if he would like.
