No start or end date for the project was written in the proposalResponse: There was no start or completion date on the proposal because the [redacted] needed to get financing for the project The proposal was needed to take to the bank for the financing Demo of my garage began the first week of Junauary I is now July 21, and the project is not completeResponse: After the garage was demolished excavation began for the poured concrete walls of the garage Mr [redacted] 's neighbor had his down spouts draining into the excavation site Interstate Builders had to spend approximately weeks excavating and re-excavating the site to remove dirt that kept sliding into the the dig We move approximately tons of dirt, digging it out, loading into the truck, trucking it to an off site location Ater the concrete wall were poured and cured all the dirt had to be reloaded into the dump truck, moved back to the job site, and filled in behind the wallsThis caused overage for man power, equipment rental, and cost of running our dump truck We spoke to the neighbor about his down spouts draining into the dig and even re-routed the water but the neighbor routed the water back into the dig Before the project began we were told we could use the alley behind [redacted] 's house to park our truck and excavator and store excavated dirt for the duration of the project After the excavation began we were told not to use the alley for the excavator and truck and not to store any loose excavated dirt in the alley which caused alot of additional expense The company collected more than 1/the total price as a deposit before work began 10% of the total cost required to receive written proposal, then additional 1/required to start the projectResponse: Mrand Mrs [redacted] were charged 10% of the total project for the written proposal to take to the bank for financing After they got the financing the 10% was deducted from the total price and the remaining amount was divided into thirds One third was collected to begin the project Fraudulently collected the full price of the project before the completion of the project as outlined in the proposalResponse: After Interstate Builders deposited the second third into the bank, the bank returned the check to Mr [redacted] 's bank We notified Mr [redacted] and he issued a replacement check, which Interstate Builders deposited into their bank For some reason deposited both checks, returned both checks, redeposited both checks twice Interstate Builders had no controll of this Once the dust cleared and the funds for both checks were cleared we asked Mr [redacted] if he wanted the funds for the second check returned and he said to just keep the funds Contact with the company has been unsucessful and no written completion date has been received after requestedResponse: Any time Mror Mrs [redacted] phoned or emailed Interstate Builders responeded The actual cost of the project exceeded the proposal The [redacted] were not in a position to pay any extra monies We explained the project would complete as we were able to fund the material They said they understood OUTCOME: The project is completed to the [redacted] 's specifications and the have signe off on all facets of the project Mr [redacted] said he was going to submit a letter the the Revdex.com informing you of his satisfaction Should you have any other questions please contact Interstate Builders via email or phoneThank you

Review: Interstate Builders has violated several aspects of the Pennsylvania Home Improvement Consumer Protection Act. No start or end date for the project was written in the proposal. Demo of my garage began the first week of January 2016. It is now July 21st 2016 and the project is not complete. The company collected more than 1/3 the total price as a deposit before work began, 10% of total cost required to receive written proposal, then additional 1/3 required to start the project. Fraudulently collected the full price of the project before the completion of the project as outlined in the proposal. Contact with the company has been unsuccessful and no written completion date has been received after requested. I can explain in more detail if needed.Desired Settlement: I would like to have my project completed as outlined in the signed proposal. However, I fear the workmanship for completing the job after receiving a complaint will be poor. I suggest another company complete the job that Interstate Builders could not complete, and Interstate be invoiced for the work considering they have been paid in full for the project. OR, Interstate should return the final 1/3 payment check they took and cashed before the job was complete. If a resolution can not be obtained, I suggest Interstate Builders be investigated for fraud.
