The plaza in which this vehicle was towed is a Paid Parking with
hrcustomer parking ONLYOnce a customer
leaves the property any and all vehicles not displaying a Paid Parking ticket are subject to immediate towThis is per the
contracts set in place between the property manager and the parking enforcement companyThere is no UNDERCOVER
GUYS on the property, there is however, a parking enforcement agency that is contracted by the property manager, to
enforce the parking rulesThe parking enforcement agency have badges that they wear and are clearly walking around
the property
The parking enforcement company then contracts with the tow company to be on call for any vehicle which is
ready to be towedThe parking enforcement agency that is connected to this property is rather through before calling
for a towThey first check a vehicle for the paid parking ticket, then snap a picture of the vehicles driver off the property
It is at this point, that they notify the towing company of vehicleOnce the tow company is called, picture of the vehicle
in question are taken to verify no paid parking ticketThe parking enforcement agency takes pictures of the front
windshield and license plate, as well as the rear
The tow company by law has to post signs throughout the parking lot stating that this is a Paid Parking lot and
hrcustomer parking ONLYThe signs posted even tell the customers where to get the Paid Parking ticketThere are
signs in both Spanish and EnglishThey are located at both entrances and throughout the parking lotThe tow company
besides being contracted by the parking enforcement, is also contract with property manager for the towing of any
vehicle not displaying a handicapped placard and parked in handicapped, Fire lanes and blocking of entrance or
dumpsters
As for the tow company not parking on property on t he property, this is not ttle only parking lot or property tfiat

receipt which has the secretary's phone numberIn my investigation the only phone number ever called was the tow

Review: This happened last Sunday 19th/2014. There are several plazas next to the Otay border USA side.

My mother who is 73 parked the car in the plaza's parking where there is a Greek Restaurant and a 7eleven. I parked my truck next to her and my mom told me that she wanted to go to the restroom, so she headed to 7eleven. My mom asked me to move her car to the handicapped parking spot and I did as it is closer to 7eleven and she had the permit. At 7eleven they didn't have a restroom available for the public and they sent my mom to UETA store across the street. Once I served and purchased a soda (kept the receipt) I asked the tender where she sent my mom and told me to UETA. I went there as well as she is slow and walks with a cane I went to UETA to help her back. I am sure it took less than 4 minutes due she left first. When we returned my truck was being towed at the moment and a couple of UNDERCOVER GUYS where next the towing operation. I learned that this guys are hunting you for a distraction like this one and for sure their towing truck is hidden somewhere to strike as these undercover guys call the towing truck driver while you are not there.

After I fruitless requested my truck back and they didn't care about my reasons, in a very UN-POLITE way they told me to read the signs and Call J and L Enterprises or SDPD, I did but the only thing I got was the address to rescue my truck by paying $390 Dollars (which I did).

I guess, they didn't took my mom's car due it was parked in the handicap park place.

I called the phone number that is in the Invoice to reclaim a wrongfully tow and told me to call J and L Enterprise back in order for them to provide me with the tow report and I did and they told me that they did not understand what I was asking for so they gave me a phone number that isn't working (they made things difficult, so I could desist my claim).

This was VERY ABUSIVE. I do not know if this OPERATION (hunt-strike) is legal.Desired Settlement: This was VERY ABUSIVE. I do not know if this OPERATION (hunt-strike) is legal. It is for the authorities to Investigate and determine). WHY are these guys without uniform and proper identification??? Looks like everything is setup for this to happen!!! and they like that people get distracted to make business INSTEAD prevent that this happen by having proper security personnel warning you about the these questionable rules.

I Totally question this operation!!!

I would like my money to be Refunded and this situation to be documented.

Review: I stop at this shopping center on otay mesa ca center for 5 minutes to get a soda and there no parking meters inside the shopping center and this tow truck driver lift my car to get it tow and he damage my rear bumper and a had to give him 180.00 dollar to drop my car back because he said the I left the building I did not give me any receive he just told me if he take the car to tow yard is was going to be 300.00 dollar to get the vehicle back that why I give him the 180.00 dollars on the spot I thing this is a rip off he damage my rear bumber and all together bumber and what I give him is like 480.00 I will take him to court if a have to do it thank you for your understanding they been doing this kind of rip off to a lot a people I am sure I am not the only one thank. youDesired Settlement: I want to get a a refund for my damage bumper and the money I give the driver of tow truck to drop my vehicle whish is all together 480.00

Review: My car was towed from the parking lot in less than one hour being there and I was charged $490 USD to retrieve it from their establishment.

According to the Predatory Towing Prevention Act

Law Under AB 2210

1. One-Hour Rule: A vehicle must be parked for one full hour before being towed

2. Penalty for Excessive Charges: A person who charges a vehicle owner a towing service or storage charge at an excessive rate is liable to the vehicle owner for four times the amount charged.Desired Settlement: J and L Enterprises in Chula Vista has the responsibility to give me a a full refund of $490 USD.
