Review: After having my water heater burst, flooding the living room, kitchen and one bedroom of my condominium, I contracted with JPC Restoration, of San Marcos, California, to be the General Contractor, in charge of hiring and managing all necessary subcontractors, to accomplish, but not limited to, the following work:---removal of water---removal of all damaged flooring and drywall materials---dry out and dehumidification---asbestos removal---install new flooring (carpeting and tile)---install new drywall, texture and paint---clean up excess construction dust and debrisJPC Restoration hired and managed all personnel to accomplish all the work listed above, and ask me to move out of my condominium while the work was completed. [redacted], President and CEO of JPC Restoration assured me all of the contents in my condominium would be safe from damage or theft. Upon his assurances I moved into a motel for 19 days.After moving back home from the motel I discovered that the following jewelry, Onyx ring with half carat diamond, Sapphire ring, and 2 gold pendants, totaling $2,760.00 when originally purchased, had been stolen, and proceeded to file a police report after Mr. [redacted] said his insurance would cover the loss if a police report was filed.That was two months ago. To date, JPC Restoration, Mr. [redacted], or the insurance company, have not made restitution, or offered to reimburse me for the stolen items. No one from JPC Restoration, their insurance company, or Mr. [redacted], have returned my phone calls and emails.As a result, people need to be aware of JPC Restoration practices prior to hiring them to do any work. They do not honor their agreements, they do not manage personnel properly, and they damaged and/or broke other items they said they would replace, and to this day, have not repaired or replaced the items.MY ADVICE DO NOT DO BUSINESS WITH JPC Restoration. They can not be trusted!!Desired Settlement: Replacement and/or repair of all stolen, damaged and/or missing property.

First of all, let me set the stage

Mr. [redacted] is the President of the Association at his condo home. His flood caused over fifty thousand dollars of damage to his unite and the one below his. On the very first day that I met with Mr. [redacted] for this flood, he disclosed to me that “he had no money for any of this “ and (is so many words) if I thought I was going to get anywhere that JPC has another thing coming. Basically Mr. [redacted] told me that he was broke.

I consoled him and I informed Mr. [redacted] that I was an expert in water damage and that I would be willing to bill his insurance company for all of the damages. I also informed Mr. [redacted] that I would settle for whatever the adjuster and me agreed upon for all the damage and the repairs. That he would be responsible only for his $2,000.00 deductible and for a new water heater. He agreed and we proceeded and started the work.

After a few weeks I sat down with him and asked what were his plans on the repair. I needed to know so that I would be able to continue with a smooth transition. He said that his girlfriend’s son was going to do the flooring. That he wanted JPC Restoration to do the entire drywall repair, base molding and painting. I put my crew on notice and schedule the project as directed by Mr. [redacted].

Several weeks into the project Mr. [redacted] came to me complaining of the fact the his girlfriend’s son (they live together at this condo) has not showed up on two or three different occasions and he was not sure he was comfortable about that. There seemed to be a great deal of conflict between the two of them. So, as a professional I offered to help with the flooring so that they could get back into their home without delay.

All in all I gave up $1,000.00 as part of his deductible plus a significant upgrade in the carpet that Mr. [redacted] chose. My cost overrun on the carpet alone was about $800.00. I thought that Mr. [redacted] would appreciate the consideration and that we would be long term associates because his associates looks to him to help manage quite a number of condominiums.

Now came the day for the final clean up at the project. Mr. [redacted] had three persons available for cleaning at my expense for four hours. At that time JPC was doing our touch up work from the final punch list and sealing the tile floor that was installed.

I hired a professional house cleaning service to work for JPC and to thoroughly clean Mr. [redacted]s’ condo. They arrived on time and were ready to begin as scheduled. They are a well known cleaning service and their service is in high regard. Mr. [redacted] asked them to clean his master bedroom. The master bedroom was not part of the scope of work but our methodology is to always satisfy the customer. This part of the request would have taken three girls about fifteen minutes to complete.

So now here is the catch. Mr. [redacted] was in the house the entire time instructing the staff on what to clean and where to put some of his personal items. They followed his instructions. As the owner of JPC restoration, I was on site the entire time that the cleaning service was there. At the end of that day Mr. [redacted] was happy with everything. I stayed after the cleaning service left and continued with small talk with Mr. [redacted]. He was extremely happy to be home again. This was on July 6th of 2012.

On or about September 5th, and after two months had gone by, I received a call from Mr. [redacted]. He proceeded to explain that his girlfriend was complaining that she spent several weeks re-cleaning the entire condo and that the service from the professional cleaners was terrible and I should never use them again. He made it clear that she was truly unhappy with the cleaning. Two months later!

Then he proceeded to explain that his girlfriend’s jewelry was missing. I asked for some details on the product and he tried to explain it to me but that a complete description was not within his vocabulary to explain the details about the jewelry. During our conversation he indicated that the jewelry was on top of the chest of drawers, in plain site in a canister in the master bedroom. Mr. [redacted] referred to the three Hispanic females who were cleaning his condo, “as far I am concerned, one of them did it”. I offered to look into this and immediately called the cleaning service and informed them of the problem.

Over the course of the next couple of weeks Mr. [redacted] informed me that his girlfriend had been crying for several days because of this loss. He made it very clear that JPC was going to make restitution for her loss or that he would make sure that someone pays.

After several other conversations with Mr. [redacted] It became apparent that his girlfriend was still very upset. Apparently the jewelry was from a late husband, it was a family air loom, the value was priceless and the stated value was slowly increasing. At first it was about $1,700.00 and later it went to $2,200.00 (that is why I asked for a police report) and now its $2,760.00.

I have a suspicion that the carpet is an issue with his girlfriend because Mr. [redacted] chose to have JPC do the flooring and he put her son aside.

I also have an opinion that the value of the jewelry is much less than stated as well. I have asked for documentation regarding the value of the jewelry and I did not receive anything. I asked for a copy of the police report and I have not received it. I requested a receipt for the blind and I will be happy to issue a check immediately.

My position is that there is no evidence nor has there ever been an evidence of anything stolen. I believe that the jewelry must be missing but that theft is not a part of this. At no time within a reasonable time period were we notified that there was a problem and that jewelry, which was apparently in plain site, was missing. For so much value to be put on this jewelry, (the days of crying, a late husband and so on) it would seem to me that she would have noticed it missing immediately upon their return home from the hotel. I am sorry for her loss Mr. [redacted] and hopefully the jewelry will show up at a later date.

I have been in this trade for over twenty-five years without incident. Ten of those have been as a Revdex.com Member as JPC Restoration. I have spent a lifetime building on one of the best services available. If you recall Mr. [redacted] you mentioned it yourself on a number of occasions. I take the time and pay close personal attention to details. Insuring happy customers. I gave you all of the time necessary to complete the project as I was hired to do, with quality workmanship and personal attention to you as my customer. I work for my customers on a personal level for as smooth a transition as possible after an unfortunate loss.

JPC Restoration has an impeccable record of complete customer satisfaction and quality of service. I WILL do everything necessary to protect our reputation and JPC Restorations’ name. There is no evidence of theft and no proof that JPC, our staff or any of our sub-contractors staff members stole anything during your dilemma. Our staff and sub-contractors are of high integrity, of superior quality personnel and I stand behind every one of them.

I suggest to you Mr. [redacted] that your girlfriend’s property is simply missing. I consider this matter closed and I caution you against slander without proof.
