I am rejecting this response because: The response appears to be contradictory. On February 12, 2017, 4:45PM, the 'Voluntary Evacuation Order' was issued. First: THEY promised to call ME or my agent to retrieve my dogs in the event of an evacuation; not just give me an update, as they implied in their response to our complaint.  For 6 hours after issuance of the 'Voluntary Evacuation Order', WE attempted to get in contact with THEM. At 11:00 PM, WE finally made contact. Second: They claimed to not be able to locate the key to the building and road closures as reasoning for not having an employee available -as promised- to release my dogs to our agent during the 'Voluntary Evacuation Order.'  However, they were also certain that they could respond urgently (within 5-7 hours) if a 'Mandatory Evacuation Order' was issued. Question: If all roads to the facility were closed as they claimed -they were not- then how did they feel certain that they would reach the facility in a timely manner in a 'Mandatory Evacuation Order'?   As stated, the safe evacuation of employees during a 'Voluntary Evacuation Order' was priority over the animals. It is laughable to believe that they would have sent an employee back into Yuba City if danger was imminent.

When the evacuation orders came in, the hospital had only one employee on site as it was closing time for the day. It would have been impossible for that person to safely evacuate the 9 large dogs we had in the facility. Additionally, as the employer, we were seeking to protect the safety of our...

employees and not delay their evacuation. We are sorry that the client was not called that night with an update. It was not possible to get anyone access to the building that night due to road closures and lack of a key outside of the local area. For the safety of other pets, we were not going to allow someone to break into the building to release their own pet. As information continued to come in, we were certain that we would have a 5-7 hour window of warning to respond urgently should the Oroville dam breach occur. When that did not happen overnight, we were able to fulfill our planned evacuation the next morning by obtaining a box truck and multiple crates for large dogs, ensuring the safe evacuation of multiple pets at once. We continue to evaluate our procedures for the safety of pets and people, but do recognize this was a worrisome event for all involved and for that, we are sorry.
