Revdex.com: I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this does not resolve my complaint For your reference, details of the offer I reviewed appear below RESPONSE TO PFTC Letter to The Revdex.comMrBen E [redacted] has written a letter that completely mischaracterized the dispute and offer a simple denial of my request for refund.First and foremost, I do not understand how an organization like the Pittsburgh Fight Training Center (“PFTC”), a self-pronounced, for-profit organization doing business tax free on Allegheny County property, is allowed to keep $9,of my cash without providing ANY services to me?A contract has both rights and duties for both partiesIt was my right to receive timely flight instruction from PFTC for the fees that I paidIt was PFTC duty to provide those services to meThey have breached the contract and continue to state that they are entitled to keep my cash paymentBy what law is this acceptable? This is unjust enrichmentThis is fraud - a clear intention to deceive.I filed the identical complaint with CCAC regarding the poor planning and coordination of the AVT class, which is the subject of this disputeWhile Mr E [redacted] attempts dispute the clear facts of inadequate classroom coordination, the Dean of Academic Affairs for the Community College of Allegheny County, DrB [redacted] , has apologized for this unfortunate incident that was largely the caused by PFTCDr [redacted] has, in fact, apologized on behalf of CCAC(Please see the attached letter from Dean [redacted] as “EXHIBIT A”)As you can see, in addition to the apology, CCAC has refunded my fees for the classAn action that should be followed by the PFTC.It should also be noted that MrE [redacted] as lied in his letter to you in the effort to discredit my account of this incidentAt no time leading up to the submission of my fees did anyone explain the shortage of Certified Flight Instructors at the dysfunctional operation at PFTCA shortage, by all accounts, that continues to exist todayIn fact, I did not learn of the shortage until AFTER I was forced to pay the feesSome might say that this is “fraud in the inducement” and that my signing of the agreement was “under duress”MrE [redacted] can twist the facts all he wants, it is only further proof that PFTC was, and is, not acting in an ethical manner.I do not know why MrE [redacted] insists on saying that I was away for a business trip? I was on no such business tripI was, and have been, available to fly at all times referenced in the disputeMrE [redacted] fails to admit that PFTC was only able to schedule eight (8) training sessions over a two-month horizonThis is less than one third of the total slots that should have been scheduled at that timeThis fact was clearly outlined in “PFTC - Online Flight Schedule” attached to the original complaint and resubmitted at “EXHIBIT B” hereinThe reason MrE [redacted] does not acknowledge the February 17, printed Online Flight Schedule dates, is that it is proof that PFCT was unable to schedule flight time after I told PFTC that “I was available to fly at all times”At no time has MrE***, or the PFTC, offered any more insight into this dispute, other than to say that they get to “keep / of my fees” and not provide any service? This is theft and that is why we are here before you now.The PFTC can offer no example of how they suffered economic damages as the result of their inability to provide timely flight instructionIn fact, the only party suffering economic damages in meI am deprived of the cash that should rightfully be deposited in my accounts not in the accounts of the PFTC.Please understand that I am not the only CCAC student suffering this one sided view of limited service that PFTC denies its fee paying clienteleSeveral other CCAC students have complained that PFTC has denied them credit for earned hours of flight time citing loopholes such as those currently being proffered by MrE***.In addition to the shortage of Certified Instructors, PFTC deploys too few aircraft that are over-worked and undermaintainedRegardless of my complaint, The Bureau of Consumer Protection should press forward to uncover the real story of a fleet of Cessna model aircraft deployed by PFTC that required a significant amount of maintenance at the time of my withdrawal from the PFTC programThe maintenance records and student complaints about structural flaws and other defects should be a source of investigation by the Bureau.Mr E [redacted] references a one-page contractWhile Mr E [redacted] has not provided you with this contract, I will(attached a copy hereto as EXHIBIT C)MrE [redacted] seems to deviously imply that reading the contract we will see that there is a signed written contractAs if to say that the existence of a contract is evidence that PFTC is acting in accordance with a contractIf PFTC thinks this single sheet of paper, signed by me, in attempt to obtain timely flight training, somehow allows PFTC to abscond with my fees without providing any service: I want to see how that works?Again thank you for your time and effortEach contact I have with the PFTC confirms my opinion that they are an unethical groupAs this dispute lingers on, I am further resolved to seek punishment and consumer protection for their egregious actionsBelieve me when I tell you: I am not the only one that they are harassingIn my class of ten (10) students at CCAC, one student had to sue them for the return of his fees, and at least four (4) other students are in dispute over flight credits and inconsistent PFTC billing practicesMany students continue to suffer lack of flight time.After considering all of the facts outlined above, it is clear that PFTC will not refund these fraudulently obtained fees unless directed by the Revdex.com, The Commonwealth of Pennsylvania, under its consumer protection laws, or by court orderIt is clear that PFTC has ignored the factual documents attached to my complaint and will fraudulently hold onto my cash until directed otherwise.All I wanted do was learn how to operate an aircraftThankfully, I have found an alternative flight instruction organization that is much more ethical and accommodatingI look forward to the return of my cash deposit from PFTC.Respectfully Submitted, [redacted] Regards, Christopher Anderson

Pittsburgh Flight Training Center response to Complaint ID [redacted]It is unfortunate and upsetting to PFTC that the term "bait and switch" has been used to describe this transaction and the way we go about our business. Our customer enrolled with the Community College of Allegheny County Aviation...

Program for the Spring Semester of 2016. We partner with CCAC to provide flight training for their students, whereas, the college provides ground instruction in a traditional classroom setting, In order to register for our Private Pilot class (AVT105) students must be registered for Private Pilot Theory 101 with CCAC, and have a letter of authorization from the CCAC Program Coordinator. Our customer was enrolled in Private Pilot Theory 101 and had his letter of authorization when he entered our office on February 13 to register for AVT105. All students, before they begin their flight training with us, are required to sign a contract for their particular course. Before any signature is obtained we ask they take a moment to review the contract, which is almost a page, and ask if they have any questions. Our customer signed the contract. After, he authorized us to run his credit card for the amount of the course, $9,945. At that time, he filled out his availability sheet and informed us he would be travelling on business the week of Feb. 22-26. Due to our instructors' availability and his travelling the first day we were able to get him on the schedule was March 3rd. On that day he showed up and stated that he had dis-enrolled with CCAC and wanted a full refund and offered a vague explanation, at best. Per the contract he signed on February 13 he is entitled to a partial refund. Ostensibly he had not made himself familiar with the contract he signed because upon hearing that he was only entitled to a partial refund he became visibly upset. Owning and operating aircraft is an expensive undertaking. And we ask potential students be as committed to flight training before they sign the contract as we are to providing safe, and timely flight training.Of course we wish things would have gone differently with our customer; however, we are running a business. And we have to consider our great staff, our committed students, and all the other folks who make PFTC run when we make our decisions and enforce our policies.Thank you for bringing this matter to our attention and giving us the opportunity to provide our side.
