water reads we do a three-day water read. I have personally done them. I viewed the meter reading being lower than the day before. During the months of April and May I noticed the remote meter daily being tampered with. We changed out the meter and put it on another home in the park. The meter has been working correctly for 5 months now on that home. As of May 2016 we only use the meters and not the remotes for our water meter reads. The Customer's bill for the month of September was [redacted] if we went by the reading, the customer was charged the minimum water charge of [redacted] and a [redacted] meter tampering fee. Total bill for September was [redacted] came into my office and asked me why he was charged the fee and I explained to him why. I explained that our reading show someone was tempering with the meter. He said it had to be his neighbor. He advised me that he was not going to pay for something his neighbor did. [redacted] then left my office. Then 10 minutes later [redacted] came into my office. I explained to here as well why they were charged the [redacted] fee. [redacted] demanded the owners phone number. I advised her that she could do a written complaint and I would send it to my regional manager. They never gave me a written complaint. The [redacted]'s spoke with my regional Manager [redacted] and he advised them that the [redacted] fee would stand. Our company had its annual rent increase starting October 1st 2016. Our rules and regulations states the following. Section III Number 11 Tampering with any utility [redacted] up including cable is strictly prohibited. Owners shall pay to repair any damages caused by themselves, their guests or any person hired to do work at their home.
