I am writing in response to your letter of April 20, 2015 about a complaint you received related to an assessment given at Jefferson Community and Technical College.
The JCTC Certification Center provides proctoring services to several vendors that contract with the College to offer high stakes...

testing using their specific assessments. The vendors dictate what protocols to follow for each assessment and our trained and certified proctors follow these directives exactly as prescribed. We also provide testing services free of charge to our students, including the Certiport IC3 examination. Students purchase a test voucher from the JCTC Bookstore, present it to our proctor and are assigned a computer. The proctor assists the [redacted] in accessing the test by explaining how to use the voucher and computer-based assessment. The [redacted] is observed taking the assessment along with all the other test takers in the Center. When the test is completed, the [redacted] receives the results. Since the College charges no fee for these services and the vendor gets the payment for the voucher, refunds are not given.
I have reviewed emails between the staff and the test taker, talked with all College staff involved in this incident, and verified that all computers were in proper working order. One other person took the IC3 test the same day and had no complaints and no problems. I believe all processes, procedures and protocols were followed, both in the administration of the assessment and in the handling of the disruptive episode that occurred after the test taker completed the assessment and did not pass. Proper attempts were made to quiet the distraught test taker. She did not respond to repeated requests to lower her voice out of respect for others taking assessments. College staff called Security, who removed the test taker from the premises. At no time was physical action used to control the behavior of the test taker.
After this thorough investigation, I believe that the test taker received adequate information, supportive service, and appropriate responses as they relate to this unfortunate episode.
