In September, 2014, John Forrest prepared a quote for enlarging and screening the deck of a home we were buying, but not closing on until October 20. We paid him 50% in advance for the purpose of being organized with plans, permits and HOA approval so that construction would begin immediately after closing. It is now 6 months after delivering the first check.
