He performed work at my house and there is a leak and gap allowing water to enter the house. He has not fixed the issue.
Work started May 7, 2019 where he was contracted to change the balcony door, French door and living room windows. $10,000 via check was paid for the work to be performed. A balance of $2,000 is remaining but he has yet to pass any inspections. I complained about the gap that was in the French doors and the windows which was allowing water to get into the apartment. The correct size of the windows is 78" but the windows that were installed were 75". From the beginning, everything was measured incorrectly. He failed in inspection 3 times. The last time there was an inspection (July 24 or 25), he said that I should not contact him and that he would contact me when he received the parts that were needed. I continually have complained about these issues for the past 4 months and nothing has been done about it. The permit number associated with this work is BDRW-XX-XXXXX. I am frustrated and now a hurricane Dorian is coming and I am terrified of the damage that his terrible workmanship is going to cause. Due to this incompetence, I am going to get a lot of rain damage and there is a chance that my neighbors that live in the floor below me, will get water damage as well.

I would like the problems to be solved and for the correct size doors and windows to be installed

On May 10th, 2019 a Building Window and Doors Inspection was completed and passed *** City of Hallandale tenured inspector *** The inspector also wanted to pass the Building Final inspection; however, the homeowner displayed discontent and stated she is "not satisfied with the completed work". Mr. attempted to explain that he is a tenured inspector/plan reviewer for the City of Hallandale and that the work is structurally sound and well executed. The City of Hallandale Beach's rule is that an inspector is not allowed to pass a FINAL inspection and close out a permit if the homeowner expresses discontent. The homeowner stated she was worried about water damage, so we sent installers to re-caulk the job and scheduled a final inspection once more for 5/14/19. On that day, the homeowner once again stated that she did not want the final inspection to pass *** Mr. and that she was displeased. Despite Mr. attempts to dissuade her from this decision and explain to her that the job was complete and structurally safe, she requested that a final inspection by done by the Building Chief, causing Mr. to have to fail the inspection in the computer once more. Throughout multiple attempts to come and re-caulk and adjust the door to Ms. liking, she was still pushing that the door has "water damage" and is installed incorrectly. On July 8th, the Building Chief Oscar Brookins contacted us stating that we will all have a meeting to see what can be done about this job. Mr. then went to the job site himself with a representative from our company (***) and also a representative from our manufacturer of windows from Mr. Glass Windows and Doors. We performed a water test where we showed Ms. that no water intrusion was occurring through the windows/doors that were installed. On July 11th, a certified technician from Mr. Glass Windows and Doors completed a service at the unit where he, once more, adjusted the windows for them to have proper movement and adjusted doors according to the standards done in the Mr. Glass manufacturer. After this all was completed, Ms. stated now that she wants all new windows and doors in order to be satisfied, so Mr. could not pass the final inspection. The homeowner "misplaced" our Building Permit twice, causing us to have to pay to have another one printed from the City of Hallandale Beach, has cost some of our workers multiple days of pay as they have had to continuously revisit the job site in attempts to prove that there is no water intrusion present, and has delayed the process of closing the Building Permit out multiple times SOLELY because of her statement that she is not satisfied with no basis. The inspections were "failed" not because the job is not completed correctly, not because the windows and doors are not structurally sound/installed properly, and not because of any mistake or customer service misconduct on the part of our company, manufacturer, or the City of Hallandale Beach. The inspections were "failed" SOLELY because Ms. did not want the job completed. *** is one of our expert and tenured estimators who has been measuring our jobs for approximately 10 years and is well-experienced with what sizes he orders for the windows our installers install. The Building Permit information can be viewed on https://energovcitizenaccess.tylertech.com/HallandaleBeachFL/CitizenAccess/Site/Permit/View/ByPermitNumber/BDRW-XX-XXXXX where it is public record that the inspection was passed on 5/10/19. It also shows on there that the final inspection still remains in "requested" status for 5/14/19, so a "failed" result is not visible on our record which we have had for over 17 years. Due to the fact that Ms. English is not completely fluent, we have also enlisted a translator that works/lives in the building in question in order for us to fully communicate with her an explain everything effectively. We have attempted to work with Ms. multiple times to resolve the issue and to close out the job; however, we do not believe we should be left with an even greater cost of purchasing and installing brand new products at full cost to us solely for a speculation made by a homeowner that is not warranted with any proof. According to the certified, licensed, and tenured Building Officials at the City of Hallandale Beach, including the Building Chief Oscar Brookins, the job is structurally sound, properly measured, properly installed, and executed with absolute certainty that they were willing to pass and close out the above permit in question will no discontent and full certainty.
