complaint whether the complainant is an individual or complaining on behalf of an entity.  We also note that the fees noted in the complaint -- $99.99 -- are well below what we charge our advertiser customers.  We must therefore conclude that she cannot be an advertiser customer, whether she is an individual or representing an entity.  Individuals are allowed to join our affiliate marketing network as publishers, but are not charged for doing so.  The complainant may have been charged by some third party, but we do not endorse any third party service that would charge publishers to join or participate in our network.  We are not responsible if the complainant entered into some arrangement with a third party.In conclusion, we are unable to determine from the complaint whether the complainant has any relationship with Rakuten Marketing whatsoever, or with any other Rakuten entity for that matter.  We are certain that she did not pay $99.99 to Rakuten Marketing LLC, and that Rakuten Marketing LLC does not owe her any refund.  We would recommend that she contact whatever entity she actually entered into this arrangement with.Sincerely,Rakuten Marketing LLC
