[To assist us in bringing this matter to a close, you must give us a reason why you are rejecting the responseIf no reason is received your complaint will be closed Administratively Resolved] Complaint: [redacted] I am rejecting this response because: No bill was ever originally received, I should not be responsible for fees if I never got the bill - regardless if School Board never sent or if it got lost in the mail, a courtesy letter or call should have been made before going to a collection agency - I will not pay anything other than initial amt shown on bill,WHICH, I am in process of disputing issues w/ [redacted] at the School Board, I will take to the State Board of Ed if necessary - this is rediculous, I've never had a collections acct before, I pay all bills on time, they can see my property tax (school portion) was pd on time, all of my boro bills are pd on time, seeing that all bills ARE pd on time means I received them so it is still 'fishy' that I never got this one....really only $why would I have not paid it?! On 2/22 I woke up to a notice taped to my front door. The date on the notice was Jan 7, 2019, the date of delivery was 2/22/19 as signed per JP Harris. This states I owe taxes from 2014, 2015,2016,2017. This is the FIRST time I've been made aware that I owe ANY taxes. Why am I just now getting a bill for taxes from 2014? Why did no one make me aware prior to 5 years passing that I owe money from that long ago? Why did I go straight to collections? Why when I asked the collection agency for clarification did they just state "you have your bill now pay it" instead of explaining anything about their collections process to me? I have no issue paying taxes that I owe, IF , I owe them - but I would like to know how it is that a bill from 2014 has not been paid and took so long to get to my door step with no prior communication? When I asked about their process I was told that they come to the house three times and leave something taped on the door. If this is the case why is this the FIRST time EVER that this has happened for a bill this old? WHY did it take them OVER A MONTH to actually deliver the bill to my house (dated 1/7 and delivered 2/22) . I emailed them and asked them for information in writing (as their bill states it is MY RIGHT TO DO SO) and they have ceased communications with me. How do you go to collections when you aren't even aware there are things going unpaid? How do you sit in collections for supposedly four or five years without anyone calling, emailing, sending letters etc? How do we go from a tax bill unknowingly being delinquent to people taping notices on the door that took over a month to arrive ?

November 17, 2016.We printed our second notice because he never paid our first notice for his 2012 Per Capita taxes. Our second notice was hand delivered by one of our Tax Representatives on 6/17/13. Our Tax Representative delivered another notice on 9/17/14. And we mailed another notice on 4/22/16. Also, [redacted] moved to another address from [redacted], Hanover, PA [redacted] to his current address [redacted]., Biglerville, Pa [redacted].We are sorry we made a mistake and forgot to pull out his paid notice that was delivered by our Tax Representative.Sincerely,James *. original bill sent by the Waynesboro Tax Collector in 2014, and a letter of appointment by the Waynesboro Area School District. We answer our phone “live” from 8 a.m. to 5 p.m., Monday through Friday, and do not use any answering machine. Taxpayers want to talk to a person not an answering machine especially with tax questions.Real Estate taxes are in your mortgage payment, not Per Capita taxes. You pay your current Occupation and Per Capita taxes to your local Tax Collector. However, your local Tax Collector does not collect delinquent Occupation and Per Capita taxes. They appoint a Tax Collection Agency to collect their delinquent accounts.

MARCH 31, 2017 Dear [redacted], PO Box [redacted], Fairfield, PA [redacted], phoned us on 3/24/17, received a notice for delinquent Per Capita taxes for Hamiltonban Township, Adams County. She tried to call for two days the phone number on our notice but she couldn't get through. The line was...

busy. She looked at our website and found another phone number. And She got through to us on 3/24/17. She wants to pay these taxes and is mailing her payment for $19.50. She told us she filed a complaint with Revdex.com.When we mail notices our phone line is busy because we answer 'live". Review: On 4/9/13 I received a deliquent notice for myself and my husband for 2012 occupational tax. The bill was for $29 each which included 19 of "fees and charges" and $10 of actual tax. I immediately called JP Harris Associates to let them know 1.) I never received a tax bill 2.) our employers were out of state and not aware that they should be withholding this. I offered to immediately pay the tax portion, or $20, and the answer I received from the clerk was a resolute "no". The "clerk" told me that they were the "deliquent" collector and that the original tax would have acutally been paid to [redacted]. So, as this clerk was told just say "no" no matter what the reason, I found that unacceptable. I called [redacted], explained the situation, and they told me just to send the documentation to them along with the $20 and they would handle it. I wrote a letter and sent the check for $20 on 4/9. I noted that the check had cleared on 7/23 and heard nothing further so I mistakingly assumed that everything was taken care of. Well, apparently not, because today (10/29/13), I had a collection notice on my front door for an amount that was $41.80!! So, again, I assumed that I could call JP Harris Associates and explain the situation again and resolve this. And, their response again was NOT OUR PROBLEM, you must pay the full amount. As a CFO, I find this response totally alarming. These clerks are rude and make no attempt to resolve the situation.

Things happen, there are exceptions to the rule, but not at JP Harris. One may say the amount is insignificant and why cause such a stir. The reason is simple, principle.Desired Settlement: To pay the original amount of the bill for the 2012 occupational tax, or 2 x $10.00, $20.00

[redacted] and [redacted] owe 2012 School Per Capita taxes for [redacted] School District, [redacted] County, [redacted]. [redacted] School District mailed us a delinquent list of taxpayers and charged a 10% penalty and [redacted] and [redacted] names were on the list and owe $11.00 plus our fee of $18.00 each for their 2012 School Per Capita tax.

We mailed them our notice for $11.00 each plus a penalty of $18.00 each for a total of $29.00 on April 4, 2013. [redacted] phoned us and told us she never received our bills and her employers are out-of-state and did not know this tax was owed. We tried to explain that the tax she was talking about is Local Services Tax and is not the same as a School Per Capita tax.

Our Tax Representative delivered another notice October 22, 2013, at her residence with added charges for him delivering her and her husband notices. Because of her confusion we are willing to drop our Tax Representatve's fees. We will accept $29.00 each for this delinquent School Per Capita tax.

Review: I moved in to the [redacted], [redacted] County, PA on 06/15/2012, from the [redacted], PA area. I received a Bonded Delinquent Tax Notice, for School Taxes, today, June 25, 2013. I called the school district and spoke to the Business Office and spoke with [redacted]. I asked when they send out these tax bills and she stated they mail them every July 1st, of each year. I explained to her that I didn't move in to this area until July 15th and she said I may have been an add-on, which means the bill would have been mailed to me at a later date. I have NEVER received a bill and if I would have I would have had no problem paying it. I do not play when it comes to my taxes. She said she would call me back.

I received a return call, from **. [redacted] and she stated that she spoke with J. P. Associates and they informed her that a bill was in fact mailed to me through regular postal service. I asked her who sends these out and she stated that LAST year, the tax collector was [redacted], but she is no longer in office and that J. P. Associates is now handling the school taxes, for this area. I asked "Then how do you know for a fact that one was mailed to me. She said it doesn't matter because that is what they are claiming.

My issue is that I am being charged penalty fees of $67.20, for not paying before the end of August 2012. I asked how it that fair that I am being penalized, for something that was no fault of my own because I NEVER received a bill notifying me of this debt. She said anyone can say they didn't receive their bill so they don't accept that as a reason for not paying. I then asked her how is an honest tax paying citizen supposed to be capable of proving they never received a bill and she said you can't. So then I asked: Well, if I have to pay penalty fees of more than 25% because I have no way of proving you never mailed me a bill, why doesn't the tax collector have to be able to prove they DID send me one. She said they can't. The letter states that I MUST have this paid no later than Saturday, July 6, 2013 in the full amount of $327.50. That is less than two weeks notice. I am furious because I could have had this paid last year already and only would have had to pay the $259.70, but because they neglected to mail me the bill and don't believe me when I say I never received one, I am being expected to pay $327.50 instead. Here is the thing: (1) I moved to the area AFTER the original bills were mailed (2) Supposedly they mailed one to me as an add-on (3) I never received one and have no way to prove that nor do they have to prove they did mail one (3) I am being penalized over 25% more for something completely out of my control (4) This would have been paid in full last year already if I would have received a bill (5) The person who handled the [redacted]'s taxes LAST year is no longer in that position so I can't even speak with her (6) I have been given less than two weeks to pay the original amount plus a penalty fee of $67.20 (7) How is it fair to honest law abiding and paying citizens to penalize them for something when I was never notified of owing this in the first place

PLEASE help me as to how I proceed with this issue. I have called J. P. Associates at least 15 times today and the phone is always busy so I can't even speak to them about this problem. I have absolutely no problem with paying the $259.70 in full within the next two weeks, but I do NOT feel I should be held responsible for the penalty fees.

[redacted]Desired Settlement: All I am asking is to be billed fairly and correctly. I have no issue, with paying my taxes. I could have and would have had this paid on time, last year, if I would have received a bill, but because I didn't and had no idea when or how much they were until I received one, it was not possible to do so. If they will drop the penalty fees and send me a letter stating so, with the $259.70 initial amount due, before the end of August of last year, I would be more than happy to pay the $259.70 in full by the July 6th deadline.
