I just wanted to know how they can charge a fee for a charge that has not cleared yet. I do not want my account closed!!

As a courtesy to Ms. [redacted], her second fee was refunded.  Since pending transactions are "approved" for a network settlement to a retailer, the funds are essentially certified to the merchant, and not available to clear other items.  This is the case for any pending transactions that...
