The following is my response to the complaint letter filed by Mr. [redacted]:
The inspection fee that we agreed upon is $275.00, and I was paid me in full. This fee is for the visual...

structural inspection of one basement wall of the subject building. The purpose of this inspection is to visit the site, determine if the basement wall is in satisfactory structural condition or not, and submit a written visual inspection report explain my findings.
I met a gentleman at the house who showed me the wall. I did not know if he was my client or not. So I asked him and he said that he is the home owner and not my client, and I will get paid through my client who is out of town. Usually, when my clients do not attend the inspection, I try to get paid before I do the inspection because I don't know where they live and usually in the past they forget to pay me.
I did the inspection and I found that the basement wall is in poor structural condition. I told the home owner that this wall needs to be structurally braced. Then I submitted my visual inspection report to Mr. [redacted] as I promised. At the end of the inspection, the home owner asked me how he should do this job.
Usually, home 'owners are not competent contractors because they are not qualified. For me to explain to them how a job should be done, for the purpose of my liability, I need to produce a lengthily written specification. This is not within the scope of my visual inspection. Then I told the home owner, that he should hire a competent contractor for this work. He replied that this is easy and he has seen it done before, and he will do it.
Few days later Mr. [redacted] contacted me, said the job was completed by the home owner, and he needs me to re-inspect the completed work and certify the work. I called the home owner few times to arrange for the re-inspection time.
Eventually, I got in contact with him, but we could not come up with an agreeable time for the re-inspection. He was supposed to call me to set up another time, but he never did. Then, the matter faded away. I did not further hear from Mr. [redacted], until now. I am not responsible to set up meetings.
In order to go back and certify someone else's work it costs another fee because I have to visit the site again, evaluate the work, issue a certification letter, and I will be held responsible for the job. This service is not free. Mr. [redacted] is under the impression that the $275.00 fee that he paid me covers the original inspection, the re-inspection, and also the liability for the certification. The scope of my original service was only for the visual inspection report, which I have completed. It does not include guiding the home owner on how to do structural repairs on the foundation wall, and it definitely does not cover the cost for re-inspection.
