I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
It is still my contention that the root problem was the inability of their mechanics to assess and correctly diagnose the problem.  Had they fixed the actual problem, which was the wires that were melted and fused, their computer program would not have received an incorrect code stating "failure of the PCM".  The PCM was never the problem to being with and even after replacement of the PCM the car did not run.  It wasn't until the frayed wires were repaired that the car would start.  Because of their inept mechanical abilities I was charged an excessive amount for the replacement of the PCM, which was never needed, in addition to labor costs. 
In addition,  I would like to address the false statement made by David E[redacted] regarding the lack of an appointment for my car.  I called and spoke with Bob , Service Manager, and told him what the symptoms of my car were and asked if I could get an appointment.  He stated that he probably couldn't get the vehicle in until the following Tuesday but that if a slot of time became available they would work the car in earlier.  To begin with I would have preferred to take the car to Joe Taylor Ford in Seneca, PA but [redacted] Automotive suggested they could hot wire the car and get it to the Clarion Ford Garage by driving it  versus having it towed the entire way to Seneca which would be less expensive.  David E[redacted] was never consulted or spoken to at any time until I personally filed my complaint.   Your fair and just consideration would be appreciated in this matter.  Cordially, [redacted]

This letter is in response to the Nelie [redacted] complaint TD [redacted]subrnitted 10/24/201 6.The vehicle did not have a service appointment, but instead was towed here by [redacted] with arequest to look at the vehicle when our schedule became available. They were advised of the situationregarding our already full schedule.We have no vehicle history or knowledge of what was done or wrong with the vehicle prior to beingtowed in and [redacted] stated that their diagnosis indicated a bad PCM. They had jumper wirespresent, a virtual “hot wire1’ to make it start from the battery to the starter.Our technicians, (I) master certified, ran all tests and the PCM was bad. The code stated “failure ofPCM”. It was on back order from Ford, then was installed and programmed.The repair was indicated from the repair shop, verified by our certified technicians and shop, and avalid repair. We will not issue a refund.SincerelyDavid * E[redacted]

Ms. [redacted] vehicle was towed to our dealership from [redacted]. They called our servicedepartment and advised that they thought her vehiole needed a PCM. Our technicians diagnosed thecar using Ford Motor Company diagnostic computers and pin point tests, A second technician in ourshop who is thaster...

certified by Ford confirmed the codes and diagnosis suggested by [redacted] andconfirmed by our tests and technician. The PCM was replaced and reprogrammed and those codescleared. Failure codes for the TCM were then present and Ms. [redacted] was quoted a price for that repair.She declined and had it towed out of or shop.We spoke with [redacted] at [redacted] and he stated that the PCM code was not present when itarrived at his shop because it had been replaced and the repair cleared those codes. He said there is noway for him to know what the car needed prior to arrival at his garage and that someone, who he saidwas Ms. [redacted] nephew fitm his recollection of a conversation with he; had left wires for the oxygensensor on the exhaust. Ms. [redacted] denie&anyone had worked on the vehicle. Ms. [redacted] was present whenwe called him because she did not believe us.Ms. [redacted] has a vehicle that is 11 years old and has 194,927 miles on it. Our replacement of thePCM was a necessary repair. We decline to reimburse her. We do not know what any repair shop orindividual had done in an attempt to repair her vehicle before or after being towed into and out of ourdealership. Additionally, vehicles with the mileage and age of her vehicle can have multiple failurespresent.

Nelie [redacted]  I do not agree with the response that the business made in regards to the problem with my car for this reason.The Clarion Ford garage determined by computer analysis that the my car would be repaired with the installation of a new PCM, however, after installation of the new PCM the car still did not run.  Then they suggested that the car needed a new TCM.  At this point my bill was at $ 1,923.45. I decided to take the car to another mechanic for a second opinion. He examined the car and determined that there was a sensor wire and plug laying on the exhaust pipe causing sparking and was causing a short in the wiring.  Once he repaird those wires and moved it away from the heat of the exhaust the car was fixed.Had I taken the advice of the garage and had allowed them to install the TCM my total bill would have been $ 3,203.11 and the car still would not have been fixed!They were in possession of my car for close to three weeks.  Had they investigated and found the actual problem with the sensor wires I never would have had to have paid for a new PCM either or potentially gone through the additional expense of installation of a new TCM too.In addition, Dave E[redacted] mistated that [redacted], said that my nephew had worked on my car.  I never stated that fact.  My nephew has not worked on my car for over three years.  As you will see on the enclosed work order from [redacted]motive the installation of a PCM and TCM were not necessary to repair my car.To prove the point that the PCM was not needed and to have my bill expunged I asked if they would get my original PCM back and install it to prove that the problem was actually the above stated sensor wire malfunction and they said they could not do that.I am still requesting that the amount of the repairs they have charged me, were not necessary and I would be reimbursed.  I consider their inadequate and their service department unable to diagnose problems, charging me for parts and labor I did not need.A copy of all correspondence will also be sent to General Motors and the Attorney General's office.
