I told them I cannot complete a low bearing wall until I get an HVAC tech to come in.  I have multiple texts between my HVAC guy and my workers about this.  I am 90% finished with the job, so I cannot give them a full refund as they request.  They are refusing to move forward with...

contacting the HVAC technician.  I am willing to finish the job up if they are willing to do what they need to do.  They need to run those HVAC lines through the floor and up through the outer walls through the ceiling.  I have a tech that was willing to do it who would give them a quote who has tried to contact them, and they did not respond.  We have offered several times to look at the wall and they are refusing to respond.  There is nothing I can do about that if they don’t respond.  This is breaching the contract on their end due to non-negligence.  The contract doesn’t really cover the labor.  They have almost all of the materials.  One piece is still waiting to be picked up to bring to their house, but I will not pick it up until they agree to let me finish the work.  I made it clear to them they are going to be living in a construction zone because the work we are doing is in their living room.  This is written in the contract.  I made it clear that we could not complete the HVAC work, and needed a contractor to do this work.  I don’t believe they want to pay to reroute these six lines.

They have had their refund for a month now. They got most of the refund they requested on top of materials. I have been trying to contact them as well, and cannot get a response.
