K.C. Tailoring

I was charged for an alteration that was never done even though business had over two months to do it.
My wife purchased a dress for a wedding in which she was the mother of the groom. K C's tailoring promised to have the dress hemmed by noon on Friday, July 12, 2013, the day before the wedding. It was not ready and they said it would be ready at noon the next day, the day of the wedding. I went to pick up the dress at noon and it was still not done. I said I would wait (no other choice). Thirty minutes later I paid $48.00 for the hemming and took the dress home. When my wife put the dress on it apparently had not been altered and dragged the ground. There was no choice but to wear it and do the best she could with it too long. She almost fell twice going down steps to the vows site (outdoor wedding at winery) and was of course embarrassed with the clumsiness caused by the length of the dress. After the wedding I took the dress back to K C's and requested it be altered to the proper length. The tailor must have known it had not been done because he took the dress, apologized and asked when I need the dress. I said there was no immediate need and I would pick it up in two weeks. I went back in two weeks and he had still not altered the dress. I told him my wife and I were going out of town for a little over two weeks and I would pick it up when we got back. After getting back to town I did not go to the tailor's shop for about three weeks as my old mind just kept forgetting to go there. Finally I went to pick the dress up and the ridiculous response was that he couldn't find it and he must have put it in storage. He apologized again and said he would deliver the dress. We live about a mile away from the shop. He said he would deliver it in the next couple of days. I waited a week and no delivery. I went back to the shop and when confronting the tailor he had the dress, then lamely made some stupid comment about not delivering it then, imagine this, told me it had not been done yet. This was October 29th, three and one-half months after the date promised. I took the dress and left the store too angry to discuss the situation with the tailor, who had a customer in the small shop. This situation is certainly unacceptable customer service for any business. I was overcharged substantially for the alteration to begin with, and under the circumstance I want a full refund from this business in the amount of $48.00,
