Sunsine Village West is served by Senior Community Manager, [redacted]; Community Manager, [redacted]; and Administrative Assistant [redacted]. Sunshine Village West is also supported by Kelly Management's accounting staff.Kelly Management works as a liaison between owners and the Board of Directors. Primary functions of the management company include: collection of homeowner association dues, invoicing for past due accounts, managing vendors and payment of vendors, onsite inspections of the Community's common areas, and notifying owners in violation of the Covenants, Conditions, and Restrictions (CCR).Mr. [redacted] claims that Kelly Management has not resolved the issue of the inoperable spigot. Kelly Management presented the request to the Sunshine Village West Board of Directors (BOD) for repair at the November 2017 Board Meeting. The BOD directed Kelly Management to obtain bids for the repair. Bakersfield Plumbing's bid starts at $350 based on what they may or may not find to repair. At the January 2018 Board Meeting, the board reviewed the bid and management was directed to get a 2nd bid and has approved up to $350 for the repair. See minutes for verification.Mr. [redacted] claims that he pays Kelly Management $275 per month. Mr. [redacted] is a tenant, he pays the property owner rent each month. The property owner pays the assessment fees to the Sunshine Village West Homeowners Association. The monthly HOA fees for the past three years were: 2016-$215,2017-$240 and the fees for 2018 are $260 per month. What do the HOA FEES cover?HOA fees cover:property and liability insurance for the HOAlandscaping service and repairspool service and repairs, including pool restrooms janitorialupkeep on the exterior of the property such as painting, electrical work, landscaping and asphaltcontracts with professionals such as management, accounting, and attorneysMr. [redacted] claims that the patio foods when it rains.A previous owner of the unit that Mr. [redacted] resides in installed a drain in the patio. This is an owner responsibility and should be addressed by the property owner.Mr. [redacted] claims that Kelly Management allows vagrants to squat in their vacant properties, so vagrancy, burglary, litter and other criminal activity is rampant, and the value of the property has plummeted.Kelly Management does not own any properties in the Sunshine Village West Homeowners Association. The responsibility of each property is with the owner of the property. In some cases, owners may use a Real Estate Company to manage their investment rental properties.  Residents should call the Bakersfield Police Department to report vagrancy, burglary and other criminal activity. In the past the Board of Directors directed Kelly Management to install signs throughout the property. The signs include: No Trespassing, No Loitering, Private Property, Neighborhood Watch, and Towing Signs.Kelly Management has contacted the owner of the property to discuss the concerns expressed by their tenant. kelly Management discussed the issues with the Board of Directors and is following their direction in requesting bids and resolving the issue of the inoperable spigot on the patio. Kelly Management has also contacted the adjoining owner and tenant to ask if the water on their patio is working.
