I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

[redacted]  I want the items they never installed which is and circled where they used mine but KU was still billed for this and I have talked to the KU WeCare Representative about this.They never checked to see if the thermostat nwas a compatible unit and should have since it was a new system installation ,this is from 3 different TempStar dealers and installers.If they were going to place  different inside unit  I should have been told and what they planned to use which I would not have had a Miller but a Coleman/Intertherm instead which is better than Miller from my use of these 2 units and both are made by the same manufacturer.I have attached the initial survey  and cost to replace the unit with another and has Warranty checked on it along with Regular and cost of the labor for the day and a Trip charge.A sevice Charge is much higher from the Labor/Trip which is the cost for a Service Charge according to the Supportive Document they have with the total cost of the unit and installation which I never received a copy of,just only the 1st initial visit was what I was  gave with the 2 charges and I signed it and this 1 has no signature from myself and don't know why.It breaks down what they would do and what was found  to be happening with the original unit.When I talked to more HVAC installers/Dealers they said that a run of 15 feet would require a check on the gas but  followup should have been performed a month after to check for gas loss or leks to insure that the nit was working correctly.After the call I made when I discovered it wasn't operating correctly then the installers/seller was contacted about the problem.I then had to contact them with an issue of it running constantly without shutting down the outside unit to defrost and the heat strips were not performing as they should to keep heat coming in thru the vents but cold air was only with this leaving me with another high KiloWatt usage of electric and upon inspection they found that my digital thermostat was not  compatible which they did install 1 but with myself wheelchair bound and cant stand at all was impossible to see the settings and I have a torn rotary cuff on my right arm which prevents me from raising it that high along with the left to hold a mirrow to see the settings.They were informed o this and stated they would order another similar thermostat that I could read from my position and they want to charge a service call charge for the installation and thas not completing the contract they had with KU and myself as the owner of the home where it was installed.I will accept the new Thermostat without a Sevice Call charge,plus the parts not used that were billed for,for the extra used KiloWatts of electric that I have paid(estimated due to weather conditions and fsiled unt),and Warranty is to be on the new system and starting when it was installed not the site evaluation date which is not using the new installed unit.If they don't want  to comply with these terms then we will go to court for the correction of the contract and my time and loss due to negligence of the installation of the HVAC which will add more charges on them if that's what they wish to do and I will do so if they don't comply with this agreement of the installation of this HVAC!I will produce all forms and even subpoena witnesses to the facts stated which could result in even more charges to the installers/seller for lose of time for their work they perform and that would be a KU Rep. plus 2 more installers that will state what I have found out about the installation/followup and parts that were not compatible..Regards!Mr. [redacted]

The items listed on the invoice had to be itemized out for KU's billing process. The items were included in the original quote, whether they were used or not they were included in the price. We do not itemize out quotes like this but KU asked for it so we had to for this one and those are items we often use on jobs. They are included in the quote whether they are needed or not. The customers thermostat was compatible with the new system, that was not the problem. The thermostat quit working properly and wouldn't run the heat pump efficiently. The customer wouldn't let us change the thermostat out with a new one while there doing the change out. The customer was informed that if anything happened to his thermostat he would have to pay for a new one and the service call involved because we cannot warranty it because it was not installed by us. When we returned to check the system over for the customer after complaints of a high electric bill we found the customers thermostat not working properly. We replaced it with a new thermostat that we supplied and didn't charge the customer anything, unlike the customer was originally told. The brand of the electric furnace is irrelevant. We sell Miller Electric furnaces and they are just as good as any other brand out on the market. The invoice that is for the quote for a new unit had a check mark in the warranty box mistakenly. The actual invoice included a $200 charge in the other box and that was for the initial service call to the customers house which included 2 1/2 hours of work by a technician. Ku wanted it all billed together on 1 invoice. We did the job for KU so the quotes and invoices from us were sent to KU, would be there responsibility to get them to there customer. KU was paying for this job and that is who we did the work for. They approved the quote. If the heat pump unit is hooked up correctly and Freon weighed in per manufactures specs then it is not necessary to go back and recheck the Freon charge in a unit. We take steps to insure our units and solder joints do not have leaks. We pressurize with nitrogen, assuring it holds pressure then we vacuum the system down to around 500 microns to double insure there are no leaks present and no moisture or dirt present in the system.  The problems the customer was having with the heat pump unit all stemmed from the customers thermostat not working correctly, it was compatible with the new system but it wasn't operating correctly causing the high electric bills. We replaced his thermostat with a new one and didn't charge him anything for the labor or the new thermostat, which wasn't included on the final invoice because customer insisted that we not replace his thermostat. We tested new thermostat to make sure proper operation was occurring and showed customer the thermostat and how to use it. We left and everything was fine and nothing said to us about not being able to see the thermostat. Customer calls back later that day and then says he cant see the thermostat, but while we were there it wasn't a problem. We already gave customer a service call to replace the thermostat and a new thermostat at no charge. We cant afford to send a tech back to customers house and replace the thermostat for free again. The customer was informed before we did the job that if his thermostat went bad he would be charged a service call to replace it and a thermostat. We have complied to the invoice we sent out and was paid for.ThanksKeltner Contracting

We contacted customer to resolve the issue. Sent tech out and found the customers thermostat bad and not working properly causing high electric bills. resolved that problem, customer called and confirmed the next day the unit was operating properly. The customers old unit was a 2-ton Heat pump, we replaced it with a 2-ton Tempstar Heat pump, with a miller 15 kw electric furnace made for mobile homes. We cannot install a regular air handler in mobile homes, we have to use air handler/furnaces that are made and rated for mobile homes. All of the electric heat strips were hooked up and connected on follow up visit, was an install mistake. We explained the equipment listed on the invoice, we did not bill for any equipment that we didn't use. Thanks Keltner Contracting

[redacted]They used my parts I had conneted already and the thermostat wasn't compatible with the unit inside and has cost me more in electricity than what it should.Now they want to charge a service call charge to correct the problem of the unit they hooked up called a thermostat and I cant see the screen where I sit low in a wheelchair and it cant be moved down.He said he would order 1 like I had so I could see it and never mentioned a service call now he does so he is lieing and if that's the case they can come and take it out and I will get another better from another man that will install a unit nthat is consumer compliant with energy saving which this is not!It does not have an energy rating star on t and they are to be energy saving for KU electric.I never had the original charges on the paper and date shown installed is the date of the estimate when the man 1st come out and it was installed in March not in February of 2015 and it was never right from the beginning with low Freon charge to the unit.No followup was doe to make sure it was operating correctly and there should have been.HIGHLY DISSATISFIED WITH UNIT AND WORK DONE BY THE INSTALLERS AND WARRANTY!

The issues have been resolved. We sent a service tech out on 12/21/16 and found the customers thermostat was not working properly causing the high electric bills. The thermostat was not replaced when the new unit was installed per customer request. Customer called the next day and confirmed unit was working properly. We replaced the customers 2-ton heat pump with a new 2- ton heat pump and 15 kw miller electric mobile home furnace, we cannot install a regular air handler in mobile homes. We have to install a air handler/furnace rated for mobile homes. While there on 12/21/16 the service tech hooked up all the electric heat in the furnace, should have been hooked up at install. Was a mistake.  We did not bill out any equipment that wasn't used, I explained the invoice to the customer.ThanksKeltner Contracting
