Would expect better from a builder!
We bought a home in Prescott May 2018 from Christine Ring. The home was under construction by Kenneth Knock. When we wrote the contract it was agreed by the builder and us, the buyers, that we would have a 2 week period to see what products would be used in the house. Grade of granite, flooring, cabinets, interior and exterior options ect. Kenneth gave us names of providers to get these options from, After contacting them we were satisfied with the options and proceeded to sign the contract to purchase. We were told by Kenneth and also agreed in the contract to close on Sept 10th 2018. We sold our home in Cave Creek with a move out date of Sept 3, 2018. We set up a VRBO home for the week and then soon realized it might be 4 weeks! At 3,000 a month it turned into 3 months. It turns out he could not get a Certificate of Occupancy because he changed the drainage plans the city had previously approved. On top of the cost for the rental we also repeatedly lost our loan locks and had to pay for extensions and new appraisals. Finally we had a meeting with the City which included Kenneth and we were told what needed to be done to get the certificate but that they would give us a temporary occupancy so we could at least move in. Unfortunately this went on for months! We felt bad for Kenneth as he told us this was his engineers fault and every time they made an improvement it was denied by the city. In the mean time the house was never completed and there were several code violations. After losing many loans and paying for several new appraisals and an inspection, where we were told by both that the house was not complete. We were missing many roof tiles, master bathtub was never installed, electrical switches were not in. per the plans and I can go on. Kenneth complained to us and the city that he was out of money until the house closes escrow and he is paid by Christine Ring. We were on the verge of losing yet another loan and my realtor had to finally order the remaining roof tile to finish the house and still it was not installed! Once in it didn't match existing tile. The City proposed a contract with Kenneth and us that we would get the Certificate of Occupancy if he completed the work in 30 days. We closed, he got his money and never finished the work. He also never finished many items on the house and when we called him he did come out with subs to see what all needed to be done. We were hopeful it would finally be finished. No one ever showed up to do any of the work and when we called him we were told he was out of money and go to the city and have them finish! We had to pay out of pocket to have drainage fixed since water was flowing on a city street. We filed a compliant with the ROC Dec 2019. The inspector for the ROC wrote up the work that still needed to be done and some of it were code violations. He did fix one item the day before court. We went to trial and he was fined and had his license suspended. He still hasn't done the work and although the amount of work involved with the filing and court with ROC was tremendous for us we have gotten anywhere in getting our items done. He denies he needs to do these things but a court of law saw it differently. Now we will have to sue him civilly . This was a 520.000 home so would expect better from a builder!
