Dear Mr. [redacted],
With reference to your letter dated June 24th, 2014. Since I have not had an opportunity to access the property since Saturday, May 3rd, it is difficult for me to address the concerns listed in the complaint.
On May 3rd, your wife and you expressed how lovely the patio looked, and we set a return date for Monday May 5th to complete the unfinished portion of the scope of work in the contract dated April 23, 2014. On May 4th I received a call requesting that I do not return.
Remaining scope to be finished included
1. Saw cutting control joints
2. Saw cut 45 degree angles pattern in the surface
3. Finishing the edge of the step
4. Resurfacing the step with cement to make it aesthetically pleasing after the removal of the brick
5. Pressure wash and seal the surface of the newly poured concrete.
6. Clean up the entire area we unable to do since we could not walk on the freshly poured concrete before the end of the day Saturday May 3rd.
I would like to suggest we meet and review your concerns before we begin the completion of the scope of work listed above. Please call me immediately with a possible date. I am available after July 8th.
Sincerely,
Kenneth R Curtis

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
The total 1267 Sq.-ft. of concrete patio slab and steps poured and stamped by Contractor Kenneth R Curtis Concrete Construction is a total unrepairable disaster. Which can not be repaired, do to safety and code violations (see Deputy Concrete Inspectors Report).
Contactor, employed a work crew of  4 unskilled, unsupervised  temporary labors, whom were openly complaining of being over worked and not paid. Workers exhibited poor workmanship and were not concerned about protecting home owners property against damages. (as showed in pictures and stated in Deputy Concrete Inspectors Report sent too, and received by Contractor. Certified mail signed by 5-10-14).
Contractor Kenneth R Curtis is aware of property damages and code violations. Contractor is also aware that the entire patio slab will have to be demolished and replaced.
The cost for replacing and repairing all concrete and property damages is estimated at $25,000
Home Owner has already and continues to extend an open invention to Contractor Kenneth R Curtis Concrete Construction, to have a mutually approved Concrete certified Inspector of his choice visit and inspect his work at my home.

Mr. Curtis has lost a claim against his bond insurance.. the state of CA. Has been notified and will notify him to suspend his licence because of breach of contract. Unless he corrects his issues with the bond comp. The insurance bond company and the state contractors board has found enough evidence to justify my claim action. Now to answer Me. Curtis, yes there were changes I made...and yes there was a final amended contract by both Mr Curtis and I. Yes we both agreed on a final cost of project. It was after that Mr. Curtis said he needed more money...$10K more money.. he told me he needed to pay his guys. Also, as a contractor you should know that you don't start pouring concrete at 1 pm. The workers did work late and it was till 8 pm not midnight. They also started late because Mr. Curtis failed to appropriately coordinate materials, workers, and cement. The workers sat at my house for 4 hours before concrete arrived. And yes I did have a party planned, but Mr. Curtis had over a month to complete the concrete....he routinely had one worker here and rarely had materials available for him to do stuff. That's the reason why I had to buy material that was never compensated for. The workers also did a hurry up job, forgetting critical steps and items on the plans.... Ruined my pool coping by pouring up against pool with no expansion joints. This was proven to be incorrect by industry experts, state contractors board, an bond company. I did tell his workers that I was the boss because they were cutting corners and doing incorrect things. The best part is that they did not know I spoke Spanish after I corrected and heard all their complaining on Mr curtis, pay, materials, and my ability to correct their work. Mr. Curtis had a written contract with me for color concrete...he then tells me the color is extra and not included in the contract ....he only wrote color concrete because that's what it's called....not because it's part of the bid. ** ...Mr. Curtis also call me months after he abandoned the job site and wanted to finish the job. Ken had every opportunity to come back and finish the job contracted to do. Ken contacted me only after his bond insurance company and the state contractors board communicated with him.( that was almost 2 months after he abandoned job). I did receive a call from ken and I did tell him that I did not want any workers at my house if I wasn't there to supervise their work. On that same day he called, his insurance company and the state contractors board also called to inform me that they both had completed their investigation and found sufficient evidence of the poor work, violation/ breech of contract and work not completed to industry standards.Ken agreed to any change and cost of the work done. He himself listed an itemized list and cost associated with the changes. It was after he was paid that he tried to tell me he wanted an additional $10,000 to finish the job. I asked him what that cost was and to let me see his new charges. he gave me a list of the same items just more money attached to it. he agreed on any changes and cost, then tried to tell me that I changed things. The SCB found evidence of his breech of contract, I simply wanted to have him finish what he was paid for, and that did not happen. His bond insurance also found evidence of his poor work and judgement went to me. I now have to find another person to complete and redo his job. Ken also stated he didn't charge me for dirt and walls.....I have the contract amendment  that he wrote that says he did. "moving dirt......$400.00, total wall construction including caps.. charges listed on contract (im at work and not at home to verify the correct amount), drains...$900.00, electrical work $150.00," and so on .......  This man can not get his facts straight. Ken makes no mention of the fact that his workers used my building materials that I had on my property from a previous job because Ken would not deliver materials to work with on a timely matter. Ken also fails to mention that his workers did not know I speak spanish. I could hear them speaking about how they can just " not do it that way because its cost too much for Ken. or when asked about mistakes or problems they would talk to themselves and the foreman Pace, and say " they forgot to do it"I will be continuing legal matter against him and his company. He will be receiving a small claims court case hearing date. According to the bond insurance company and state contractors board, I have sufficient evidence that Ken Curtis abandoned the job, failed to comply with industry standards, and had every opportunity to correct his work and complete the work paid for.  Also, I have a voice message from Ken Apologizing on his behavior and telling me he was at fault. Ken Curtis Construction still did not return to complete the job after I agreed to have him come back. Anyone wanting to hire MR. Curtis, I advise you to contact me and I can show you the work and problems. Mr. Curtis just want to make sure his Revdex.com rating stays good. If Ken wants to finish his job at no additional cost...(because he called once and said he would finish the job only for an additional $10,000---even though he was paid in full) he can...
