We are the property management company and are neither the developer nor the contractorAs such, we are an independent third party that communicates the issues to the developer and contractor (Duquaine Development) while updating the residents We do not have control over the project timelines, vendor relations, etc and have communicated as much to the resident multiple timesGiven that, we have prepared responses to your questions based on our records of the events that transpired:The date specified to the tenant was the date given to us by the contractor, Duquaine DevelopmentAll timeline updates were shared with the resident and the building passed the applicable state/municipal codes to be deemed habitable on timeThis includes delays on siding and asphalt Given that the building was deemed habitable, there is technically nothing wrong with the resident assuming occupancy Relevant notes from the leasing specialist:Hot water baseboard heat not working: Many tenants had frozen pipes due to lack of antifreezeIssue resolved as of January 26th when antifreeze was addedContractor’s vendor had small space heaters set to thaw frozen baseboard lines, and tenants decided to turn heaters inward to heat apartment, and the lines stayed frozenWhen Packerland Heating came back to check on unit #he told them the lines were still frozen because the heaters needed to face the registers to thaw outHe redirected them and they thawed out shortly afterThe tenant is being reimbursed for the extra electricity usage to run the heaters. The delays were on exterior items like siding and landscaping The contractor had rec’d the occupancy permit and was therefore not under any external pressure to install the siding sooner Moreover, it is impossible to plant grass/bushes in Nov and the tenant was advised of this before signing the lease

Better Business Bureau: I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this does not resolve my complaint For your reference, details of the offer I reviewed appear below The management company who manages the apartment complex should definitely be at fault The many issues addressed in my complaints have everything to do with management, not building The worst issues being the lack of heat for a number of weeks, not days, weeks!!! That is poor management My reasoning for this complaint is pure and simple My roommates and myself pay $each month to live in so called luxury apartments and it has been nothing but a disappointment up until this point The rent is way to high for what we have and the treatment we have received I want to be contacted by upper management to discuss what needs to be done so that I don't take this matter further to the courts or the news stations so that nobody else has to go through what the of us have had to go through I wouldn't wish this on anyone Regards, Michelle [redacted]

We simply manage the property. Her complaints are with the builder which we did not hire. We are a 3rd party hired to provide leasing services but are not responsible and have no power to push the contractor to finish work. She needs to file her complaint with them

As such, we are an independent third party that communicates the issues to the developer and contractor (Duquaine Development) while updating the residents.  We do not have control over the project timelines, vendor relations, etc and have communicated as much to the resident multiple times. Issue resolved as of January 26th when antifreeze was added. Contractor’s vendor had small space heaters set to thaw frozen baseboard lines, and tenants decided to turn heaters inward to heat apartment, and the lines stayed frozen. When Packerland Heating came back to check on unit #20 he told them the lines were still frozen because the heaters needed to face the registers to thaw out. He redirected them and they thawed out shortly after. The tenant is being reimbursed for the extra electricity usage to run the heaters. The delays were on exterior items like siding and landscaping.  The contractor had rec’d the occupancy permit and was therefore not under any external pressure to install the siding sooner.  Moreover, it is impossible to plant grass/bushes in Nov and the tenant was advised of this before signing the lease.

The management company who manages the apartment complex should definitely be at fault.  The many issues addressed in my complaints have everything to do with management, not building.  The worst issues being the lack of heat for a number of weeks, not days, weeks!!! That is poor management.  My reasoning for this complaint is pure and simple.  My roommates and myself pay $1250 each month to live in so called luxury apartments and it has been nothing but a disappointment up until this point.  The rent is way to high for what we have and the treatment we have received.  I want to be contacted by upper management to discuss what needs to be done so that I don't take this matter further to the courts or the news stations so that nobody else has to go through what the 3 of us have had to go through.  I wouldn't wish this on anyone.
