Initial Business Response / [redacted] (1000, 10, 2016/02/23) */ Aspen Waste Systems has always billed residential customers quarterly, in advance of serviceAspen's billing methods are consistent with standard industry practicesWhen the time comes for service and billing to switch to the organized method Aspen will be sure to prorate each customer's billing accordingly The rate increase is more than the customer's prior price increases primarily due to significant increases in disposal cost at Hennepin County's waste-to-energy facility (HERC)No hauler has control over HERC's rates and state law requires haulers to use waste-to-energy facilities

Aspen Waste Systems has always billed residential customers quarterly, in advance of service. Aspen's billing methods are consistent with standard industry practices. When the time comes for service and billing to switch to the organized method...
Aspen will be sure to prorate each customer's billing accordingly.
The rate increase is more than the customer's prior price increases primarily due to significant increases in disposal cost at Hennepin County's waste-to-energy facility (HERC). No hauler has control over HERC's rates and state law requires haulers to use waste-to-energy facilities.
