Dear ***:We are in receipt of the letter sent to Park management from the Revdex.com dated 1/20/regarding your request to mail you a copy of your lease agreement with ** ***cement with ** *** EstatesI also received your recent voice mail regarding some questions related
to the Park’s weekend relief duties.First, let me apologize on the delay on informing you of the status of your leaseI nor the Parkmanager have refused to provide your lease but there is an explanationWhen you originally requested a copy of your lease, I discovered that all the original lease files were kept at the office of previous management and had been for yearsAs a result, we requested all original lease files be brought back to the Park officeIt was at that time, in addition to a few other lease files, wewere unable to locate your lease fileAs a result, we requested previous management to do check all lease files on recordThis essentially has been the delay and from my part, I should have kept you informed on thatOur management company acquired several of ** *** ownership properties simultaneously, so it is likely some leases are within another group of lease files with previous management and were simply misfiled during the transitions.All that said and to offer a resolve, we are happy to prepare a new Park lease agreement for youThe current lease version is the same that you signed when your tenancy began so you would not be signing any type of new lease terms at allAs a further courtesy, we are happy to back-date a new lease to your original lease commencementSimply contact either myself or the Parkmanager, *** *** and we will be happy to get that prepared for you.As it relates to your recent voice message inquiring on our weekend relief duties, specifically asking what is classified as an "emergency”, I am happy to further clarifyWhile there are many examples of what many may consider a Park emergency, the more commonly experienced in mobile home Parks are significant utility failures (i.ewater, gas, electric, sewer), fire(s) or a police matterOn-site coverage for the Park is required in the event of such emergencies so aside from the opening and closing of the laundry room, patrolling and light maintenance, the weekend relief's role is to be 100% available for any emergency, to assess the situation, to contact the given authority and to observe and document and report to management.We hope this has helped clarify your concerns and if not, I am happy to meet with you directly to discuss any concern you wishWe appreciate your cooperation and your continued tenancy at ** *** EstatesPlease feel free to contact my office if you have any questions or concerns at *** *** *** ***

Nothing has changed; we’ve consistently read the utility meters once a month at space [redacted] and have done so for many years. We do attempt to call the resident in advance of when we will be reading the meters; however, there have been many occasions when the calls go unanswered or no one is at home when we’ve knocked on the door.
Since the resident rents the space from us and does not own the lot where the home sits, the gate is to be unlocked during normal business hours. In this case we’ve requested that the gate be unlocked during normal business hours - on meter reading days, but the resident has not been willing to do so.
That being said, the Park Manager lists the meter reading dates in the Park Newsletter every month. The meters reading days may vary slightly by a day or two – depending if there’s an upcoming weekend or holiday.
In addition, Civil Code 798.26 States:
The ownership or management shall have a right upon entry upon the land upon which the mobile home is situated for maintenance of utilities, trees, and driveways, for maintenance of the premises in accordance with the rules and regulations of the park, when the home owner fails to maintain premises, and protection of the mobile home park at any reasonable time, but not in a manner or at a time which would interfere with the residents quiet enjoyment.
Rosedale Village MHP Rule #21 States:
So long as we do not unreasonably interfere with your use of space, we shall have the right to enter onto your space for any legitimate purpose, including, but not limited to, inspecting, maintaining, replacing and/or adding utilities or improvements on your space or other areas of the park.
All told, the resident has been extremely uncooperative in allowing us to do our job. Jenifer and her husband have both called me and the Park manager on more than one occasion – screaming vulgar words with unwarranted threats.  Their disrespectful behavior verges on harassment.  The resident may own their manufactured home; however, they rent the space, which is not their private land. We must have access to read the meters.
