the houseMy mother had a small amount of savings and the attorney advised us to spend it down to qualify her for [redacted] There was no "draining of an account"It clear she could not return to the home to rehabilitate, she was unwilling leave the state and nursing home costs were unaffordableWe were only allowed to use her funds for her bills, future burial expenses, personal items, and home repairsI called a friend for help in finding a home inspector, to know where to start- and she gave me [redacted] ***'s name who was an acquaintance of her husbandBecause of our mutual friend, and the extreme stress involved I did not do any checkingMr [redacted] told me he was an engineer and he worked for the state of RII had no reason to disbelive thatHe told me he had a construction company and he would take care of all the constructionI told him we'd have approximately 28K to work with but I wasn't sure because we had no idea what my Mom was owing in the way of bills, taxes etcMy sister took on the bills and my Mom was behind on everythingThe NEXT DAY, I informed Mr [redacted] that I was only going to have $15,to work with and asked for a new proposalHe wrote me up the second proposal which I attached earlierThis is what we agreed on moving forwardAll his proposals are dated the same day, but the checks speak for themselvesI wrote him a 10K check on our agreement, pending what we'd have and the next day I wrote him 5K which was the balanceFrom the beginning Mr [redacted] had an interest in the houseBuying it to flip, or doing the construction so I could flipI repeatedly told him it was not my homeMy mother might return homeWhen it became clear that my Mom was not going to recover, we knew [redacted] would lean the house nursing home care reimbursementThe house would need to be soldAt this point, Mr [redacted] asked me to write him a fictitious bill of sale, ("get it out of your mother's name") he wanted me to have his "millionaire" friends buy itI became increasingly concerned with Mr***'s shenanigansHis wheeling, dealing, dishonestySeveral weeks and no work was being done on the houseHe kept telling me not to worry, not to play contractorBecause my husband was ill and in Wa, I was trying to deal with him on my own I told him because this would be a [redacted] case I had to have receiptsNot for his insurance, or license etc...none of my concernI needed receipts for the outsourced work.For the labor on the roofI started researching his backgroundHis record does speak for itselfA simple google search brings up years of dishonesty in representing himself as an engineer and a surveyorIronically, my Mom's neighbor sat on the board that dealt with him, and encouraged me to begin an investigation, which I haveHe's paid hefty fines and is under a cease and desist orderMr [redacted] told me he was personally doing the survey and he began the records searchHe asked me for family documents which I providedHe never did the survey, but he kept all my documentsThe mold he refers to was from an old leak that had been repaired years agoI have a property inspection, stating thatI have the appraisal which shows the original roof was in satisfactory conditionI assume he was insistent on replacing the roof because he could hide a lot there as far as expendituresHe told me repeatedly not to get an inspection [redacted] took advantage of me at a very difficult timeBecause of our mutual friend, I allowed this to continue way longer than I should haveHe also had $15,of my Mother's moneyHe made duplicate keys to my Mother's house without my permission to give the appraiser, and refuses to send them backHe has given us no documentation on the roof I have pictures and documentation that there was no sheathing put onI was hoping not to get into all this, but the bottom line is Mr [redacted] wrote me a proposal the $15,when I told him that was all I was going to haveHe did of the tasksThe roof did not require all the extra he says it did and I can prove thatI'm only unable to attach documents and I chose to attach what depicts his character based on his lengthy history of judgments against him and his company [redacted] CORPORATIONHe has my keys, my documents, and kept the full amountHe wrote me another proposal which he considered a receipt for $15,032.69, but told me I didn't have to pay the extrait would just make his "books" look better! What does that even mean?? I'm an honest personMy mother was ill in RIMy husband in Washington has just had his leg amputated, and I trusted this manI have pages of emails and documentation I can send in on the roof itself, and supporting everything I've said...but that really isn't the issueWhen you say your going to do things and your write up a proposal to do those things, and you're paid to do themYou should do itI've tried to resolve this with him directlyI sent him a certified letter, with a self-addressed stamped envelope to return my keysHe ignores everythingI went by what I thought was his office, but it was his rundown residenceI felt like requesting $3,back was more than fairHe keeps $12,for a very shoddy roof job that took two days and a $appraisalSorry so long, just a complicated situation not easy to briefly explain! The complaint filed by [redacted] is not totally correct. The original bid was $28.400.00 (enclosed) for siding , gutters and all new windows as well as the roof, appraisal, sewage and provide a property line survey. Mrs. [redacted] paid 15.000.00 upon acceptance because she had to get the funds...

out of her mothers account immediately or [redacted] was going to take the money. She then told me the balance of $13.400.00 would be paid as soon as she got back to the state of Washington only to find out that the mothers account was drained of its funds. I told Mrs. [redacted] that I would do what I could for 15.000.00. after the work was completed for $15,032.69 she insisted I supply her with the cost of my supplies, dumpster fees, labor costs, etc. which is not what I share with my customers. I don't share with my customers what I pay for Insurance , my license , and overhead, etc. the gutters in question were falling off the house before we began as evidence by the picture enclosed. I did go back however and clean the gutters of all the debris. The roof was in terrible condition and needed more work than anticapated as you can see from the mold in the enclosed in the enclosed pictures. Sheathing had to be replaced as well as both chimneys needed new lead flashing and new rubber boots on the vent pipes. I also made it clear that the work would be completed in six weeks because we were extremely busy and it was completed in that time. I have enclosed the appraisers pictures for your convenience. I would be more than willing to have a meeting with your organization to discuss this matter further. I have been in business for over twenty five years and this is my first complaint with your organization. my record speaks for it self.
