I am responding to the email that Legacy Design Build sent you regarding the complaint against them.When Legacy Design Build and Remodel states that they are working thru a punch list of items that was an ROC Directive they forgot to tell you that the deadline for the Directive was October 7th.The time frame given by the ROC has come and goneTo this date not one item is completed on the list of items from the ROC Directive.Since Legacy did not respond in a timely manner to try and fix the poor workmanship (This is typical for them) the ROC has issued a citationThe ROC has given Legacy until the 25th of November to respond to the citationIf Legacy does not respond to the citation they could lose or have their contractors license suspended, if they do respond we will go to court and tell our case before a judge.When Legacy Design Build and Remodel stated that they are committed to resolving the issues I laughed! My wife and I have been asking for final numbers from Legacy since April!The are not committed to resolving anything soon.The response from Legacy only talks about the ROC issuesAs you can see below their is so much more to our problems.I previously sent an email to NARI trying to explain all of the wrongs that Legacy Design Build and remodeling have doneI have reworked the email a bit to present to you.Please see below.I look forward to hearing from you.To give you and your committee some background on our case I will give you a short summary of our problems.Last year my wife and I were in search of a general contractor to do some remodeling on our home in the South Mountain area of Phoenix.We wanted an addition to our deck and refinish of some worn areas, we wanted a new kitchen (which we already had purchased all the appliances), we wanted a new front door and landing and new staircaseOur house is a “split level” where you enter the front door and have a staircase in front of you to go up a flight or down a flight.After several meetings with other contractors who failed to show up more times than not we went to the Phoenix Home and Garden Show where we met the people at Legacy.After speaking with them for a while we set up a meeting at our house to go over possibilities.We were very much impressed with their claims of “Remodelers of the Year”We signed a contract which we thought was a high dollar amount but were assured that we could purchase our own materials to keep costs down and Legacy would forward any savings to us with credits in the end.We were told this repeatedly by Rick D [redacted] who is Legacy’s project consultant.We were told and have signed documents that Legacy felt that this was a month (day) project.We moved forward with selections of materials, the main thing was our hardwood flooring, we made many trips around the valley and decided on a specific floor from AZ HardwoodsWe made our selection in October and were told by Legacy that they would order the wood and that we were under budgetIn April we were told that the Hardwood floor was never ordered and the floor we wanted was no longer availableWe had to find another flooring material that was comparable but due to price increase the same floor was now almost thousand dollars moreLegacy took our money and spent it on their business and did not use it for our materialsThis was confirmed by MrStewart T [redacted] from Legacy.December 1st our project was funded by our lender and Legacy took their first draw of $27,prior to this we had given Legacy $15,cash to move forwardThe second week of December (2014) guys showed up and did approximately hours of demo work and leftWe did not see anyone again until January 15th Legacy “spiked” the job, took our money to keep their failing companies doors open (literally lights on) and did not purchase our flooring or kitchen cabinets as we were told.(I am writing this with knowledge that I learned later from statements made by MrStewart T [redacted] (VP) and MrLarry Chavez (Owner of Legacy)I demolished our kitchen in December in anticipation of the new kitchen coming February 19th when the job was suppose to be finished Legacy filed for an extension with our bank until April 28thApril 28th Legacy filed for another extension until May 13thThe scope of work that Legacy was to complete is still not finished today.My wife and I lived without a kitchen in our home for over days! All due to Legacy’s lack of urgency, lack of money and poor business practices.Legacy we found out was in critical financial troublePeople were leaving the company and we were now caught in the middle of their crisisMrStewart T [redacted] came to us asking for $14,cash after he went for a second draw and the bank found he had only completed a small percentage of what he was asking forHe told us that if we did not “fund” them that they were going to stop all the workIn the contract from our lender in which Legacy signed, it states that the contractor must have the means to move forward with the job by having established relationships with SubsUnfortunately Legacy had “burned” all of their bridges with the good subs in town by non pay or late pay in their downward spiral.We hired Legacy after all of their hype about being remodelers of the yearWe thought we were going to get professional crews coming in to do the workInstead we got a guy named Jose that did Demo, rough framing, carpentry, drywall, tape and finish, painting and mask and protectThe sub contractors that did come in were the dregs of the construction worldAlmost everything that was done on our home had to be redone once, twice and sometimes five times! The ROC was finally called in at the beginning of September and issued a Directive to fix items on a long list of issuesThe Directive was supposed to be complete byOctober 7th and it is still not done today November 17thThis is Legacy’s way of working, drag it out with no sense of urgency, this is our home and we are sick and tired of their BS!At the end of June we were giving a “Final Bill” from Legacy(After asking for a bill for almost months, trying to find out where we were at with our money) The job was nowhere near complete, many of the areas that were done were done wrong, the bill contained charges for materials that I purchased (Thousands of dollars) and we were sent an email by the owner stating, “pay up in full or we will sue you.” Why would we pay for work that was never done and pay for materials twice? In July our hardwood flooring was finally installed When we asked AZ Hardwoods to install our wood floors they requested a 50% depositI contacted Prime Lending (Our bank loan) and filled out all the paperwork necessary for our lender to wire transfer the deposit directly to AZ Hardwoods.The money was wired, the floor was installed and final payment was requestedKaren Ramsey who was our Prime Lending contact person called me very upset a few days laterShe explained that she accidentally wired the final payment that was to go to AZ Hardwoods into Legacy’s accountKaren Ramsey and AZ Hardwoods called and emailed MrStewart T [redacted] for days and were never given any responseThey explained to MrT [redacted] that this money was not intended for Legacy but was mistakenly wired to the wrong account and to please send a check directly to AZ Hardwoods or to Prime Lending so that Az Hardwoods can be paidThis lack of action by MrT [redacted] to refund/return funds that were not his may not be illegal but it is highly unethicalThis amount was $and was never reconciled from the “Final” billWhen our steel stairs were installed they were done incorrectly and had to be redone, this involved welding in our house and everything was covered in black soot(nothing was protected)When the City of Phoenix was called in for an inspection of the stairs (after completion of the second installation) we were told that they are not “Code Compliant” and will require thousands of more dollars and time to fix(More welding in our house that has gone to final paint and furnishings.)A General contractor should know code! Legacy saw the drawings and told the steel stair fabricator to proceed.These are just a couple examples that show just how bad Legacy Design Build and Remodeling have becomeMaybe at one time they were a good company but that time has come and goneThe people at the top are now in it to “con” and “swindle” people out of their money with strong arm scare tactics and bullyingI am not the only one to think that way, if you go to [redacted] in Phoenix and look up comments made towards Legacy over the last couple of years there are other many other people with the same feelingsThis is not a company that the Revdex.com should attach their name to.MrLarry Cha [redacted] *nd MrStewart T [redacted] who are the principals in Legacy have made my wife and I feel as if we have done something wrongThey have made us feel that we should accept sub par work, accept poor attitudes and pay premium prices with out asking WHY? Dear Revdex.com AZ, Thank you for updating me on the response from the company. I apologize for the delay. I have been on travel for work with limited access to email. I have reviewed the response and will not agree to the $1000 settlement. I have the signed contract that outlined the full product that we agreed to and I have had it reviewed by a lawyer. The lawyer is suggesting additional legal action at this time because they have NOT provided the ALL items outlined in the contract and are in violation of the contract and are committing fraud. Therefore, I do not want this complaint closed until they have provided a full refund. I am willing to provide the contract to the Revdex.com that outlines the items they promised and what they have delivered. In addition, when I spoke to the company, they said that they were not willing to work with me. I had a problem starting off with Legacy. But, it was quickly resolved. Thanks to people like, Legacy's GM, Mr J.J. L[redacted]. He agreed to listen to my situation. After hearing me out, he agreed to go ahead with my remodeling. Not only is he smart, he is caring man too. Legacy is knowns Arizona's Premiere Builder. But, I think they should also be known as a Company with Heart. Thanks to a businessman like Mr L[redacted], I am excited to put my money in a company like Legacy that is the best at what they do and that really cares about their customers too. I give them a 10!

Review: Legacy is trying to charge us for services and materials that were not provided by them. We have been working with the R.O.C.(Registrar of Contractors) to try and resolve this issue. Legacy is procrastinating with the resolution to this issue. This goes back to the very beginning where our contract states this would be a 3 month job. We are now going on almost 1 year and we still do not have resolution. Legacy is the perfect example of a general contractor trying to take advantage and bully their clients into paying for materials and services not rendered.Desired Settlement: Billing adjustment for products and services that were incorrectly charged.
