Lester Mechanical Services presented a contract to Mr*** *** of *** *** ***, *** ** on June 17, 2015. This contract included all the work Mr*** wanted done at his home. The total cost on this contract was $35,700. Mr*** stated he could not afford
this and asked if it could be broken down into smaller segments with the work prioritized to meet his budget and his needs. Lester Mechanical agreed to this and presented Mr*** with separate contracts on June 24, These total $35,700. On July 16, Mr*** requested additional work and was given a fourth contract for this request at a cost of $3,bringing the total to $39,400. The work was completed for the initial three contracts, signed on June 30, 2015. Total cost for these three was $35,of which $29,was paid as evidenced by the receipts Mr*** has provided. No other payments were receivedHowever, Lester Mechanical continued to assist Mr*** with his repairs even purchasing supplies that Mr*** was to provide per the contract He stated he was out of money but was planning to refinance his home to be able to pay the remaining amount owed and the additional work in the contract signed July 16, 2015. Lester Mechanical Services continued working on this job in good faith. The last encounter with Mr*** occurred when he needed some excavating work done to ensure drainage away from his home due to changes in the foundation. Lester Mechanical was willing to cover the extra cost of this for Mr*** and arranged a meeting with Mr*** and *** *** (excavator) to get this done The excavator informed Mr*** two trees needed to be removed by owner before excavation could begin. Mr*** provided Mr*** with his business cardMr*** stated he would have this done and call when complete to finish the job. Mr*** never got the trees removed and never called to complete the work. Currently, the ***’s have an outstanding balance of $13,for Lester Mechanical Services. In addition, he owes for materials he agreed to purchase in the contract but Lester Mechanical purchased because Mr*** stated to Michael Lester that he would refinance his home to pay for these items These costs are $5,185.89. Total amount owed to Lester Mechanical was $44,and the ***s paid a total of $29,000. Which leaves a $15,outstanding balanceThe drainage work was not completed because the ***s refused to pay any of the balance or what the company had spent on supplies. Mr*** did not get the trees removed, which was needed in order to finish the job to completion. Lester Mechanical has reached out to the ***s with no response and are willing to complete the job once the balance due is paid and the trees are removed

I have reviewed the response offer made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
This is my response to Mike Lester from Lester Mechanical Services, our contract with Mr. Lester was for a turned key job, far from that, he (Mr. Lester), has not finished any Phase that he started. After they done the demolition, they painted sloppy, and did not finish. They done the kitchen cabinets thru his Sub-Contractor and he did not finish, tile work also was not finished. The money we gave Mr. Lester included the first and second Phase to be done. In regard of him buying materials, (we) me and my wife bought the materials, we have pictures and we have receipts.  We have the contract with the phases, we never signed any form stating that the job was done and we were satisfied with the phases he is referring to. We have talked and talked to Mr. Lester, to get him to resolve this matter, he promises to come back but we haven't heard from him or seen him in months. [redacted] Inspectors have seen the job he has done here and they have taken pictures. I also contacted the Virginia Governor and also talked to the Mayor of the [redacted] of [redacted]. Me and my wife have done our best to be patient with Mr. Lester, and gave him time to do the job, he has not, this is the reason to our complaint.
