I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me.

In response to the complaint received by [redacted] I've attached items including but not limited to:  Grade Report, print out from our online portal dated 03/24/2016 showing history of videos that [redacted] utilized in preparation for skill out, documentation of what occurred on the evening...

of March 16, 2016, lab chart documented completed skills, copy of enrollment agreement, copies of invoice and receipts.  [redacted] was asked to prepare for another opportunity to skill out on the required lab skills and return on March 23, 2016 at 5:30 PM.  Unfortunately, [redacted] did not show up on the 23rd for her re-skill out appointment nor did she call, leave a voice message or send an email.  The evening that she came in on March 16th to skill out with [redacted] there was a full PM class in attendance skilling out with another instructor.  While [redacted] was a student in the AM class she did not skill out successfully with the instructor and so she was asked to come back that evening and work with [redacted], Owner of Liberty Career College.   [redacted], the other instructor, [redacted], who was in the building that evening, and myself, [redacted], all disagree that anyone yelled at [redacted].  There were quite a few students and people in the school at the time that [redacted] was here skilling out with [redacted] and our school is only 3000 square feet.  Unfortunately, what we experience occassionally is when a student doesn't want to hear that they are not going to just simply be "passed" they want to begin saying how much they paid for the program.  My husband and I are the owners of Liberty Career College and we simply will not pass a student if they are not evidencing competence in the required lab skills.  However, we always give students the opportunity to review and return for another opportunity.  We have an excellent online portal that is available to students 24/7 when they are enrolled in our program that contains videos of [redacted] teaching how to perform the majority of lab skills taught in the program including; intradermal injections, sub Q injections, intra-muscular injections, EKG's, how to measure an EKG, Snellen eye chart, and more.  The videos are an excellent tool for students to review while in the program and prior to their skill outs.  Liberty Career College staff can view how many videos a student has opened, when they were opened and how long they had the video opened.  We of course have no guarantee if students actually in fact watched the videos.  You can view on the printout from our onine portal dated 03/24/2016 that [redacted] did not watch any videos after March 16th to prepare for another skill out opportunity.  In addition, she did not view many videos that were available to help her prepare for the inital skill outs on the 16th.  The evening of March 16th it has been documented that [redacted] advised [redacted] to review the videos and come on the 23rd at 5:30 PM for another opportunity to skill out and she agreed to come back at said time.  Neither [redacted], or myself saw or experienced any disagreement between our staff and [redacted].  I'm sure she was dissappointed in the outcome of the skill out but she was given the opportunity to return and unfortunately she chose not to.  We have not heard from [redacted] since the evening that she came in to skill out with [redacted] over one year ago.  Furthermore, [redacted] did not pass the written final exam for the Medical Assisting program and was told that she would need to retake the final exam and receive a minimum score of 70% in order to pass.  The lab skills and skill outs are Pass or Fail.  On the last day of the program, March 16, 2016 [redacted] was short in completed vital signs - 15 full sets were required and she had completed only 12 sets in the entire program (40 days).  [redacted] had also written down that she completed other skills but they were not signed off by the instructor as completed.  When students complete a lab skill they are given a "coupon" and then they are required to document the skill in the EHR software and staple the coupon to the printed charting so it can be signed off.  Venipunctures and skin punctures do not have to be documented in the EHR system but they are still given a coupon and then signed off by the instructor.  The coupon is given upon immediately completing the skill after being observed by the instructor.  The student then has to write down the skill in their lab chart and request the instructor to sign off.  The coupons aid in verifying that the skill was observed by the instructor and then the instructor to can move on to assist other students while not having to "remember" who performed what skill on what student.  The coupon system also eliminates the students ability to just write down that they did a skill without it being verified by the qualified instructor.  Unfortunately, [redacted] had several skills written down in her lab chart but were not signed off nor were there any coupons in her chart that needed to be documented and signed off.  As a result there is no way to verify whether or not she actually performed the skills successfully or simply wrote the names down in her chart as if she did them.  Because [redacted] completed more than 60% of the program she is not entitled to a refund.  [redacted] has a remaining balance of $500 on her account which we have been generous to not seek collection action for non-payment.  It is to late to come back to finish any of the lab skills or retake the final exam so we do not have an offer for [redacted] but wish her the best on any future endeavors.  Please don't hesitate to contact me further if needed or [redacted] at [redacted]Thank you,[redacted], COOLiberty Career College
