I hired this company back in 2008 as a bondholder for my auto transport company. At the time, I was required to deposit $10,000.00 with them to hold on my behalf for this bond. I funded the $10,000.00 by dilligently paying $500.00 per month for the first 20 months that my new company was is business. I then gave them my business for the next 11 years, always making my payments on time and never having a single issue that they had to pay out from this bond on my behalf. In the fall of 2019 I received multiple offers from their competitors offering to service my bond at a lower rate, but before moving my business to them, I contacted *** my representative at their company and asked if they'd be willing to match the rates I was being given in order to keep my business. When they refused, I thanked them for 11 years of business together and requested to cancel and have my $10,000.00 returned to me. I was told that I had to wait 12 moths so that they could cover any incoming claims that might come in during that time. While not happy about that, I understood and patiently waited. Every now and then I would reach out to *** to inquire about the $10,000.00 especially after COVID-19 hit. Each time I contacted her she would say she'd "check on it and get back to me" and then I would never hear anything from her again. Finally, a couple weeks ago, after persistance on my end I was told that they would mail the payment. Then last week I received a simple email from *** informing me that the check had been sent. I then recieved a check for only $6,000.00, with absolutely no explanation as to why. So, I'm being as patient as I can, but this business owes me another $4,000.00 and they owe it now. And if you are an auto transporter, or any other company researchng their services, RUN the other way, do NOT do business with this company, they are NOT trustworthy and have zero integrity. I have no doubt their response here will include some shady explanation for their action.

Liberty dispatched a $4,000.00 check to the complainant when Liberty’s president became apprised (via
this Revdex.com complaint) of our shortcoming in handling his account. The complainant has acknowledged the
financial satisfaction of his claim. A delay in the return of trust funds after cancellation of the BMC-85
Trust Fund Agreement is common in the industry and is necessitated by the frequent delay in receiving
claims against Trustor/Brokers. However, that aside, Liberty failed to heed the complainant’s signals of
dissatisfaction while he was our client. Moreover, we imposed processes on this complainant that were
wholly unnecessary under his circumstances, and we needlessly caused the loss of a customer that
should have been valued. Then, for nearly a year, we didn’t even realize that he had already left us. The
complainant had been a long-standing client of ours for over a decade, so we are sure that such a
sudden and thorough (yet unintended) mishandling of his needs was also quite insulting. Liberty
deserved this Revdex.com complaint. And the complainant deserves an apology from Liberty.
It is also a fact that Liberty has many hundreds of satisfied BMC-85clients who have never had reason
to complain. They have not “RUN” the other way. In fact, they are very happy that they ran Liberty’s
way. And, in the competitive climate for BMC-85 Trust Fund Agreements, Liberty, an innovator in the
transportation industry for over 14 years, has a very high rate of repeat customers – because of our
integrity and our trustworthiness.
Every business is going to commit a customer service fumble once in a while. The best commit very few;
but, never none. Liberty is proud that, unlike some BMC-85 Trustees, we are nimble enough to learn
from mistakes and make corrections in our operations to avoid making the same one twice. Liberty’s
BMC-85 customer base continues to grow because we still care to change, care to correct, care to
apologize. So, to the complainant – we blew it, and we are sorry for the way we treated you and for the
way we failed to treat you. We offer our sincere apology to you and hope that you will accept it.
Liberty is a BMC-85 Trustee who, by issuing BMC-85 Trusts, ensures the financial responsibility demanded of
transportation brokers in 49 USC § 13906(b). To be clear, Liberty does not issue transportation broker bonds, it is
not a "bond' or an insurance company.

I have reviewed the response made by the business in reference to complaint ID, and find that this resolution is satisfactory to me. I'm disappointed that it took a Revdex.com complaint to get their attention, and also that their president never attempted to contact me or apologize directly, so their pitch about how much they care about their customers falls flat, but they did (finally) return my full 10k so let's move on.

Liberty National did not send our company a notarized and signed contract. They have requested we send them the original contract we signed so they can make it official and have threatened to cancel our authority. They also offered to send a blank copy of the contract to have notarized and signed again. A contract that is dated for today, will not cover any claims made in the past 8 months...

Liberty told me the contract is active and they would have to cover the claims. I asked them what is the problem if we are covered for any claims made against us? They said they just like to have the original contract in hand.

I requested a refund of the premium I paid for my BMC-85. The rep had no idea I paid, when I paid, or how much I paid. Then threatened to cancel my authority if they do not receive the original contract in 10 days. You can cancel my authority when I receive my premium back for the service that I could not call on for claim resolution if we needed it due to no legally binding contract holding you accountable to cover said claims.

We reached out to the customer and there is no dispute. We are waiting for the customer to mail the originals so that we can sign our portion and mail them back. As of today we have still not received the originals, we will contact the customer AGAIN and request the same. Thank you for your time in this matter.

Insurance claim made against a policy holder, no response. Load was completed in June 2018, when you call the number on file it keeps saying we are closed, if you enter the Manger's or President's last name it says you are being transferred to their voicemail. You cannot get an update because no one responds to faxes, emails, voicemails nothing. As a driver when one payment is missed it can threaten the future of a small business and these bonds are suppose to be our protection for non-payments, but again these two loads were completed in June and it is now the end of December and we have not received any feedback on our claim. The insured has stated that he also has a claim in but that he pays them monthly and cannot reach anyone regarding his claim either.

I do not know what can be done about the carriers, it begins with the Broker, but once a decision is made to file a claim it becomes the insurance company's issue, and they just drag their feet. Everything on their website is contradictory, on one page it says "We support or customers, and investigate every claim to protect them from getting scammed" and the next page says "We understand truckers and their need to help the economy and to move freight, and know how important it is for you to be paid"......nothing is further from the truth.

This complaint is another perfect example of how the extreme negativity of the Revdex.com towards us via its conspicuous “pattern of complaints” banner causes a PILE-ON of grievances by a few stressed claimants - out of the many thousands of satisfied customers we help every year. The Revdex.com stirs assumptions that we treat customers poorly and that another try at direct communication with us is futile in comparison with teaming with the Revdex.com to resolve a “problem” that may not actually exist. Our brokers and the truckers out there who have an understanding for their own power will always gain greater satisfaction and understanding by trying, just once more, to reach out to us themselves. Will we always give them the answer they want to hear? No, because our ability to satisfy every frazzled and justifiably irritated complainant who has been stretched thin by the trucker economy is limited by law and contract. However, we are in this trucking industry together, and if we can offer other assistance, such as identifying other helpful resources, we are happy to do that for the good of the industry.

Liberty National Financial Corp. is a BMC-85 Trustee. Liberty is not a surety and does not sell bonds. Neither do we hold ourselves out as selling bonds or insurance products. Liberty has been in continuous operation for 12 years supporting transportation brokers, and keeping truckers paid and on the road when the brokers are unable to pay. Our telephones are not now and have never been disconnected. Our business hours, as advertised on our website, are from 9-5 CST. During these hours, every call is answered personally, or the caller may leave a voice mail that is promptly returned. Only after these hours does our phone system automatically switch the greeting to announce that we are closed; yet, the missed calls are logged 24 hours per day. The log for the last 60 days prior to this complaint shows zero telephone calls from complainant’s known number. If she called from a number unknown to us, she did not leave a voicemail. Today, in order to further enhance our customers’ satisfaction, we are double-checking our phone system software settings to assure that customers have the option of leaving voicemails while we are closed – to be answered the next business day.

That said, it’s easy to understand that the complainant was frustrated – having been trying to collect directly from the broker for six months or so. However, please note that the complainant never made her claim against our BMC-85 trust fund until December 10, 2018. Then, a mere 11 days later, Fri, Dec 21, 2018 at 11:47 AM the complainant sent Liberty an email inquiry. We responded on Fri, Dec 21, 2018 at 12:57 PM – a mere hour and ten minutes later – stating that her claim was being processed. The complainant filed her Revdex.com complaint the same day stating that Liberty doesn’t respond to anything. This is simply untrue. Now, it will not make matters any better with the complainant for her to be informed that Liberty is prohibited from paying her claim against this broker; but that does not in any way contradict our empathy for the complainant or other truckers.

Liberty does not dispute complainant’s claim against, or her right to sue and recover from the broker. However, Liberty, as a BMC-85 Trustee, is contractually and clearly statutorily restricted to paying only claims arising from the transportation of certain types of freight that fall under the jurisdiction of the US Department of Transportation (USDOT). It cannot disburse trust funds otherwise. Where the financial responsibility of transportation brokers are concerned, Title 49 USC Sec. 13501(1) limits the jurisdiction of the US Secretary of Transportation to loads that cross state lines (interstate transportation). Likewise, Liberty’s authority to disburse BMC-85 trust funds is limited, by Title 49 USC Sec. 13906(b)(2), to those claims for loads that cross state lines (interstate transportation). Liberty has no discretion in this matter. The load for which complainant is claiming payment never crossed the California state line, so Liberty cannot settle this matter from the BMC-85 trust funds. We are very sorry about this.

We are also very sorry that, once again, the Revdex.com has merely agitated an already unfavorable situation for its complainant, not adding an ounce of leverage to her cause – only adding to her frustration.

We filed a claim with Liberty National Financial Corp against there client C-Tran. Filled out there Claim Form and was told that they have a $75,000 bond and that we were one of the first to put a claim in and that we would see a check in later November or early December. We have not seen a check in the amount of $5,300.00. I called the company today and it says that the phone number has been disconnected. We were promised the money for hauling vehicles for C-Tran. Please help us in this matter.

The log for the last 60 days priorto their complaint shows only one telephone call with the complainant *** AutoTransport – that was from Liberty to them!

Keep in mind that when we are googled, the Revdex.com website appears above our officialsite. The extreme negativity of the Revdex.com towards Liberty causes a few stressedclaimants, of the many thousands of satisfied customers we help every year, to assumethat we treat customers poorly and that a Revdex.com complaint will get their claim movingfaster. However, many who initially buy into the notion that the Revdex.com embodies truth &power find that “customer” power and knowledge is better advanced by trying, just oncemore, to reach out to us themselves. In this instance, through recent telephone callswith *** (via complainant’s cell phone), Liberty has determined that the problemwas with ***’s business landline and/or network switching – not Liberty’s phones.The complaint therefore, was based upon a total misunderstanding and, we suspect,fueled by fears charged by the negativity of Revdex.com’s website.

*** filed a claim with us against broker C-Tran on July 9, 2018. Since then,*** and Liberty have had ongoing email communications about this claim. Whenthe claim was originally filed, C-Tran was still an active broker and Liberty wasfacilitating a direct payment from C-Tran to ***, and C-Tran (not Liberty) promisedto issue a check to ***. C-Tran then failed financially. Its broker authority wascancelled on 10/5/2018. By federal statute, after a broker’s financial failure, Liberty isrequired to advertise for claims against C-Tran for 60 days after cancellation, then payall claims within 30 more days (1/3/2019). This can be a monstrous process, but nowthrough direct communication with *** they should be confident that their claim willbe paid in a timely fashion and that Liberty’s heart is, truly, with the truckers.

We filed against a brokers bond through Liberty National Financial Corp due to them not paying us. The claim was files 4/18/18 and we have emails stating everything has been received. Well now we have been calling and emailing these people for an update on our payment and they DO NOT respond. It is the same issue many before me have complained about. Our claim number is *** and it has been way past the amount of time legally required for us to receive payment for insured and yet they still ignore ALL calls and emails.

The financial failure of transportation broker Cradle to Grave left money owing to truckers including the claimant. And, it is not the only broker whose financial messes we are cleaning up for the truckers. At any given time, we are dealing with multiple broker financial failures involving six figures. It often takes more time than we like – more time than the truckers like.

Liberty sees, both, our brokers and the claimant truckers as our customers. To better serve them all, we have hired two additional employees in 2018. As a result, claims are being processed faster.Liberty also knows that most transportation brokers desire to do right by the truckers who deliver their loads. Liberty understands that a broker is not “financially failed” merely because claims come in. In these situations, Liberty is eager to work with their brokers who want to resolve, and are capable of resolving, trucker claims without having their broker authority canceled. In any given month, Liberty’s customer service might assist its brokers in resolving $100,000 in trucker’s claims so that the broker can pay the hauler and everybody can keep on truckin’. This takes a little extra time, but Liberty believes that it benefits all of the players, thus improving the health of the transportation industry as a whole.

Please know that we deal with trucker claims from all over the nation. Liberty is located in the central time zone and our hours are from 9am to 5pm. We are happy to assist and provide updates to claimants. When all of our customer support personnel are already on calls, or during non-operating hours, every customer is given the opportunity to leave a voicemail. We return all calls, but it is vitally important that the customer leave a message so that we can return his or her call.

On one day this last September, the claimant called Liberty multiple times – all after hours in the central time zone. The claimant never gave sufficient information that would allow us to understand the nature of, or to return, his call; but, we do understand that truckers are often limited by many factors in their opportunities to handle business by telephone. Since that time, we have had multiple telephone conversations with the claimant and we believe that the matter is happily resolved now.

I have worked with Liberty National Financial for more than 5 years. As a small company I have had many ups and downs at my company but thanks to their superb customer service and guidance have always gotten my carriers taken care of. Liberty helps us when things fall thru the cracks. The drivers need to understand that filing a bond claim should be something done at last resort and many times the drivers would have been paid if they just followed directions such as uploading invoices on Central. I feel Liberty is very fair with both the brokers and carriers. They make us accountable for payment but also protect us from false claims. I would highly recommend them.

Liberty National Financial as been instrumental in making my business accountable and protected. This company has always been transparent with me and I know what is expected of me. When bills have mistakenly fallen thru the cracks from drivers they gently tell me get this taken care of to make sure the drivers are also protected. I want to note that many drivers make claims and then often realize they never needed to and just needed to give the broker what they asked for which is a signed bill of lading and upload an invoice and things get taken care of. This is really what causes the delays that people write about.Some of the drivers simply don't follow directions. I worked with Liberty National Financial more than 5 years now and worked at many other auto transport companies who also used them and never ever had a problem. What I appreciate the most is that they always have worked with both me and the drivers to mediate and find solutions. Also, they have always been acomodating to create payment plans that work within my budget.

I send this company emails almost everyday and they will not answer my emails they said I would get paid at the end of the month July never received nothing now they wont even answer me I got the letter that says they are responsible for paying me but they put wrong amount on my sheet it was less I asked them to correct it they said they would correct it but didn't send me the updated form nor do they answer my emails soon I will file a complaint if they don't answer me I had to resend them the original claim so they could see it was more

Filed a freight bond claim in Oct/2017. In December when I checked on the status they said it was processing. In January they told me they couldn't find any claim filed by us. I've sent them the certified mail receipt as proof that they did receive my claim by mail back in Oct and told the, that they also confirmed back in Dec that they had it.Either way, we had to re-submit the claim. Benn going back and forth since, trying to obtain status, and the final response was in March that our company was on the list for payout at the end of June. Have not received payment still, getting voicemail when I try calling them and they won't reply to my emailed status requests either. Very poor handling from this company. I have never received anything mailed from them thru all this time, like a letter with the prorated amounts and other stuff. Have dealt with claims in the past with other companies and have always received a lot of mailed notifications about the status, final amounts and name of all the claimants etc. Not one single piece of mail from Liberty National.

I paid in full my 10,000.00 broker bond and filled out there stupid form and faxed it back to refund my money and they wont give it back. They are horrible to deal with on the phone. This has gone on way too long and now I see all the others who have had bad dealings with them. I chose not to obtain the bmc 84 and close my business. I was more than faithfull to make every payment to these people and pay off my bond. Ive had no claims and nothing negative against my bond. I just want the money back. Why does it seem so hard to deal with these people?

We are sorry to read that the customer is upset about not receiving their refund. Cancellation procedures have to be followed to receive the funds. The cancellation form clearly states that the cancellation form has to be filled out and the original BMC 85(issued by DOT) has to be mailed to us to complete the cancellation requests. Liberty never received their cancellation form mailed to our office. According to the customers complaint, it was faxed. There was no fax nor a telephone call from the customer as per our fax and call log. We will be more than happy to assist the customer with all the cancellation procedures to receive their funds. *** please contact our office to complete the cancellation request. Thank you

Interstate Express submitted the claim on 01/12/2018, a letter was mailed to the carriers mailing address PO BOX *** NORTH HIGHLANDS CA ***. On April 10th 2018, Interstate communicated via email about the status of the claim and they were asked if they received our letter that was mailed. The response was that they never received the letter, immediately a letter was emailed. Attached is the letter that was sent to Interstate. The commodity hauled was Mangoes and Navel Oranges which is not in the USDOT’s jurisdiction, as whole oranges and mangoes are exempt “ agricultural commodities” pursuant to Public Law 104-88 — December 29, 1995, 49 U.S.C. § 135069(a)(6)(B). We will be more than happy to explain to the trucking company as well about the US Department of Transportation jurisdiction. Thank you

I am rejecting this response because:This is not agreement between you and your insured and what you sending us is just a basic information from FMCSA or the Internet. If you can't provide copy of agreement and disclosures between you and your insured, Please pay Interstate Express Inc, unpaid balance within 15 days.As per Department of Insurance, you are liable for any and all claims causing by your insured and per your agreement between you an your insured. IF there are any thing or any product excluded from the customer policy, you should have documented this and have signed by your insured. At this time you sending us just basic and general info and not the contact between you and your insured. Please pay owed amount to Interstate Express Inc within 15 days

Filed a claim with this bond against broker *** Transport on 10.28.16. As of 04/06/18 the Liberty National Financial Corp has not paid us on it. We've made numerous e-mail requests (all documented) and phone calls and a constantly being lied to. The past 2 months the Liberty National Financial Corp. has completely ignored our communication efforts. We are looking into filing a complaint with the governing body of this bond.
