In the complaint, the complainant indicated that he had been attending Liberty University for multiple years and had more than one instance in which he was initially told he would not have to pay any amount out-of-pocket, only to later be advised that there was a balance that he owed the University
The complainant suggested that he tried to make his case, but he was advised that it was not the University’s fault Moreover, the complainant stated that, when his employer offered Corporate Tuition Assistance for the spring semester, he was advised of all the charges on his student account yet he was later charged an additional $which they were advised they were required to pay, resulting in a $outstanding balance The complainant has asked Liberty University to cover the $outstanding balanceDue to privacy laws that protect current and former student education records from unauthorized disclosure, Liberty University (“Liberty”) is regrettably unable to provide a meaningful response to the complainant’s complaint to the Revdex.com (“Revdex.com”), dated June 27, 2017. However, I would be glad to provide some general information about Liberty’s relevant policies that the complainant may find helpful in his situation, based on the information he provided in the complaint. Liberty policy does not permit individuals who have an outstanding balance to enroll in courses until the balance has been paid-in-full This policy applies equally to all individuals without exception. Corporate tuition assistance is processed in a way dictated by the employerSometimes corporate tuition assistance amounts originally projected are adjusted if something related to the students charges, financial aid award, or employer agreements changeThis can cause a balance, such as a $200.00, which may not be not originally reflected on the bill but reflects once the corporate tuition assistance amounts are adjustedIn the future, if he would like more information related to corporate tuition assistance, the student is encouraged to review the Process for Outside Scholarships and External Aid found at the following link: ***If a student is unable to pay his outstanding balance in full, he is encouraged to work with Liberty’s Student Accounts OfficeThe Student Accounts Office is willing to offer alternative solutions, such as payment plan options, to help enable the student to find a repayment option that meets his financial needs He may reach the Student Accounts Office by phone at *** *** I trust this response sufficiently addresses the complainant’s concerns and hopefully presents him with a path for continuing his education at Liberty University I encourage him to contact me if there are additional questions or concerns, or if I can be of further assistance Responding in more detail may require the complainant to execute a waiver to allow Liberty to share information found in his education records

We are in receipt of your notice dated October 27,
regarding the complaint ID referred to aboveIn the complaint, the
student states they have been trying to resolve a billing and grading dispute
since July The complainant is also disputing Liberty’s record of the last
date of
attendance and states documents requested regarding the last date of
attendance have not been provided
Liberty records show the student was accepted to
the University’s online program on June 3, 2013, in pursuit of a Bachelor of
Science in AccountingThe complainant enrolled in two courses, *** *** and *** ***, in the summer semester with a course start date of June 23,
Liberty University’s Attendance Policy states that
students who attend their course(s) but eventually cease making submissions to
their online course(s) or cease communicating with their professor(s) regarding
course(s) for a period of consecutive days or longer, and do not request a
withdrawal, will be assigned a grade of FN for the courses(s)If a student
receives a FN (Failure for Non-Attendance) in a term, they are subject to the
Unofficial Withdrawal procedure that includes a reduction and/or return of all
Financial AidStudents are fully responsible for all resulting charges on the
accountStudents are provided this policy notification one week prior to the
start date of each course
The summer course dates were for the complainant
was June 23, to August 15, The recorded last date of attendance for *** *** was July 20, and *** *** was July 13, 2014, each exceeded
days of non-attendanceAs a result, a grade of FN was issued on both courses
and the Unofficial Withdrawal process was completed. As a result, the unearned portion of aid,
$1,in Federal Stafford Subsidized loan, was returned to the Department of
Education
It is important to note the student contacted the
Student Advocate Office regarding this issue and a response was provided on
October 2, Upon review of information, email correspondence between the
student, professor and the Registrar office, the Advocate was able to verify it
was beyond the deadline date to submit a grade appealGrade appeals must be
submitted within days from the course end date, which would have been
September 15, Additional course submission through a secondary resource
was also reviewed and it has been determined the FN is still validThe student
went from the last submission though Blackboard on July 13, to submission
through the secondary source on August 11, 2014, this still exceeded
consecutive days of no activityResults of the review were conveyed to the
student on October 3,
In regard to the complainant’s claim that the grade
of FN is incorrect, Liberty has researched the attendance records and course
submissions, through Blackboard and the secondary source, to determine if the
grade of FN is correctIt has been determined the FN is valid and will hold

I have all the emails and screen shots of the information you have asked for, but like I stated multiple times I have nowhere to send it. I will gladly show proof. As for the email you state that you sent on the 3rd of June it clearly states I have no place to send said information to. The only place it told me to send my stuff to was the appeals office which I have tried and still have not been able to upload my documents. They are too large in size and I cannot compress them any further. I did ask for an email address and you would not provide one as clearly stated in that email.I took the sample course online and it was more advanced than the courses I took in the Master's of Education. Liberty had used the term Virtual Classroom on their website on the page where you apply. Sadly, you have have taken it down so the Revdex.com cannot see it and replaced it with Distance Learning Degrees. I am happy that the future applicants will not be fooled by that terminology! I did not record my conversations with Liberty that I had over the phone. However, I did have them and I do have the phone records to prove that I called or Liberty called. I was told by *** *** that if learning was to occur it needed to happen through *** and my own studies not those provided by Liberty University. I have the email *** sent me. How could I have email from her if the call supposedly never happened based on what you are saying? I am sad that you cannot be honest in this dealing. However, I assume that $1,means more to Liberty than its integrity! Never in all my educational dealings have I been openly lied to and deceived. If I end up paying the $so be it, but at least I was honest, christian, and upfront in my dealings with Liberty University!

When reporting enrollment levels, we do not combine
enrollments across terms. Also, we are not required to combine
enrollments across terms, and we are not required to institute a new policyWe
did not promise this student that we would report a combined enrollment for the
purpose of
defermentAfter researching, we are acting consistent with our
previous practices and according to our own internal policies and
protocols. Even though this student was not misinformed, we should
increase the visibility of our practices regarding enrollment reporting.
We will be adding additional text to multiple webpages disclosing our existing
policy and practiceIn an effort to assist the student, we have offered a free course for her next term of enrollment to help the student recoup any financial strain she was placed in as a result of having to begin repayment on her loans

The information that the student was given in regards to the removal of the promotional discount was unfortunately incorrectWhile the discount was applied in error for the summer semester, the reason was due to an incorrect code being used to flag the student instead of an action taken by him
to re-complete financial check-inA cursory review of the student's account activity could lead someone to believe that those actions led to the removal of the discount as there was coincidental evidence that this may have taken placeAfter reviewing the students file further, the root of the problem was revealedThe student will be receiving the discount for the summer semester and he should see this reflected on his account within the next few business days

Upon thorough review of the student’s situation, the
university verified per our records that on several occasions the student was
advised that they would not be eligible for financial aid towards their undergraduate
courses, as well as stating they would pay out of pocket for the
undergraduate
courses.
The student’s loans were removed from their account on July
15, 2016, when it was noted that the student was not enrolled at least
half-time in aid-eligible coursesNeither the student’s GEOG nor EDUC courses
were eligible for financial aid during the summer semesterThe GEOG
is an undergraduate content competency course, and undergraduate content
competencies do not count as financial aid-eligible courses at the graduate
levelThe student was advised on 4/1/that Content Competencies were not
aid-eligible and would need credit hours in graduate level degree seeking
courses.
In addition, the student’s account shows that the student
had already taken Education during the summer and fall semesters
and achieved a grade of ‘C’On 4/1/16, the student was advised that financial
aid was dropped off of their student account since they had taken EDUC the
maximum amount of times, in order to be eligible for financial aid. Per the Financial Aid Repeat Coursework
Policy (which you can view via this link: ***
a student can only retake a course they have already passed one time while
still retaining financial aid eligibilitySince the student was retaking
Education for the second time this semester, it is not aid-eligible. Since these courses are not financial
aid-eligible, the student was not listed as attending the minimum required or
more financial aid-eligible credit hours for the summer semester that
would have enabled the student to receive student loans
On 5/15/16, the student was dropped from EDUC 554, GEOG 200,
MATH and EDUC for not completing Financial Check-In. The student was also advised that EDUC is
the only course the student could take, as the other courses with a grade of C
were repeated multiple times and financial aid may not pay for them. Also, on the same date, the student was
advised they would need to pay out of pocket for undergraduate courses if the
student does not have credit hours in the Graduate program. The student was advised to contact Financial
Aid regarding which courses would be eligible.
Prior to submitting a formal complaint with the university,
the student had four conversations with Academic Advising during the timeframe
of 4/1/to 5/20/regarding their financial aid eligibility for the summer
semester.
According to University records, the student was advised
that neither Geography nor Education would count toward financial aid
eligibilityOn April 1, 2016, the student’s Academic Advisor sent the student
an e-mail that stated, “In order to qualify for financial aid, you need to take
a minimum of credit hours found on your Degree Completion Plan in a given
semesterContent competency courses are not on your Degree Completion Plan,
and so do not contribute towards that numberTypically, students will take
courses from their Degree Completion Plan (credit hours) along with several
content competency courses, and the excess financial aid funds pay for the
content competency classes.” This applies to all content competency courses,
including Geography The student’s account indicates that the student
received an additional e-mail the same day that explained this content
competency policy in a similar fashionIn addition, on the same date, the
student’s Advisor sent an e-mail to the student that indicated “you have
already taken Education the maximum amount of times for it to qualify for
financial aid”At that time, the student was advised to take a different
course, to enable them to receive financial aid
On 5/20/16, the student emailed Academic Advising stating, “Good
morning, I was registered for economics and I am already teaching it at *** *** *** Also the only way I can take the undergrad courses is if I take
the grad coursesWhich I can't because I have taken them all twice except for
which I cannot take in the second summerI was thinking that I would take
again and payThen take reminder of content courses at another
institutionI can't afford to take them at Liberty.” In an additional email the student stated, “Good
morning, Can you take off math and add 521? I will pay out of pocket to
take it overThank you.” The Advisor
replied, “Hi ***, I have dropped MATH for you, and added EDUC in the
D termYou are also currently registered for GEOG in the D termYour
Financial Chedeadline for that term is June 27…” The student also understood that the student
completed all the courses twice, except for EDUC and would not be eligible
for financial aid towards repeating the courses. Therefore, the student was aware of their
financial aid ineligibility prior to beginning the courses on 7/4/16.
The student is requesting to have the current balance on
their student account rolled over and covered by financial aid for the next
term of enrollment; however, the student was advised on 11/2/that they would
need to pay for a substantial portion of the balance prior to being able to register
for a future semester. To date, the
student has not yet paid the established amount to meet the requirements necessary to carry
over the balanceDue to this already being offered as a resolution to the student no further action will be taken to resolve this

Liberty University still continues to dance around the fact that I DID NOT ask to be taken out of my current classes that I am currently enrolled in and refuse to apologize which saddens meI specifically stated in email that I DID NOT want to be taken out of my classes per first sentence of my emailMy verbatim email is as follows to the advisor: "I'm afraid that I can not attend Liberty University after this current termI am only working part time and doing school and I get these loans to help with supplies, books, and help with the extras so I can continue in my studiesI cant keep going through getting loans which the loans are being added to the classes. The loans I am currently receiving are paying for classes and I cant afford that anymorePlease withdraw me from my my classes as I will be enrolling in another school." I absolutely stated I will be enrolling in another school but clearly stated in the beginning AFTER THIS CURRENT TERMI also spoke with the advisor for hour stating that I wanted to continue the classes I am currently in after sending the email. The email was not read and/or process correctly, and it really shows the integrity of the school by not simply apologizing for their mistakesSecondly, the student account advisor that I spoke to was very RUDE and spoke to me as if my concerns weren't important and I was simply a poor girl looking to abuse loan moneyThe money might have been disbursed on time, but the money I was suppose to receive was pushed back because of an error made by Liberty University, and I was treated like pure DIRT in the processThe time frame given to me was to hours a supervisor in that department would return my call, the message from the supervisor left on my phone was a week later I put the request inAs I stated before, once this college gets your money, they could careless about you until its time to register againIf the executives feel otherwise? They should re-hire a better representation teamTo add, the waiver for the application fee was not addressedWhy was I charge for something advertised as free as I registered in the timely matter advertised? *** ***-***

After reviewing LUO response I have come to the conclusion that no matter what the students will always have to go an extra mile to prove themselves. Since of July I have been questioning the submission of the grade that was submitted for me before the end of the summer termThe information that was given to me was in accurate and the information concerning a grade dispute wasn't mention until after the deadline for the grade submissionThis information should be noted in the students records. Yes I understand the Attendance Policy concerning the FN, but I don't think it is accurate. I contacted *** today and was told that the instructor have the authority to manipulate the report if needed toThe only thing that can be done to verify the actually dates of attendance is to asked the instructed to adjust the end date. Im requesting to gain access to *** to verify that the report that instructor generate is correctTo gain access the instructor have to adjust the end date so I can access the attendance records. P.SJust seem strange that certain assignment that I worked on and submitted was not on the report. I dont mind taking care of the balance and moving forward, but I need proof that what the instructor provided is accurate. Thanks in advance!

They can say that they explained the appeal process and what I was told that it would likely take care of the balance because of the circumstances. I think it is ridiculous that checklist is considered an assignment and no where did I see that it was explained and that was the only thing I completed. When I talked to them about the withdraw I was told that the balance could be possibly be taken care of. Another thing that is frustrating is one individual will say one thing when you call and then someone else will say another thing. I talked to at least 20 different people about this issue and each time someone says something else. I don't remember this being reviewed sign me at financial check in and if it was I might of re thought about this. This seems like a standard message from them. I was hesitate to return to college with circumstances going on and if I would of heard this then I would of questioned it. This is not my first experience with college. I do know I was rushed through financial check in and didn't have the time to read things and all this was done on the phone. I was only instructed buttons to click. I didn't receive any information to read. So the first time I heard about this was when I needed to withdraw because of the circumstances. Still do not understand why the credit was issued then when I explained that I had no interest in returning.

Another review of the student's initial complaint and Revdex.com complaint have been completed and no new information has been uncovered. Before each quiz
or exam begins, there is a statement which reads, “Should you encounter any
technical problems during the quiz (exam), please contact our Technical Support
team via the Services/Support option of the course menu, and then send an email
to your instructor”.  In the initial complaint the student did not provide the email as supporting documentation to their complaint. Even further, under the “Additional Materials for Learning” for each
course, it is noted the student will need (1) Computer with basic audio/video
output equipment and (2) Internet access (broadband recommended). While
computer glitches do happen, there doesn’t seem to be any follow up or
documentation on the student’s behalf to seek a reset or note the problem until much later in the term after all appeal windows had closed. If the student has supporting email documentation showing that they contacted the professor regarding the technological issue within an acceptable timeframe (hours) of completing the exam, we will review the case further. Emails sent to the professor more than 24 hours after the problem existed would not be deemed appropriate as the student should contact the professor immediately after experiencing an issue; not days after the event. The submission of such supporting documentation should be sent to [redacted]. The additional review does not necessarily indicate an approval of the student's appeal.

Upon thorough review of the student’s situation, we were able to verify that in accordance with the university’s Unofficial Withdrawal policy, the student stopped participating in the Strategies for Applied College Learning course.  The CLST 105 (Strategies for the Application of College...

Learning Strategies) course began on 5/16/16 and ended on 7/08/16 and our records indicate that the student stopped participating on 5/31/16, therefore, the student was assigned a final grade of FN, which is Failure for Non-attendance.  Per the Withdrawal Policy, “When a student is inactive in a course for 21 consecutive days, they are unofficially withdrawn and receive a grade of FN.  Students who unofficially withdrawal as outlined in the Withdrawal Policy will be charged for full tuition and fees as it applies and will be responsible for any outstanding balance on his or her account.” The student began two additional courses on 5/16/16, as well.  The student was advised about reaching the 21 days of inactivity within the CLST 105 during a telephone conversation, for which the Academic Advisor reached out to the student on 6/28/16.  After being advised of this information the student stated they would log into Blackboard and complete their work.  The grade of FN was posted for the CLST 105 course on 7/12/16.  The student received grades of F in the remaining two courses.  Before submitting a formal complaint, the student had approximately nine telephone conversations with various departments during the timeframe of 7/20/16 to 8/22/16 regarding their financial status with the university, but none in regards to withdrawing from their courses.  The student sent an email on 8/25/16 and had a telephone call with a supervisor on 8/26/16 regarding having to pay for courses that they did not receive a grade for.  The Student Advocate Office contacted the student on 8/25/16 in regards to their concerns and requested supporting documentation.  In the meantime, the student had submitted two Student Complaint forms on 8/22/16 for CLST 105, in which they received the Failure for Non-attendance grade, and the INFT 101 course, in which they received a grade of F.  The student submitted the documentation 8/26/16; however, it did not meet the office’s criteria for approval and notified the student by telephone on 8/26/16 and advised the student that they were able to re-submit additional documentation to include the original medical documentation or a letter with a wet signature from the physician.  The student submitted the same documentation on 8/26/16 that they originally submitted.  The student’s appeals were denied on 8/29/16 and the student has the opportunity to re-appeal within five business days with new supporting documentation.

Per university policy, if a student withdraws from a
course during weeks 1-2, they are responsible for 25% of the tuition for said
course. Before this student was
withdrawn, it was confirmed that they did attend the course by submitting at
least one assignment. Since the student
withdrew during...

week 1, she was accurately charged 25% of tuition in accordance
with published university policy. After the student withdrew from her course in
summer of 2010, she submitted medical documentation in order to appeal for a
tuition credit, due to the medical issues she was experiencing at the
time.  Upon review of the documentation,
it was confirmed that the condition pre-dated the student matriculating into
the course in question. Therefore, the
student willingly chose to begin the course with full knowledge of her current
medical condition.   In follow up
communication, the student was offered the opportunity to re-appeal with
documentation that confirmed the condition unexpectedly worsened after the
start of the course.  To date, the student
has provided no such documentation.  As a
result, the appeal was denied.
The student has recently been offered a future tuition
credit from our Student Accounts Office. 
This was offered as a courtesy and the student is not entitled to
receive these funds in the form of a refund due to the offer being presented as
a future discount. Should the student
choose not to attend the university, this offer will be become invalid on 12/31/16.

I contacted both professors immediately within days of the date of final exam in question. Second this is not an issue of submitted work as all of my work until the day if the final was submitted with nothing less than a B for a grade. I went into the final with a low B.  I have a series of emails beginning the following week, directly too the instructor, followed by the request to advising. the final landed on independence day causing shortcomings in response times. These emails can be provided in their entirety.  As to the claim that all grades were posted and could not be changed on July 4, July 4 it's the date of the FINAL EXAM in question. If the semester ends the day of the final exam what is the policy for requesting retake?  This is what I requested. A retake due to technical issues, not a performance issue, a technical issue.
