Review: I received a defective item and because the website states no returns on Halloween items, the owner said she will do NOTHING for me.

On October 28, 2014, I ordered a Halloween costume that uses batteries and lights up. The item was called the Dreamgirl "Burn Baby Burn" Light Up Costume, sku number 10227/8214. I paid for the item in the amount of $68.44 to include tax and paid for overnight shipping for $29.76, item to arrive October 29, 2014. I ordered through Paypal. I was to wear the item Wednesday, October 29th for an event. The item did not get to my address until 5pm on Friday October 31st. I ended up wearing someone else's costume from a previous year. I opened the box the same day to see if all items were included but did nothing further. I contacted the owner and let her know several times by email and by phone, none of which were answered. I was very upset that my item did not arrive in 1 day, but I paid for this service. The owner never returned my calls, but finally refunded $24.76 on November 6th, clearly a week later. During this time, I tried on the outfit just to see how it looked. After all, I could just wear it the following year, but found out that it did not light up as stated. There are batteries included so I went out and bought new batteries thinking this would solve the problem. I then found out that the batteries were not he problem but there was a problem, possibly, with the wiring. As you can imagine, I am even more frustrated with this business at this point. I then emailed the owner once more and let her know of this defect. Her exact words in an email were "I'm sure you wore the costume as Halloween was a week ago and based on your previous responses I'm sure you would have sent an email on the day you got it, but instead, the only thing you mentioned was the problem with freight. Also, the costume would have been wearable without the battery. Our website clearly states that Halloween Costumes are not eligible for return and you were required to agree to the terms of the policy prior to placing your order. I am not obligated in any way to "do something" for you and based on the way you have treated me, I will NOT be doing for you." She also stated if I contact her again, she will consider it harrassment. Again, I have no problem with returns, but her website does not say anything about defective merchandise. With any business, defective merchandise IS and WILL BE taken back no matter what the policy is. A defective product has nothing to do with the customer, but the business is at fault. I let her know I would be taking further steps with this since she has taken my money and provided defective merchandise. I consider this fraud and I need something done. I am very upset/frustrated about this as I feel like a business owner should stand behind their products and if a product is defective do something about it, not call the customer and liar and say she is not willing to do ANYTHING. I have never had a business treat me this way or do anything of this sort. This is unacceptable.Desired Settlement: I would ask for a replacement, but I do not wish to do business with this owner or her business. Her business practices are faulty and she is conniving. I feel she is running a fraudulent business and I do not trust her. I am asking to return the item and receive a full refund.
