A1 Services has been out to the unit many times.  The old roof was recently replaced.  We have stopped all the known roof leaks at this point.  There is a present leak on her patio that is not a roofing leak.  I submitted a bid to repair the leak over her patio to the HOA....

 The HOA determined the leak was caused by the owner and did not approve repair since the leak was caused by the owner placing ceramic tile on her patio and the flashing was compromised (not a roof leak).  We are working with the ponding issues on the roof and are analyzing the framing under the roofing to determine the correct action.

I am rejecting this response because:The leaks have not been fixed. When a hard rain comes everyone in my building has leaks. After the new roof was replaced, I have had 10 days of leaking. The flat part of the roof was replaced but was not done properly, and so now everyone in my building has leaks. [redacted] said that he will put something on top of the flat part of the roofs. That would be just a band aid. The product should have been put under the new roof, not on top. Now, half of all the units are leaking. Ron's roofer what they needed but said he was going to come back to redo roofs. He has not. The water damage is not because of the tile I put on the patio-if anything, it protected water from coming in.. Before it was just an old wood deck. The tile was approved to put it on. I had called A-1 many times to look at it, but the reefer who used to work there was fired for not doing work that he said he was doing, and never fixed the leaks for a year and a half. Every time it rained hard, I had the same leaks. Then the new roof was put on and [redacted] said he redid the flat roofs, but painted them black instead. We had to get an inspector to tell us this. Now [redacted] is denying that it is his fault-he is the one who hired this roofer who lied about fixing the roofs. A-1's insurance should cover the damage to my unit-warped walls and warped floor,and mold ? I will have the inspector tell me about all of this because [redacted] is trying to buck his responsibility. Now our board says he doesn't answer their calls and basically ignores them. Also [redacted] is doing the same thing.  Regards,

The leak currently active in this unit is on the patio section of her property.  The patio was modified by this owner or a prior owner in a manner that was not flashed correctly.  The leak is coming from this deck and not from the roof.  We submitted a bid to the board for this repair and the board determined that it WAS NOT an HOA expense or repair and would not approve the work.  The history of the roof related replacement has nothing to do with this situation.  Mixing the two in the same discussion only confuses the matter and does not resolve the leak or further resolution to this complaint.  We appreciate the fact that often owners do not understand what is happening to areas that they cannot easily see.  That is why we have taken the opportunity to meet personally and explain this leak as well as again at the HOA annual meeting.  We cannot resolve this leak without HOA board approval and this leak is not in our scope of work, on our contract, part of the insurance claim or even one that was known to exist in the past.
