Review: On September 28th we purchased a dishwasher from [redacted]'s in [redacted], MD, including delivery and installation. [redacted]'s was supposed to call and schedule the delivery in 1-2 business days. On Thursday October 2nd we called them and asked them what is going on with the delivery scheduling. I lady told us that there is a problem with the delivery. We need to buy, she said, a permit. She was not able to explain what permit we need to buy, whether parking, installation or whatever. We are sure that there is no need of any permit whatsoever. However, she kept insisting, that in order to schedule the delivery we need to pay them 79 dollars, or so. This was an ultimatum, like "you pay or we don't deliver". Any attempt to resolve the issue failed: [redacted]'s kept insisting that we need to pay "a permit". We live on [redacted] in [redacted] which separates DC from MD. We told them that we live in a house, that we have a large driveway, that even parking on the street is not prohibited. Next the lady started saying that this permit is actually a permit for them to do the installation, something like an installation permit. We talk to the manager. The person also stated that we need to pay $79 for a permit because we live in DC. We called the [redacted]'s main Customer Service and explained the issue. We cancelled the order and requested a refund. The gentleman promised that the refund will appear in our account in 4 hours. As a result of this call to the main Customer Service another person called from the local [redacted]'s in [redacted] and said that we do not need to pay any permit. However, we already have cancelled the order and expected a refund. Next morning we expected to see the refund so that we can go and buy a dishwasher from [redacted]. Instead, in the morning we discovered that not only there was no any refund, but [redacted]'s proceed and charged our account with another $438 and change. This charge was already completely not authorized: they were supposed to charge it only if the delivery was performed. As of today, October 5 2014 we still do not have the refund; neither for the original amoun that we have been charged, nor for the amount of $438 that we have been charged later

[redacted]'s of [redacted], Store 223 performed two offenses against us. First, the request to pay "a permit" was a harassment and attempt to extort additional money from a customer. For information, we already went and purchased the item from [redacted]. It was already delivered without any request for "permit". Next, our account was charged illegally after the order has been cancelled. This is in contrast with the information we received that refund must show in our account in few hours.Desired Settlement: We still have not received any refund, but hope that it will appear in the account tomorrow, Monday October 6th. In all cases, we consider the charge illegal and reserve the right to pursue legal remedies. The customer harassment for additional money and [redacted]'s failure to value the signed contract with the customer after the customer has already paid for the service is a very troublesome signal for a public company like [redacted]'s. I expect an explanation from the [redacted]'s senior executives and offer to settle the issue
