LSR Multifamily

This company used my electricity outlet and box to do re-construction on the unit next door that was burnt out on 4/14/19.
I have a picture of them using my electrical box on 8/13. The construction foreman has seen the picture and said he would reimburse me for the electricity they used. He told me yesterday (8/28/19) that my Apartment Manager said he would handle it. That has not been substantiated because my Apartment Manager told me that it would have to be covered by the construction company. I consider this theft. I am NOT responsible for providing electricity to re-construct this building following the fire. I didn't cause the fire and was not involved, other than living next door to the unit that was gutted. I've already paid the electric bill. I just want to be reimbursed for the increase in my bill.
