At the time Ms. [redacted] received services from our company, our billing was outsourced.  Upon bringing medical billing back inhouse, we performed a complete audit of our outstanding AR.  Ms. [redacted]'s account did not have a signed payment agreement in place nor was she turned over to collections by the former billing company as they had been instructed to do with failing accounts.
In an attempt to correct this oversight and mismanagment, the head of my in-house billing department called Ms. [redacted] the 2nd week of January to attempt to arrange a reasonable payment plan with a signed agreement.  She refused.
Not wanting to turn her over to collections, I personally contacted her myself on January 23rd to explain the situation and give her the opportunity to agree to and sign a payment plan.  I explained the reason for needing a signed agreement in place and my reluctance to turn her over to a collection agency.  Again she refused, stating her own payment terms and conditions.  Ms. [redacted] claims someone in my company made a payment plan deal with her.  If that were the case, there would be a signed agreement in place.  For this very dispute reason, we require signed agreements for outstanding debt.
It was after her 2nd refusal to agree to payment terms, I had no choice but to turn her account over to an agency that deals with outstanding accounts receiveable.
We were unable to accept her payment attempt on February 7th because we no longer administrate the account.  [redacted] collection agency was given the account following the January 23rd communication with Ms. [redacted].
I regret that Ms. [redacted] is angry that her account was turned over to a collection agency but she was given several opportunities to rectify the situation.
As stated earlier, we are here to provide high-quality, affordable imaging services.  Because we are vastly less expensive than the hospital for the very same radiology services, we simply can't afford to finance peoples' debt.
We provided Ms. [redacted] with the very best quality advanced imaging services at a very reasonable price.  It is not unreasonable to expect to be reimbursed in a timely manner in return.

Revdex.com:
I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I have attached the invoice to better explained six payments were made to [redacted] as agreed and I did not miss any payments once the agreement was made.  I was turned over to the collection agency after six payments and when my sister went to pay the in Feb. 2015 the 7 payment which they refused payment.  I did not know the payment was going to be refused.  I had not received anything in writing or a phone call telling me.  I received a detailed letter for the first time on March 3, 2015 besides a monthly invoice from [redacted] in the past.  it is very clear that it was because I filed a complaint.  I never received a letter regarding any other explanations regarding my insurance or my account in details.  I understand now that it was a CONTRACT write off between [redacted] and my Insurance Company. I also understand the balance.  However the invoice can be very confusing to one.  Due to it indicates the write off amount of $598.64 was under the “Payments Received” column.  One could think payment must have been paid from there insurance agency since it did not listed who made the payment.  Everyone may not know of a Contract Write Off.  I was unaware of a Contract Write Off between the two.  It was not very clear and it did not say who paid it, only it was a Payments Received.  The invoice could have indicated who paid it so that it would not be questioned or better clarified for customers such as myself.  Never the less I know now it is (contract write off, discounted etc…) that was between my insurance company and [redacted].
If I had missed 6 payments, I would think I would have been sent to the Collection Agency at that time, and not now due to non-payment or an agreement.  That would have been understandable if I was sent at that time for missing payments or an agreement.  However, now no I don't think it is fear.  My understanding is turning someone over to collection agency is because they did not make their payments as agreed.  I was never asked to sign anything.  If there were something in writing we would not perhaps be at this point.  One could only think it would have been for the best interest of everyone involved.
It was not a problem until Ms. [redacted] called me on (Jan. 2015) with questions. She asked me who made this agreement.  I told her I didn't remember the lady name but she worked in finance department.  She also asked me what is y disability and I explained.  I also indicated that if I was working and not sick my bill would have been paid off.   She indicated that my monthly payments were not enough and she had employees she had to pay.  I indicated we have an agreement and that I have not missed any payments since the agreement.  I also indicated why have you all been accepted my payments.  She just indicated that it was going to take me to long time and she had employees to pay again.  I indicated that is not right.
I may not have taken 13 years to pay back the balance but an agreement was in place due to [redacted] accepted my monthly payments.
I should not be in a Collection agency due to they agreed to the payments, and accepted them for months and I did not miss any payment upon the agreement.  They do not have to send out statement we can go paperless.  Just give me a receipt by email.  %3

Response:
Advanced Imaging services rendered to Ms. [redacted] in January of 2014 were $1,000. Of that, $598.64 was an insurance write-of - LMI did not receive any money from Ms. [redacted]'s insurance company. The balance, $401.36 was entirely her responsibility as part of her insurance plan deductible. I have had my billing department send her a copy of her insurance Explanation of Benefits so she can have proof that we have not received any payment for her service from her insurance company. Ms. [redacted] missed 6 payments in 2014. In January, our billing department identified all patients with large outstanding balances and payment problems. Ms. [redacted] was contacted twice by telephone as she met the criteria stated above. She was given the choice of signing a payment plan agreement or we would turn her account over to a collection agency ([redacted] - not Credit Bureau as she states). She refused to agree to a signed payment plan and insisted on her own version of what she believed to be a reasonable payment schedule. Her terms were undefined and she stated she would pay 'if/when she had the extra money'. She paid $30 in 2014. At this rate we would be sending statements to Ms. [redacted] for over 13 years. While [redacted] Medical Imaging is compassionate toward the financial hardship of our patients, we are not in the finance business. It is our usual practice to extend a grace period, at the most, of 4-6 months for payment of services rendered. To be able to make payments with no interest or penalties, we require the account holder to sign a payment agreement to uphold their end of the obligation. If a patient refuses to pay within that time frame, we ask they either put the balance on a credit card or we would no longer continue to use our resources to try and be paid for services rendered. As stated earlier, we attempted to resolve the matter in a friendly and reasonable manner but Ms. [redacted] was unwilling to both review the specifics of her account or agree to sign a payment plan.
