Review: [redacted], M&E, indicated that my counter top would be completed by 5/11/13. He cashed a deposit of $1700, but failed to do any of the work.

Mr. [redacted] provided a written document ("Bid Memo") at my insistence since he failed to provide an official contract. In the Bid he documented the work to be done with deadlines. The "Bid Memo" is not dated, but was completed on April 20, 2013 when I gave him a deposit of $1,700 (cancelled check). The pricing is noted in an email which I have, again at my insistence since Mr. [redacted] failed to provide a contract as is customary with other contractors that I often hire for work around my house. I had checked to see if his license was valid and it proved to be. Since he seemed to be trying to run a small business, had a valid license, and seemed knowledgeable, I wanted give him an opportunity to do the work. His license was listed on a promotional card that he gave me and appears as: HIC#XXXXXXX.

The Bid Memo indicates three jobs, one of which was to replace/purchase a laminated counter top, back splash, sink, and faucet. The bid indicated that installations would be completed on or before May 11, 2013. He received and immediately cashed a deposit check for $1,700 at TD Bank. I have a copy of the check. To date, he has completed two jobs listed on the Bid (Siding Repair: $350 and Gutters Repair $450) for $800. I am requesting a return of $900 for the jobs undone. By May 11, Mr. [redacted] did not complete the installations noted on the bid regarding the counter top.

After numerous phone calls and text messages asking about the counter top installation, Mr. [redacted] arrived at approximately 6:00 pm on May 10 with an unknown male who was to assist him in the job. This was 3 hours later than I expected him. I was concerned about beginning a job that Mr. [redacted] said would take at least 3-4 hours. The full job would have included removing the old back splash and counter, preparing/priming the walls for a back splash; and installing a new counter, sink, faucet needed to be installed. Of great concern was also the fact that his worker appeared unlicensed and uninsured. When I asked if the worker with whom Mr. [redacted] arrived with was insured and licensed, Mr. [redacted] failed to provide documentation and appeared offended, claiming that I was racially discriminating against them. Overall, I was uncomfortable about his confrontational attitude and having unlicensed workers in my home until late in the evening. Please note that of additional concern is that a counter was left on my deck on May 10, without my knowledge or authorization. The counter was left left unprotected and exposed to the sun during the entire day and appeared discolored in some areas. I indicated to Mr. [redacted] that this type of counter was not the one that we discussed since this one had a seam and that it appeared discolored. Mr. [redacted] just shrugged and made a personal comment to his assistant which seemed to be generate laughter. Upon leaving on May 10, I indicated to Mr. [redacted] that I would not permit unlicensed and uninsured workers on my property to complete the work under any circumstances.

Please note further that on the evening of May 9, 2013, I received a concerned phone call from Mr. [redacted] (XXX) XXX-XXXX, a carpenter with whom Mr. [redacted] worked with to obtain/cut the counter. Mr [redacted] indicated that the counter had been ready for some time, yet was unpaid for. Mr, [redacted] also indicated that there was general confusion about who was installing the counter top and paying for it. According the the internet, Mr. Secor's contact information is [redacted]@yahoo.com/ [redacted] Middletown, CT, XXXXXXXX/ http://[redacted]/l/XXXXXXXX/Kse-Cabinets-in-Middletown-CT. I never received a business card or documentation from Mr. Secor and cannot confirm if he is licensed and insured.

I'm seeking $900 for the unfinished work, which is the balance of the $1700 deposit and request a bank check be mailed to me at: 1 [redacted] XXXXX. I also ask that Mr. [redacted] not contact me in any way.

[redacted] and his so-called company, M&E Contractors, appears to be a fraud. Please check the CT Legislative page to see that he has a record of defrauding individuals and never shows up at Small Claims Court. Unfortunately, I got scammed, hopefully others will contact Revdex.com and not be in the same position that I am. I am pursing the Bureau of Consumer Affairs about him since he seems to have a license that is clearly used to mislead people.
