The complaint was responded to via phone:The consumer owns a property which he uses a rental property.  Under local law, he is responsible for the property's water charges if his tenants do not pay. In this situation, the consumer did not notify the city that they moved in which resulted in six...

months of non payment.  The water was not shut off because the other units on the property were still paying and the village is unable to shut off the water to just one unit.  As a result of the tenant's non payment, the village added the charges to the owner's property taxes.  The consumer's account remains open and in his name and he is responsible for the charges.

Madison Village is unable to show proof of this account. They alone have failed in the burden of proof. Mr. B[redacted] quoted there ordinances. Witch is great, but has at his own discretion assigned. The account named Nichole with no information to my account. This is not an account that has been requested by any person past or present that lives at the address. Madison Village failure is there to bare and not a the consumer. Madison Village owes the full refund.Thank you,[redacted]
