there are other factors involved such as traffic, traffic lights, stop signs, pedestrian so; in most cases when a person does not qualify on a turn where the traffic light is red is because the person failed to make a complete stop The DMV book does allow a person to turn after stopping (pages & 37-44) Again my apologies for your experience but you did not come to The Eagle River office
