Tell us why hereThis flooring was installed in The manufacturer’s installation instructions at that time did not require and made no mention of using a vapor barrier with their product as it is waterproof The current installation instructions for this floor only state that “it’s a good idea” but do not require it or specify when it is appropriate This is not the same as the installation instructions for other flooring, for example a traditional laminate, in which case the manufacturer’s instructions typically state that “Appropriate laminate underlayment must be used” as a moisture barrier Conversely, the current instructions for both Mannington Adura Max and Congoleum Triversa, which are identical to [redacted] floor make no mention of , or have a requirement for, a moisture barrierThere was no indication, at the time of installation, of any moisture issues with the concrete floor There was an existing vinyl flooring which exhibited no signs of excessive moisture or mold An existing vinyl floor acts as a defacto “mat test”, which is a test where we glue down a piece of plastic sheet and look for water vapor to form Vinyl flooring acts in the same way with the exception that the floor will discolor to a blue/black color as the moisture attacks the pigments in the foam under the vinyl Morever, there had been a laminate flooring in the home prior to the water from Sandy which, according to [redacted] , performed well Had excessive moisture been present, the laminate flooring would have been affected by the excessive moisture irregardless of the presence of a moisture barrierWhat has changed is that [redacted] had a basement section adjacent to the foyer filled in after the new flooring was installed I surmise that this was done because the basement was chronically damp to the point of being unusable Consequently, this is not a problem that was caused by improper installation We are required to install products according to the manufacturers instructions and industry standards and have done so We have been willing to see what we can do to help in this situation We reached out to [redacted] when the problem was discovered but she never returned the call When she called at end of last year, we offered to come back with some testing equipment but she did not respond to several calls When we did reach her, she said she was on vacation and would call us when she returned We did not hear from her. When she did call us a couple of weeks ago, we said we would collect the equipment we needed a and arrange to come to the home, which is when we received your letterHaving said all of this, we are still willing to see what we can do to help but we are not going to accept responsibility for a problem we have not created We have been in contact with the manufacturer from the beginning and they have indicated that they would participate in a solution We expect to have that worked out shortly and will be in contact with [redacted] once we have all the information

Tell us why hereThis flooring was installed in 2014.  The manufacturer’s installation instructions at that time  did not require and made no mention of using a vapor barrier with their product as it is waterproof.  The current installation instructions for this floor only state that...

“it’s a good idea” but do not require it or specify when it is appropriate.  This is not the same as the installation instructions for other flooring,  for example a traditional laminate, in which case the manufacturer’s instructions typically  state that “Appropriate laminate underlayment must  be used” as a moisture barrier.  Conversely, the current instructions for both Mannington Adura Max and Congoleum Triversa, which are  identical to [redacted] floor make no mention of , or have a requirement for, a moisture barrier. There was no indication, at the time of installation, of any moisture issues with the concrete floor.  There was an existing vinyl flooring which exhibited no signs of excessive moisture or mold.  An existing vinyl floor acts as a defacto “mat test”, which is a test where we glue down a piece of plastic sheet and look for water vapor to form.  Vinyl flooring acts in the same way with the exception that the floor will discolor to a blue/black color  as the moisture attacks the pigments in the foam under the vinyl.  Morever, there had been a laminate flooring in the home prior to the water from Sandy which, according to [redacted],  performed well.  Had excessive moisture been present, the laminate  flooring would have been affected by the excessive moisture irregardless of the presence of a moisture barrier. What has changed is that [redacted] had a basement section adjacent to the foyer  filled in after the new flooring was installed.  I surmise that this was done because the basement was chronically damp to the point of being unusable.  Consequently, this is not a problem that was caused by improper installation.  We are required to install products according to the manufacturers instructions and industry standards and have done so.   We have been willing to see what we can do to help in this situation.  We reached out to [redacted] when the problem was discovered but she never returned the call.  When she called at end of last year, we offered to come back with some testing equipment but she did not respond to several calls.  When we did reach her, she said she was on vacation and would call us when she returned.  We did not hear from her. When she did call us a couple of weeks ago, we said we would collect the equipment we needed a and arrange to come to the home, which is when we received your letter. Having said all of this, we are still willing to see what we can do to help but we are not going to accept responsibility for a problem we have not created.   We have been in contact with the manufacturer from the beginning and they have indicated that they would participate in a solution.  We expect to have that worked out shortly and will be in contact with [redacted] once we have all the information....
