time here in Colorado I have built up a great clientele and have established a great reputation backed by quality workmanship. In almost 27 years I have never experienced any situations like this one. In July 2013 my company obtained a basement build out permit in Arahapoe county (see attached) without any problems. This is where I met the plumber and electrician that worked on this project. This project is in the city of Aurora. I started this basement remodel before the permit was issued and was later told at the Aurora Building Department that I need to be licensed in the state of Colorado. Illinois has no licensing. So I studied and took the four hour Contractor test right away (see attached) but did not pass. I continue to study and will re take the test again next week. The permit situation came up and we all agreed that I would finish the project and refund the $500.00 permit fee along with $120.00 for door knobs that were not included. Permit issue settled. Or so I thought......

The day after the texture was sprayed on the walls and ceilings, I gave the homeowner blue painters tape and told them to take their time and [redacted] any areas that need touch up. They identified eight spots that I corrected and was told the following day that "the touch ups look great". Drywall issue settled. Or so I thought.....
They could not re create the sound for me of the pipes "that are rattling and sound like they are coming through the wall". If there is a sound there is a simple fix. But instead they contacted the plumber without contacting me first. Wasted his time.
Floor coverings were the total responsibility of the homeowner. They scheduled the measuring, installation, and paid for it. All the base trim was installed when carpet measuring was done. The two small separate bolt issues
are against the wall and hardly noticeable now. These issues should have been addressed with the salesman (thicker carpet) or the installers. Carpet installers leveled all the many joints and uneven spots on the concrete floor before carpeting but left these two areas????? Not part of my scope of work
A project of this size can vary from the original contract. I credited the homeowner some items but also charged
them what we agreed on (see attached). The work was done. They don't deny it. They just don't want to pay me. They are asking that I pay THEM $2,500.00. For what????? I stand behind my work.
After being in their house for three months all of a sudden they don't want me in their house?? "not comfortable"?

I want to get paid and move on. Its tiring.
I don't want to be forced take any further action. I am being very fair and patient.

The first paragraph is a complete lie. We asked after the plumbing and electrical was complete why no one had come out to inspect. That's when he told us he wasn't licensed and never obtained the permit. He put us off for 3 weeks in February and didn't start work until X-XX-XX because "he had to submit plans to the city of Aurora and it would take them a little while to approve the plans." He knew then he wasn't going to be able to get a permit. It is also a lie when he said we all agreed he would finish the project and he would refund the $500. We never had that conversation until the project was completed. We had no choice but to finish at that point and of course didn't trust him after lying to us. I spoke to Reagan at the City of Aurora and in Feb. the permit would have cost $968.00. They have since changed their computing system and now permit would only be $561.00. She said it could actually be as high as $1200.00 if he was honest about the scope of the project. The drywall was a huge problem. It lasted over 3 wks. because [redacted] had so many problems with the drywaller. He left and texture was applied way too early. He kept saying wait until it's painted. It looks terrible. The 8 spots he's talking about, he tried to fix but they actually looked much worse. We just wanted him out of our house and done. At some point we will pay someone else to come in and fix the drywall. The bolts showing are not the responsibility of the carpet guys and he is lying about that also. He could have extended the walls another inch and they would have been covered. He kept telling me not to worry that the carpet would cover them. It looks terrible and it is not the carpet guys fault. They did a great job. All of the things he wants to charge us for he is also lying about. None of this was put in writing nor in the original contract. He told us these things were included verbally. He did our neighbors basement and this man chose not to permit his basement. [redacted] knew he couldn't get a permit. I also had [redacted] at the City of Aurora look him up. She said he has gone on line several times to try and permit things and was obviously not able to. I told the City about what he is doing. He also signed the original contract stating he was paid in full after we paid him the final payment we agreed to. I don't want any money from him, I just want everyone to know what a dishonest person he is and the poor work that he does. He does not stand by the work his sub contractors do either. I also have serious concerns now that he does not have liability insurance either.
