In running that check, Marshfield Utilities learned of an outstanding balance left with another Wisconsin utility within the last six years. This indicated a high risk of potential delinquency. The rules of the Wisconsin Public Service Commission [Wisconsin Administrative Code PSC 113.0402(1)(a)] allows for a utility to request a security deposit. Mr. [redacted] was advised, that based on these findings a deposit would be required. Our letter explains that if Mr. [redacted]’s income was at or below Federal income poverty guidelines, he may be eligible for exemption from the deposit. Marshfield Utility did not receive correspondence requesting an exemption and so the deposit was added to his utility bill. That deposit will be refunded to Mr. [redacted] once his account has had 12 consecutive on-time payments. Interest will be calculated, in accordance with an annual rate set by the Wisconsin Public Service Commission and added to that refund.
