On 09/03/15, the delinquent balance due of $on account # *** was transferred to the *** active account # ***. Mr*** contacted the Justice Department in July and the Regulatory Commission of Alaska (RCA) in August 2015. The RCA is currently reviewing Mr*** complaint.Mr*** contacted Matanuska Electric Association, Inc(MEA) on 08/26/to establish an account in the name of *** *** only. The paperwork to establish this account was mailed to the *** on 09/01/15. As of today, 09/10/15, she has not returned the completed paperwork to MEA

On 06/17/15, MEA explained to *** ***, per our Tariff Sheet No72, Section 10.12, (c), Landlord/Tenant Notice (copy attached), allows for a fifteen(15) day notice of disconnect be given to the tenant. 3. MEA has no response. 4. MEA’s Tariff Sheet No74, Section 10.13, Transfer of Account Balances (copy attached), allow for transfer of account balances. A letter was mailed to the *** to notify them. 5. On 09/14/15, MEA received documents from *** *** for a business membership. The documents were inconclusive and were returned the *** for clarification

Complaint: ***I am rejecting this response because:On 06/09/15, *** *** requested account # *** be transferred in the joint membership of *** and *** This is meter # ***.This was done after *** *** set up an LLA based on the infromation provided by MsLisa ***Her information was incorrectFurther Ms*** added a second shed to the LLA *** *** sign without his knowledge adding both account to the LLA requestThe LLA request was for any new accounts concerning future service issues, not backdated to previous issuesThe LLA was for *** only as *** was only representing her by signing for her (*** has a POA for ***).We became aware that this LLA was cancelled after a certified request to the General Manager of MEASee # belowOn 07/06/15, *** *** requested account # *** (meter # ***) be disconnected.*** requested the service be disconnected, but not on the date noted by MEA*** requested the disconnect on the 06/09/meeting with Ms***It was MEA which delayed the request resulting in an additional month of fraudulent service for that unit.3.On 07/10/15, *** *** requested account # *** (meter# ***) be connected.This is correct in that the tenants had vacated the unit and we needed the power on for repairsBut MEA's disconnect process cause an extra month of service charges that is the responsibility of MEA due to their negligenceOn 09/03/15, the delinquent balance due of $on account # *** was transferred to the *** active account # ***This was an illegal activity and never authorized either by the *** or by State statutesThere was no advance notices or anything to give the *** any idea MEA would be transferring any service charges they had not incurred to their personal accountsMr*** contacted Matanuska Electric Association, Inc(MEA) on 08/26/to establish an account in the name of *** *** only. The paperwork to establish this account was mailed to the *** on 09/01/15. As of today, 09/10/15, she has not returned the completed paperwork to MEAThis is correct and the sent documents have been returned to MEA by US Mail by *** ***But the remaining issues still exist and have yet to be addressed.The remaining issues of a spouse being on an account that they have no legal interest in the properties still exist, as does the decptive practices by MEA fr dealing with their negligence behavior.Sincerely,*** ***

$An additional deposit was addedon October 26, 2017, in accordance with MEA tariff sheet 32, (d) Deposits for ChangedConditions:"A member who has become delinquent may be required to deposit with the Associationan amount equal to, but not more than, the Association's estimate of two (2) times themember's average monthly bill."Disconnect notices received by the member state "Additional deposit requirement of two timesthe average monthly bill may also be charged".On October 27, 2017, or a day after the deposit was added, the member told a CollectionSpecialist that the house was for sale and possibly closing in DecemberThe member'sassertions that MEA added the deposit in retaliation for stating that they would be moving out ofstate is unfounded since MEA was notified after the deposit was addedDeposits are routinelyadded to member's account who become delinquent.Payments in the amount of $were received on October and October totaling$Without the added deposit, the $received in payments would leave a balanceowing of$ The October bill was due on November and payment in full was notreceivedMEA bills a 7% late fee on current charges only; therefore, no fees were charged onthe added depositThe member received the 7% late fee ($9.68) on the current charges of$because payment was not received on the due date of November 5.The member notified a Member Service Representative on November that the house sold onDecember On November 30, the member notified MEA that he wanted to extend thedisconnect until December and stated that he did not want the service disconnectedOn thefinal bill, MEA will refund the deposit and any interest earned.Please contact me if you have any additional questions.Sincerely, Suzie D***
